- The OECD’s Centre for Effective Learning Environments’ mission is to assist its members improve the educational and operational effectiveness of their buildings.
- CELE is a voluntary programme relying entirely on contributions from its members and others. It was called the Programme on Educational Building. The name was changed two years ago to better reflect that the work is not just about the physical buildings but how they interact with education and the needs of education. There are 12 full members and 14 Associate members and the reach is global

- This is the desert in northern Mexico. It is the site for a new campus for the Autonomous University of Ciuadad Juarez. They are creating a “knowledge City” and construction has now started.
- The new campus is being constructed outside the city on its southern edge, on a 300 hectare site given by the state. Ciuadad Juarez is on the US Mexican border, opposite El Paso. It is in the Paso del Norte region which is taking part in these regional reviews. This area of Mexico has a very high crime rate , primarily driven by the drugs trade, and Ciuadad Juarez is many senses of the phrase a conflicted city. Building this new campus offers an opportunity to pull the university away from the centre of the city.
- UACJ estimates that the student population will rise from 20,000 to 40,000 by 2020. Construction has begun. This slide shows the zoning of the campus with different knowledge areas and two zones for environmental preservation. The aim is to use green building techniques to reduce the environmental impact of the project.
- But this is more than just a new campus, it forms the core of a significant piece or urban development designed to attract inward investment and enhance research and innovation within the region by focusing knowledge related activities into one area. The aim is to not only bring together UACJ’s activities onto one site and make it a cornerstone for new urban development, but also to create an educational hub by attracting other universities, some of which already have campuses in the city. For example, UNAM, COBACH, Tec Milenio, IPN and UACH will have a presence. This is quite different from the Paris project, and is using a higher education project again as a focus for regeneration and as the catalyst for attracting investment.
