“Speaking of Colombian cinema, there can be films, but there are no
coherent looks and many images appear dispersed and contrived, as
they are only caricatures or sketches of a reality not explored, which has
actually not touched their directors or actors, in a nation without a film
tradition beyond the conscientious work of a few. The history of a country
without a consolidated experience in film education, and with a television
industry which has rarely risked using a film grammar in its products or to
broadcast the work of Colombian filmmakers are facts that we must
weigh in when considering the necessary actions to emerge from
backwardness and support a rational state policy in favor of filmmakers.”

“Thus, the current film promotion model does not transcend a scheme of favoring
production as a way to execute a yearly budget, while filmmakers tend to work in
isolation, sidestepping the work of formulating collective strategies that allow for the
capture of an unending wealth of images in the metropolitan and rural areas of
Colombia. This wealth waits to be discovered through the systematic work of
elaborating a precise shooting script and a realistic budget, without ignoring the
aesthetic concerns underlying the demanding enterprise that film work constitutes.
This way, it is possible to envision a current dynamic in the Colombian film industry
centered on a model based on spending public monies by making films, all in the
name of a non-existent national cinema.”

“Film promotion funds can achieve success indicators to the extent that they
provide the means to make movies, but success in delighting the audience and
providing aesthetic pleasure through film is not dependent on subsidies, even if
people were paid to go to film theaters. It is necessary to create such conditions
that aesthetic concerns and quality of production become a standard, common
factor, with or without state subsidies. That is, competitiveness before
competition.”

The main purpose of this enterprise is to represent film producers in the
development of the proposed Action Plan, with special emphasis on developing a
supply chain for this industrial sector. Our priority, within the “Luis Alberto
Alvarez Córdoba, In Memoriam” Audiovisual Network is to create in Medellín a
Cinema Cluster that will make of Antioquia a producer of quality films and
international appeal, along the axis constituted by such metropolitan centers in our
hemisphere as are Vancouver, New York City, Los Angeles, Miami, Havana,
San Juan de Puerto Rico, Mexico DF, Panama City, Caracas, Cartagena,
Medellín, Bogotá, Cali, Quito, Lima, La Paz, Rio, Buenos Aires, Punta del
Este and Santiago de Chile.

Among several actions already undertaken, three actions will be
integrated with other agents in order to develop:
- A platform of business and cooperation among the sector’s agents
regarding global IC and VT.
- A Business Fair (Rueda de Negocios) in Medellín and Antioquia.
- A bio-system for a global community and a digital platform to
administer image generation and other associated processes that
complement film.

Additionally, we aim for the establishment of an axis that includes
Latin America and the Iberian Peninsula with the rest of
Europe, India, Asia, the Pacific Region and Africa, as parts of
a global strategy to integrate the non-English-speaking Film
industry of Medellin with those of Rio, Martinique, Quebec,
Portugal, Galicia, Berlin, Budapest, Paris, Warsaw,
Bucharest and Rome, among other cities and regions,
including the Middle Eastern ones.

To develop activities that contribute to the bettering of competitiveness and quality in
the productions of companies devoted to filmmaking and all those other links in the
chain of value and supply that operate in the territory of the Department of Antioquia.
To configure and promote the strengthening of an optimal productive sector and
competitive environment through the participation of directors, producers and all the
associated supply and value chain, together with diverse private and public agents
within the region and the nation.
To contribute in an effective way to the formulation of public policy that supports all

Main Objectives Within the IndustryMain Objectives Within the Industry
To promote technical up-dating of all processes associated to film production and to enable access to
equipments, technologies, locations, facilities and services.
To contribute to the generation of training programs that respond to the real needs of all the links in the
supply and value chain of the cinema industry.
To promote the use and appropriation of spaces and locations belonging to the city, departmental
governments in order to develop the objectives of the Departmental Council for Cinematography of
Antioquia and the Audiovisual Council of Medellin.
To open credit lines and to facilitate access to funding, debt condoning and other favorable payment
conditions for all funding resources destined to executing cinema production projects within the region.

A cluster is not exactly created but rather identified, promoted and
developed. That is how certain conditions exist in Medellin and Antioquia
that permit us to consider their position as strategic for our hemisphere
and favorable for the development of competitive advantages for film,

The Right Question About the ClusterThe Right Question About the Cluster
After identifying a cluster it is necessary to build up the sectors based on
differentiation and exclusive processes. Here it is important to ask the following
question:
“¿Why does a nation become the site of successful international competitors in a
given sector? Or to ask it in a slightly different way: Why can the companies
working in a particular nation create and maintain a competitive advantage against
the best world competitors in a given field? And Why is a nation often the site of so
many world leaders in a given sector?” (Porter, 1991, p.2)
Considering these questions helps us to establish lines of thought and action that
will enrich the value chain associated to our business.

It is fundamental to always consider the fact that the question “What
do we need to do so that companies will settle in our region?” is not
appropriate, since it loses all validity in the absence of the conditions
that allow for wealth creation from the entrepreneurial actions of
businesses in the region, whether they are local or foreign. In
addition, the leadership role, that is, the ability to transform a given
business sector, becomes vital as a commitment and goal.

