1.0 Foreword
MeterBuddy 2.2, The Program Tool of Libra Meter, obey ANSI C12.18-1996 ,C12.19-
1997 .
The software is used to debug, test, read and program the Libra Meter. This is a full
version which includes all function. When it is provided to end-user, we will publish
a simple version which incluses basic function.
This document applies to the implementation of an ANSI C12.19 Standard Sub Set
inLIBRA_WASION _Meter AMR Test tool - MeterBuddy.
(LIBRA_WASION_Meter is an upgrade version of the Libra Meter, Designed for LIBRA
IEC Meter Project, so the MeterBuddy can be used to Test LibraI , LibraII and Libra III)

Operation System:
Windows Xp SP2, Win7 or newer version
Hardware Requirements and Version:
 Computer: Pentium (PC586) or better
 Memory: 32M at least.
 Hard disk: 100M
 CD ROM: 1
 17-inch color CRT or LCD: 1, 1024*768dpi
 Printer: 1(no requirements for the type)
 Interface: Two RS232 at least.
4.0 Software Setup
1, Click the “Setup for MeterBuddy.exe” icon to startup.
2, Select installation folder, then click Next to continue.

9, On your desktop, there are one new icon:
MeterBuddy, Libra AMR tools.
5.0 Operate guidline
When the software startup firstly, it will spend some time to load all module into RAM.
Figure 5.1 is the main window of MeterBuddy. This is a muti-window software,
MeterBuddy has 2 sub windows:
1)Editor Window : Edit the program file.
2)Communication Window: Connect to meter via optical port.
The tool is designed as a classical windows software.

[Stop Communication] Stop communication with meter.
[Exit] Exit MeterBuddy
Click [Start Communication] will open Communication dialog.
This dialog is used to set the communication parameters.

After you complete the parameter setting and password inputing, Click [Start
Communication] button to continue.
The menu [Meter] will be enabled.
[Meter] Open a meter image file and connect, then open Meter Window.

5.3 Connect MeterBuddy to Meter
MeterBuddy is a software tool developped for general debugging, meter reading and
configuration of the meter through far IR comm port of meter as well as UART port
of AMR module, see the figure below.
Refer to “LIBRA_WASION_Meter Handbook.doc”, use the Wasion Multi-Function
Communicate Cable (Type: WH109-1) to Link MeterBuddy and Meter.

Click [Start Communication] will open Communication dialog.
This dialog is used to select communication type and set the communication
parameters.

If you select [Zigbee] mode and [Ethernet+Zigbee] checkbox, Click [TCPIP Setting |
Discoverer] to open TCPIP discoverer extend view below:

In the extend view, click [Discover] button to discover sub-net (include Zigbee Mesh
network) and list all of the device.
When the [Discover] button is clicked, this application will transmit a broadcast UDP
packet containing the message –“Discovery: Who is out there?” on the local network
to port 30303. Any Libra meters which include LibraDigiEth module and connect to

the network, they will respond with a UDP packet containing their host name and
MAC address.
Double click a IP Address then copy it to IP input box. Caution: this function can
only discover the Libra device in the same subnet of computer.
Click [Read Meter ID] button to read the meter’s Identification according to the IP
Address.
After you complete the parameter setting and password inputing, Click [Start]
button to continue.
The menu [Meter] will be enabled.
Because the BaudRate of two kinds of ports are different, so you should make some
changes as below.
1) Remote or Local IR
2) PLC Port (UART port of AMR/AMI module)
Other Settings:
Libra-1,3 seris can only support Local Optical Port, Libra-2 seris can support
both Local and Remote Optical port. You should select the optical type before
you connect MeterBuddy to meter.

When you use Remote Optical Port or RS485 connect to meter, you should set
the meters Address here.
The Address is the last two digits of the meter ID which is printed on the
Nameplate of meter.
When you connect to a meter (include LibraDigiEth card) via Ethernet (or Ethernet
+ Zigbee Mesh Network), you should input the meter’s IP Address and TCP port.
ANSI C12.18-1996, Type2 Optical Port standard. The protocol is used for Local
or Remote optical port, and can be used for Ethernet communication too when
LibraDigiEth works as a Ethernet Extender.
ANSI C12.22-2007, Network Data Communication Protocol.
5.4 Editor Window
This window is used to edit the program files which can be download to meter in
Meter Window.
Click the Main Window Menu [File | Editor] to open the Editor Window.

[Save as…] Save the file as other name.

