First Premises of Materialist Method
The premises from which we begin are not arbitrary ones,
not dogmas, but real premises from which abstraction can only
be made in the imagination
.
They are the real individuals, their activity and the material
conditions under which they live, both those which they
find already existing and those produced by their activity.
These premises can thus be verified in a purely empirical
way. Karl Marx. The German Ideology.

Restructuring the State ~ Core functions of the state
The national state has three broad duties and responsibilities
1 It must recognise the UN and international fundamental principles
and rights and ensure they are fulfilled individually and collectively.
2 It must ensure future generations are not burdened with
unsustainable levels of debt; politically, economic, social and
environmental conditions or democratic governance that is not fit for
purpose.
3 Among many functions it has a duties and responsibilities to
manage the economy, fulfill international obligations, and maintain
law and order.

Human Development is our Sustainable Future
These Roles & Responsibilities are organised under
five core functions
1 Democratic governance & Civil Society
2 National and International Responsibilities
3 Human Needs and Development
4 Economic and Fiscal Management
5 The Regulation of Markets, Firms, and Organisations
The ability to fulfill these functions require legislative
powers, political and moral authority, governance and
accountability and adequate resources to plan and
implement decisions. Clive Burgess ©2012 Dexter Whitfield 2012

Human Development is our Sustainable Future
This in turn requires skills and capabilities such as leadership
and political strategy, fiscal and economic management; the
ability to plan and manage projects; power of regulation,
intervention and enforcement; to raise revenue to finance and
invest; and ensure equality and redistribution.
The state must provide and directly deliver the vast majority of
these functions and services. Voluntary and private
organisations have an important but limited role.