“The daguerreotype from Observatory Street (Calle del Observatorio) made in
1842 in Bogota by Baron Gros did not only take an exposure of just 47 seconds,
but it is clear in its detail and it shows the mountains in the correct perspective,
which lets us consider very possible that the Baron were working at the time with
recently imported equipment and that he knew of the latest technical innovations."
(Serrano, 1983, p. 37 – our translation-).
By the time of the first extant daguerreotype, that of Gros, we have that while in
Bogotá exposure could take 47 seconds, in Europe, for a subject of similar
composition and the same distance it could be longer than four minutes, all due to
the intensity of light in the torrid zone at the height of Bogota.

Facts such as that one have concluded, more than 150 years
later, in the assertive construction of studies especially designed
by foreign competitors in the cinema business, who take
advantage of it, from the moment itself of location design, by
using sliding covers and other versatile modules to facilitate the
work of shot composition and scene design as well as the mise-
en-scene in the cinema production process.

Antioquia’s variegated bio-systems and its consequent diversity of
vegetable and animal species, together with the geo-morphology of the
region, and of Colombia more generally, offer landscapes which create

Medellin’s relatively stable conditions of rainfall and temperature
when compared with other cities in Colombia and out of the
country, in addition to the short distances within its urban
perimeter and among sub-regions of Antioquia allow for
budgetary and scheduling savings in the production process. This
allows local and foreign companies to develop their projects with
a greater adjustment, and less surprises and limitations. Similarly,
Medellin’s conditions of humidity and temperature allow for highly
efficient processes.

Antioquia Department and its capital city of Medellin possess a varied
population which contributes greatly to the process of developing a mise-
en-scene and working with a cultural diversity, resulting in an efficient
communication process and the fulfillment of the goals of content
producers within the film business. The region’s inhabitant’s genetics, the
beauty of its women and the character of its male population facilitate the
supply of a notable wealth of acting talent. The region’s bilingual potential
is also worthy of consideration as a prominent aspect within the human
landscape of Medellin and Antioquia.

In addition to the factors mentioned above, the current infrastructure and that being developed
according to the city and department development plans within a short and medium term
suggest an enriching productive environment, all the more considering the national policies
with which these can also be coupled and connected. This situation applies to all the value
chain of a business centered on all the production companies located in this territory and their
related components in the value and supply chain.
The natural, historical and human landscapes of Antioquia and Medellin constitute an endless
reserve of images, to which we can add the legacy of producers, directors and teachers
whose work has shaped the profiles of many of the people working in the cinema activity as
an art and a language.

The constitution of a cluster needs to start from the experience
developed by well established value chains within the associated
sectors of the film business in a way that they link all those who
are parts of this chain; other experts and professionals in all fields
included in the supply processes of the value chain of the film
business will benefit from the actions derived of the collective
effort towards this strategic initiative.

The GoalsThe Goals
To recognize the Cinematography and Audiovisual Councils at
the department and city levels, in all legality and legitimacy and to
establish the Departmental Cinematography Committee at a
facility belonging to the departmental government. Also to secure
the provision of infrastructure and operating resources needed for
the effective fulfillment of its objectives and goals. Additionally, we
will tend towards a similar goal for the Audiovisual Council, at the
city government level.

To propose to the Departmental Assembly, City Council and National
Congress, as well as to other civil authorities at the appropriate levels the
legislative projects and reforms that may be needed for the consolidation
of this purpose.
To achieve the formation of a structured system where the different
exhibition windows become an efficacious platform in service of the
promotion and spread of film contents within the region, the nation as well
as internationally. We put special emphasis on Web2.0 and the securing
of structured spaces within such platforms as Medellin Digital, Antioquia
Digital and others at the national level.

To open credit lines from the municipal, departmental and national organizations through the
Bank of Opportunities (Banco de Oportunidades), IDEA and similar organizations for all film
directors and producers who are working on projects within the jurisdiction of Medellin and the
Department of Antioquia, as well as for those providers who are part of the supply chain of
said producers and production companies. To work with the private banking sector in all
manners appropriate to this purpose.
To clearly define the pertinent components of the value and supply chain of cinema according
to the new realities of this business and to promote reforms concerning the role of
screenwriters and directors with regard to such topics as copyright, public and private law,
among others, as well as the management and forecasting of the film business.

The main purpose of this enterprise is to represent film producers in the development of the proposed Action Plan, with special emphasis on developing a supply chain for this industrial sector. Our priority, within the “Luis Alberto Alvarez Córdoba, In Memoriam” Audiovisual Network is to create in Medellín a Cinema Cluster that will make of Antioquia a producer of quality films and international appeal, along the axis constituted by such metropolitan centers in our hemisphere as are Vancouver, New York City, Los Angeles, Miami, Havana, San Juan de Puerto Rico, Mexico DF, Panama City, Caracas, Cartagena, Medellín, Bogotá, Cali, Quito, Lima, La Paz, Rio, Buenos Aires, Punta del Este and Santiago de Chile. By the time of the first extant daguerreotype, that of Gros, we have that while in Bogotá exposure could take 47 seconds, in Europe, for a subject of similar composition and the same distance it could be longer than four minutes, all due to the intensity of light in the torrid zone at the height of Bogota.