5.4.2 Meter Image file
After click the [Meter] menu, Automatic testing will execute orderly: Reading Meter
Type, Reading Meter ID,Reading FORM,Reading Hardware Version,Reading Firmware
Version.

When Reading Status table, Open image file dialog will display.
The image file name format: Type + Version .txt. e.g: Libra-3cV1.0 FW2.0.txt.
Note:select“Libra-3cV1.0 FW2.0.txt”for Ecuador
Caution:
1) Please confirm the type is same with the meter which you want to connect.
2) You can use Notepad or similar application to re-edit them base on the
document “Libra meter c12.19 implementation”.

3) The file can be used to save the datas which are read from meter. Please use
“Save as …” command.
5.5 Meter Window
Click the Main Window Menu [Meter] to switch or open the Meter Window. Refer to
“LIBRAMeter Handbook.doc”.
Meter Window supports to edit parameters, read meter and program meter.

5.5.2 Read and Program Meter
At the Meter Window, you can Read or Program a Meter with Cell, Table Decade or
All Tables.
The above figure is an example of Libra-3 meter.
 Current Cell is [Libra-3cV1.0 | Program | Meter Info | Meter ID | Current Settings].
 Current Table is [Libra-3c V1.0 | Program | Meter Info].
 Current Decade is [Libra-3c V1.0 | Program].
 All Tables is [Libra-3c V1.0].
Double click a Cell, if the the Cell is writable, there will be a textbox to receive your
typewriting.

Change the value then Click Enter Keyboad to confirm. And send [Program Current
Cell] to download the value to meter immediately.
You can use the menu [File | Save as…] to save the image file to harddisk, then use
the menu [File | Open] to read back.if you want to program several meters on
different computer, this feathure is very useful.
Use the same method, you can read parameters from one meter, then program the
same parameters to other meter.
5.5.3 Vector Diagram (Only for Libra-3 Polyphase type)
Click the menu [Tool | Vector Diagram] to open the Vector Diagram window.
Then Click Menu [Read | Start Timer Reading] to click refresh automatically.

You can read [Instantaneous Data] and Vector Diagram synchronous.
Click [Yes] to read synchronous.
5.6 Date and Time Dialog
Click the menu [Program| Date and Time] or the toolbar [Date] to open
the Date and Time dialog. User can use the dialog to modify the date of meter.

6.0 Program Libra-3 Meter
MeterBuddy supports to program meter such as LCD Menu, Meter Info, Demand,
TOU etc.This chapter takes several examples to discribe that how to program a
meter.
At the Meter Window, there is a node which named as “Program” at the treeview.
Click the node to expande, then there are several tables for program a meter.

6.3 Parameters

This table is used to calibrate meter, don’t change without Wasion permission.

6.5 Demand
Demand operation includes setting parameter, reading Demand data and Deman-
reset which can be executed in Normal Mode or Test Mode.
 Demand data is transported in the format dictated by ANSI C12.19.
 Meter can be measured maximum active demand and date and time of EVENT,
Cumulative demand, maximum demand of 4 rates and data and time, sub-
interval time, etc.
 Demand data support rewritable
 The meter can be recalculated in accordance with the new set of parameters
automatically
 Demand and the clock synchronization
6.5.1 NORMAL MODE
6.5.1.1 Demand setting parameters.
This table is used to set demand working parameters. The meaning of parameter
dictated by ANSI C12.19 Table 13- Demand Control Table. Demand Control, is used
to specify information affecting demand, such as interval size, reset exclusion, etc.
Notes: If no special requirements , the above four parameters, generally do not need
to set. If the meter to detect the error about parameters of the demand , it will
initialize the parameters to default values. the default value is 0.
 Sub_Int, for Sliding demand, the value of minutes in the sub-interval. The value
is set from 1 to 15.
 Int_Multiplier, for Sliding demand, minutes of multiplier.
 Valid Demand Interval Length/Interval Multiplier Combinations
The valid interval lengths appear in the first column; interval multipliers are
listed across the top row. The intersection of any row/column will show a valid
subinterval size or '√' to indicate that the combination is supported.

The reader/programmer inputs 1 to Interval Length value,then clock [Progam
Current Cell].
This dialog is used to indicate set successfully.

 This table is used to read [Current Register Data ]about Demand that can be
described in [Table 23 – Current Register Data] dictated by ANSI C12.19.

