Registered Training Organisations (RTOs) must meet certain quality standards to be registered. These standards include documenting business plans and having strategies, policies and procedures for efficient and fair practices. RTOs must also have quality arrangements for clients covering enrolment, complaints, assessment, identification of learning support needs, fees, privacy, access and equity, and issuing qualifications. Policies and procedures cover areas like risk management, continuous improvement, occupational health and safety, equal employment opportunity, staff issues and financial management. RTOs have ethical and legal responsibilities including complying with relevant legislation, meeting environmental standards, duty of care for learners, and maintaining client privacy and confidentiality.
