8. UCTE/ENTSO-E
• Trial Run period started with ENTSO-E on 18th of
September 2010.
• The first phase system stability tests approved by
ENTSO-E Planary Group on 8th of February.
• Without any trade Import-Export tests for the second
phase found successfull by ENTSO-E.
• The third phase (import-export with trade) related
with the synchronous parallel operation of Turkey
with European Power System started on 1th of June
2011 and it will be ended in 11 mounths.
• Trade will be limited with 400 MW from Bulgaria and
Greece to Turkey; 300 MW from Turkey to Europe
via th

9. PLANNED INTERCONNECTIONS OF TURKEY
With Georgia:
Construction of a new 400 kV transmission line(Akhaltsikhe(Georgia)-
Borcka(Turkey)) together with a 700 MW DC Back-to-back station at

Georgian side are planned, tendering process for the construction of this
line and relevant facilities are in the process. The interconnection will be in
operation in 2012.

10. With Iran:
The existing 400 kV Başkale – Khoy interconnection line is energized at 220 kV and in order to

under construction. At the end of 2011, Turkey-Iran interconnection line will be energized as
400kV. 250-350 MW import from Iran will be possible by isolated region method.
A 600MW Back to Back DC link is planned for construction at Van 400kV substation in Turkey
Back-to-Back Turkey.

11. With Iraq:
Construction of 400 kV Cizre (Turkey) - Musul (Iraq) interconnection line is
under bidding process.
• 400 kV Gercüş-Cizre-Border OHL (~130 km) will be tendered in 2011.
• 400 kV Cizre SS will be tendered at the begining of October 2011.

12. With Syria:
600 MW Back to Back station is planned on the existing of
400kV Birecik –Aleppo interconnection line
Aleppo line.
New connection possibilities will be studied in order to increase
the energy export capability from Turkey to Syria and the
interconnected countries of Syria (Eight Countries project).

13. Queue Management
• Process:
1. The available capacity for connecting wind generations are published by
TEİAS.
2. WPP applications are forwarded to EMRA (Turkish Regulatory Agency) for
these capacities.

3. These applications are forwarded to TEIAS for studying connection
opportunities.
4. TEIAS gives its comment concerning the availability.If the application

is alone in the substation, EMRA gives license to those applications.
5. If there are multiple applications in one substation, compitition process
is done by TEIAS to determine the owner of the capacity.

6 After taking license the investor sign a connection agreement with
TEIAS.
7. Project will be approved by MENR after the realization of the project
System Usage Agreement will be done with TEIAS.

15. Brief History of Queues
• Installed capacity of wind pp’s in operation are: 1588 MW
• Licensed wind power plants before 1 November 2007 applications: 3483 MW

18. Grid code of wind power plants
• The studies for revising the the g code for wind p
g grid power p
plants
are going on with Turkish Technological Research Enstitute(TUBITAK).
The final grid code for WPP’s will be send to EMRA till the end of 2011

19. ENTSO-E interconnection
• What is the effect of ENTSO-E interconnection to the penetration of wind
power plants in Turkish Power System?
• By the ENTSO-E interconnection primary reserve requirement of Turkish
power system is decreased from 770 MW to 300 MW
– But secondary reserve requirement did not change by the ENTSO-E
interconnection and it is stayed as 770 MW.
– Primary and secondary frequency control of System leave its place to tie line
control of three 400kV interconnection lines between Turkey –Bulgaria and
Turkey-Greece .
• By increasing of wind power penetration in Turkish grid the secondary
reserve requirements will increase.
• The increment of Secondary reserve requirements will be performed by
hydroulic and natural gas power plants that the total percentage is
approximatey %70 in Turkish Power System.

20. Future Problems
• What will be the operation problems if ~11300 MW wind power plant will be
in service ?
• Wind applications are concentrated in west side of Turkey. This will cause
excessive voltage changes i the region

22. Future Efforts
• WIND FORECAST SYSTEM
The wind forecast system has been developed by Turkish State Meteorological Service which is
available to provide information about the wind forecasts for different heights and for 48 hours
with 4 km solubility all around Turkey.
• WIND MONITORING SYSTEM
Specific SCADA System for wind power plants is under developing process

• The capacity of 600MW for Solar Power plants has been approved by TEIAS according to regions.