6.5.2 TEST MODE
Operation on Test mode of to be extended
6.5.3 DEMAND RESET
Meter record maximum demand automatically ,and Demand reset need be taken
automatically or manually to ensure measure demand correctly.
 After Demand Reset completely, the number plus one automatically. If the
number exceeds 255 , the number value of demand reset will be restart at 0 to
ccumulate again.
 Each of reset takes the amount of energy and demand data are automatically
saved .
6.5.3.1 Demand Reset mode
Demand Reset can be romote, local and TOU. Execution will be described as follows:
 Local, Long keys demand reset button more than 3s , LCD full screen flash once ,
the demand will be reset .

 Romote, demand reset cab be executed by MeterBuddy.
Clock[Y],demand reset will occur.This dialog is used to indicate reset successfully.
The value[Number of Demand Rsets] of Current Register Data will plus one.
 TOU , TOU settings can make the demand reset automatically which occurs at a
specific time ..
6.5.3.2 Read Previous Demand Reset Data
If the NBR_DEMAND_RESETS field in Table 23 is 0, the data in this table is not valid.
Data in this table is a snapshot of the current data table (Table 23) at the time of the
demand reset, with the exception of the CUM_DEMAND and rate data, which is
updated before the data is saved. Data items is samed with [Current Register Data ]
The form of [Previous Demand Reset Data] refer to [Table 25- Previous Demand
Reset Data Table] dictated by ANSI C12.19.

6.6 Security Control
This table is used to set password of meter, only Master can set password. [Table 08
– Security Table] dictated by ANSI C12.19.
Note:This table can be edited-only with password, ReadDecade, ReadTable and
ReadCell are disable.

Libra3C support display control , display source index and display table dictated in
ANSIC1219. Libra-3 meter can support 64 items of LCD display Screen. Libra-3
meter can support 78 ID.

This table is used to define 3 display modes of LCD.

 On Time (Sec), LCD on time is programmabel in Libra-3.
 Number of Screen, display the number of screen corresponding to different
modes. The value is current actual number of screen in meter.
6.7.2 Setting new LCD Display Parameter
 LCD Display Screen, LCD on time is programmabel in Libra-3. the prameter is
used to set the number of screen with each display mode, which will define the
mode position of Primary Display List Table.
 ID, Refer to “Libra-3cV1.0 Mutifunction Meter Handbook.pdf” chapter 2.3.4.
 Items,Refer to “Libra-3cV1.0 Mutifunction Meter Handbook.pdf” chapter 2.3.4.
 Format, It is used to define the display format of quantity.
 Mode, Normal Mode,Alternate Mode,Test Mode can be set one by one. Either of
the two modes which are Normal Mode and Alternate Mode must be given.
For example,user need to set 3 screens of Normal Mode, 5 screens of Alternate
Mode, And 2 screens of Test Mode. All Form are [03].Values of ID &Items are be
from 0 to 12.

6.7.4 Displayable Data and It’s Menu ID
Note: The selection and delay value are the default setting in factory.

7.0 Time Of Use
7.1.1 Overview
MeterBuddy supports to program Time Of Use(TOU), such as Real Time Clock,TOU
Control,Non-Recurring Calendar, Fixed-Recurring Calendar and Schedule. This
chapter takes several examples to discribe that how to program TOU.
 The maximum total number of dates supported is 32, distributed between
recurring and non-recurring dates as desired. The meter require that the dates
be sorted(Small to large)
 Tier switches must be sorted. Tiers must be grouped by daily schedule ID's and
sorted by time within each ID group.
 TOU support maximum : 8 non-recurring dates, 32 recurring dates, 64 tier
switches( each DAILY_SCHEDULE_ID_MATRIX include 4 schedule tiers ),4
changed seasons, 4 day-type, 1 special schedule, 4 schedule
tiers(PEAK,BASE,REDUCE,VALLEY).

1. TOU-refresh occur 5 seconds after each set time or TOU parameters
automatically , meter operate TOU based on the latest rate parameters .
2. If month is set to be 13 in Non-Recurring Calendar, The entry parameter is
invalid. And the following data in this entry data will not be identified.
3. If month is set to be 14 in Recurring Calendar, The entry parameter is invalid.
And the following data in this entry data will not be identified.
4. If month is set to be 13 in Recurring Calendar, then each month will cycle at the

9.0 History & Event Logs
MeterBuddy supports to read History & Event Logs, such Power Down, Power Up,
Time Changed(old time), Time Changed(new time), Event log cleared,Demand Reset
Occurred,etc. This chapter takes several examples to discribe that how to operate
History & Event Logs.
 Libra3C supported event can be individually set whether or not to save the
event _log , users can configure record the types of events according to their
needs.
 Libra3C can take fault detection and save fault data automatically which help users to
analyze .
 To detect loss of voltage , phase loss , the reverse power such as the LCD will be the
appropriate instructions . indication details, refer to ’Libra3c handbook.doc’ .
 To save the data format dictated by ANSI C12.19
 The fault detection threshold can be set with meterbuddy2 .

