The Hypothesis
Knowledge is as critical for holistic
development of communities as access
to material resources!
ICTs can play an enabling role in
accessing knowledge.
For ICT enabled development,
partnerships are indispensable.
3. What is MSP?
The Definition
MSPs are partnership between various
sectors of the society, such as the Public,
Private, CSO, Academia, Media, etc.
Built on the premises of equality,
transparency, accountability, mutual sharing
of risks and benefits.
Facilitating the use of ICTs for development.
4. Why not PPP or Multi-Sectoral
Partnerships?
MSPs are unique!
The partners are “stakeholders”!
They have a stake or an interest in the issue
area that the partnership is addressing;
They are influenced by any decisions in the
issue area;
They can also influence decisions in the issue
