Electricity requires a complete circuit to function properly. A circuit is a continuous loop or path that allows electrical current to flow from the power source to the device and back to the power source. For a motor to run, it needs a power source connected to both terminals of the motor that allows the current to flow through the motor in a complete loop or circuit.