This table is used to describe the date and trigger of Event Logs specification.
10.0 Load Profile
The reader/programmer will be able to initialize load profile memory or disable load
profile recording completely. On the Libra-3L meter the Load profile is stored on the
main board.
 support 4MB Card which value can not be modified.
 LP data is transported in the format dictated by ANSI C12.19.
 Number of Data Blocks and Sectors can be set
Days in accordance with the order as a unit of data sub- blocks , each block
contains a block header and many sectors . The maximum number of sectors
can be set in which the block header contains a time data and a block read data
 LP Data stores by the day , every day is stored as a data block. 0:00 daily
branch for block storage. The size of the data stored in each block is generated
automatically based on setting parameters .
 The relationship between capacity and load profile interval length can be
calculated with Load Profile Data Set1 Table which can be referred Table 64
dictated by ANSI C12.19.

10.2 LP Settings Parameters
This table is used to set Load Profile .
 Memory Card Length(Bytes), Libra-3 meter support 4MB Card which value can
not be modified.
 Number of Days, the value is calculated automatically .
Libra-3L meter optional recorder is capable of handling 42 days of 15 minute
load profile data on four channels with 32K or 42 days of 15-minute load profile
data on 15 channels with 128K bytes of memory. The number of days of
capacity is dependent upon the interval length duration and the number of
channels used.
 Number of Intervals per day , max intervals based on interval length, the
value is calculated automatically .
 Number of Channels, 1~16channels can be set.
 Interval lengths , Load Profile interval lengths include, 1, 5, 15, 30 and 60
minutes. Each interval consists of two bytes.
The register records up to 15 channels of load profile data. The number of
channels is programmable. The available memory is distributed equally among
each channel.

The reader/programmer inputs 15 to Interval Length value,then clock [Progam

The software is used to debug, test, read and program the Libra Meter. This is a full version which includes all function. When it is provided to end-user, we will publish a simple version which incluses basic function. This document applies to the implementation of an ANSI C12.19 Standard Sub Set inLIBRA_WASION _Meter AMR Test tool - MeterBuddy. (LIBRA_WASION_Meter is an upgrade version of the Libra Meter, Designed for LIBRA IEC Meter Project, so the MeterBuddy can be used to Test LibraI , LibraII and Libra III) 2.0 Reference Documents  Proposed AEIC Guidelines for implementation of ANSI, C12.19-1997, C12.18- 1996  ANSI C12-19-1997 American National standard Utility Industry End Device Data Table.  Refer to “LIBRAMeter C12.19 Implementation Specification.doc”  Refer to “LIBRAMeter Handbook.doc” 3.0 Requirement Operation System: Windows Xp SP2, Win7 or newer version Hardware Requirements and Version:  Computer: Pentium (PC586) or better  Memory: 32M at least.  Hard disk: 100M  CD ROM: 1  17-inch color CRT or LCD: 1, 1024*768dpi  Printer: 1(no requirements for the type)  Interface: Two RS232 at least. 4.0 Software Setup 1, Click the “Setup for MeterBuddy.exe” icon to startup. 2, Select installation folder, then click Next to continue.

Figure 5.1 is the main window of MeterBuddy. This is a muti-window software, MeterBuddy has 2 sub windows: 1)Editor Window : Edit the program file. 2)Communication Window: Connect to meter via optical port. The tool is designed as a classical windows software.

[Exit] Exit MeterBuddy Click [Start Communication] will open Communication dialog. This dialog is used to set the communication parameters. Figure 5.2, The dialog of communication parameters After you complete the parameter setting and password inputing, Click [Start Communication] button to continue. The menu [Meter] will be enabled. [Meter] Open a meter image file and connect, then open Meter Window. Help and about dialog. 5.2 Toolbar The toolbar list some shortcut key of menu. Refer to 5.1 Section.

Refer to “LIBRA_WASION_Meter Handbook.doc”, use the Wasion Multi-Function Communicate Cable (Type: WH109-1) to Link MeterBuddy and Meter. This dialog is used to select communication type and set the communication parameters.

