1. LEGISLATION QUEBEC
Quebec legislation provides for the identification of the MCA and the establishment of safe work procedures prior to
any type of work likely to issue of asbestos dust. All employers and employees in Quebec are subject to this
legislation.
In addition, on June 6, 2013 came into force new regulations in respect with asbestos which amends the regulation
on health and safety in the working area as well as the safety code for the construction industry. In order to ensure
the health and physical integrity of workers who perform work that is prone to asbestos dust, new security standards
for the management of asbestos are thus required, which here is the key:
The employer shall, within a period of two years from the date of entry of the enforcement fo the new act on health
and safety, establish a registry that identifies the flocking and insulating containing asbestos in buildings constructed
respectively before February 15, 1990 and on May 20, 1999.
All other materials and products that may contain asbestos must be checked before that likely to emit asbestos
dust work is undertaken, and this information must be included in the registry.
An update of the initial characterization must then be carried out every two years for the flocking and insulating
containing asbestos, except if these materials are fully enclosed in a permanent structure fiber proof and that
access to such is possible only by a destructive operation of the work.
An employer shall keep the record as long as the building is under its authority and must make this register
available of workers involved in the establishment and their representatives.

CHARACTERIZATION OF MATERIALS
Proper management of materials containing asbestos (MCA) begins with the complete characterization of buildings
and their mechanical components. Our characterizations include sampling and analysis of materials likely to contain
asbestos, as well as the identification of the MCA according to their location, their accessibility, their State and their
fragility. All information is then collected in a data sheet that could be updated and altered easily.
ASBESTOS (PGA) MANAGEMENT PROGRAM
Characterization of the MCA is the original tool for the establishment of an asbestos management program. A MSP
includes recommendations on actions to be taken for a building as part of its operation, maintenance and renovation.
It also tells you who should be trained internally so that you can properly manage part of the interventions. MAP helps