When the [Discover] button is clicked, this application will transmit a broadcast UDP packet containing the message –“Discovery: Who is out there?” on the local network to port 30303. Any Libra meters which include LibraDigiEth module and connect to

Double click a IP Address then copy it to IP input box. Caution: this function can only discover the Libra device in the same subnet of computer. Click [Read Meter ID] button to read the meter’s Identification according to the IP Address. After you complete the parameter setting and password inputing, Click [Start] button to continue. The menu [Meter] will be enabled. Because the BaudRate of two kinds of ports are different, so you should make some changes as below. 1) Remote or Local IR 2) PLC Port (UART port of AMR/AMI module) Other Settings: Libra-1,3 seris can only support Local Optical Port, Libra-2 seris can support both Local and Remote Optical port. You should select the optical type before you connect MeterBuddy to meter.

ANSI Meter Team, Greta Song Secret close No. CSDL-AMD-SN-022 ANSI_3C Libra Meter – MeterBuddy2 Handbook Issue/Rev. 2.85 Date 08/10/2012 14 / 62 When you use Remote Optical Port or RS485 connect to meter, you should set the meters Address here. The Address is the last two digits of the meter ID which is printed on the Nameplate of meter. When you connect to a meter (include LibraDigiEth card) via Ethernet (or Ethernet + Zigbee Mesh Network), you should input the meter’s IP Address and TCP port. ANSI C12.18-1996, Type2 Optical Port standard. The protocol is used for Local or Remote optical port, and can be used for Ethernet communication too when LibraDigiEth works as a Ethernet Extender. ANSI C12.22-2007, Network Data Communication Protocol. 5.4 Editor Window This window is used to edit the program files which can be download to meter in Meter Window. Click the Main Window Menu [File | Editor] to open the Editor Window.

[Save as…] Save the file as other name. [Close] Close Editor Window. 5.4.2 Meter Image file After click the [Meter] menu, Automatic testing will execute orderly: Reading Meter Type, Reading Meter ID,Reading FORM,Reading Hardware Version,Reading Firmware Version.

The image file name format: Type + Version .txt. e.g: Libra-3cV1.0 FW2.0.txt. Note:select“Libra-3cV1.0 FW2.0.txt”for Ecuador Caution: 1) Please confirm the type is same with the meter which you want to connect. 2) You can use Notepad or similar application to re-edit them base on the document “Libra meter c12.19 implementation”.

The above figure is an example of Libra-3 meter.  Current Cell is [Libra-3cV1.0 | Program | Meter Info | Meter ID | Current Settings].  Current Table is [Libra-3c V1.0 | Program | Meter Info].  Current Decade is [Libra-3c V1.0 | Program].  All Tables is [Libra-3c V1.0]. Double click a Cell, if the the Cell is writable, there will be a textbox to receive your typewriting.

And send [Program Current Cell] to download the value to meter immediately. You can use the menu [File | Save as…] to save the image file to harddisk, then use the menu [File | Open] to read back.if you want to program several meters on different computer, this feathure is very useful. Use the same method, you can read parameters from one meter, then program the same parameters to other meter. 5.5.3 Vector Diagram (Only for Libra-3 Polyphase type) Click the menu [Tool | Vector Diagram] to open the Vector Diagram window. Then Click Menu [Read | Start Timer Reading] to click refresh automatically.

Click [Yes] to read synchronous. 5.6 Date and Time Dialog Click the menu [Program| Date and Time] or the toolbar [Date] to open the Date and Time dialog. User can use the dialog to modify the date of meter.

At the Meter Window, there is a node which named as “Program” at the treeview. Click the node to expande, then there are several tables for program a meter.

Libra-3L meter optional recorder is capable of handling 42 days of 15 minute load profile data on four channels with 32K or 42 days of 15-minute load profile data on 15 channels with 128K bytes of memory. The number of days of capacity is dependent upon the interval length duration and the number of channels used.  Number of Intervals per day , max intervals based on interval length, the value is calculated automatically .  Number of Channels, 1~16channels can be set.  Interval lengths , Load Profile interval lengths include, 1, 5, 15, 30 and 60 minutes. Each interval consists of two bytes. The register records up to 15 channels of load profile data. The number of channels is programmable. The available memory is distributed equally among each channel. 10.3 Program Parameters to meter The reader/programmer inputs 15 to Interval Length value,then clock [Progam Current Cell].
