1 Confirming to LAS the intension to adopt the Arab EE Guideline on the national Ministry
level.

2 Naming the national entity that will be responsible to follow the Ministry
implementation the Arab EE Guideline, and naming a focal point within the
national entity to be the national coordinator for related activities and
communicating the contacts to LAS.
3 Preparing a 3 years National Energy Efficiency Action Plan (NEEAP) Mandated entity
accordingly. The focal point within the mandated entity will also be responsible
for following up the NEEAP
4 Proceed with adopting the Arab EE Guideline on the national level as Ministry
requested by Article XIII: Entry into Force “2 - Member States shall inform the
Secretariat of the League of Arab States of the document of the
legislation/decision by which the guideline was adopted on the national level”.
Once adopted on the national level, to inform LAS as requested above.

5 Send an introductory letter to relevant stakeholders/entities within the Ministry/Mandat
country to inform them about the intension to adopt the Arab EE Guideline ed national Entity
and to prepare NEEAP, requesting information on relevant activities, plans and
projects to be included in the NEEAP
6 Collect information, data on last 5 year sectorial electricity/energy Mandated
consumption, existing and projected power mix, projected sectorial electricity national entity
demand up to 2020, relevant strategy papers, plans, laws and regulations,
projects, proposals
7 Estimating the indicative EE targets according to the Arab EE Guideline (Article Mandated
& II Annex A) of the Guideline. national entity
8 Based on the received and collected information, draft a NEEAP structured Mandated
according to the different chapters & articles of the EE Guideline. Use the national entity
NEEAP template included in Annex D of the Guideline when possible
9 Circulate the drafted NEEAP to relevant entities and organize a national National
workshop for presenting the NEEAP and feedback. Allow time for more mandated entity
feedback.
10 Once feedback received, revise the NEEAP and circulate it back as final draft National
mandated entity

11 The Final draft NEEAP is presented to the Minister and accordingly have it Ministry
presented to the Cabinet for approval and also sent to LAS
12 Once the NEEAP approved on the national level, EE regulations and by-laws Ministry,
for the implementation of the NEEAP needs to be developed according to mandated
Article XIII: Entry into Force “1 - Member States are to implement laws, national entity
regulations and administrative provisions associated with this guideline, and others
whenever they deem it appropriate”.

15 According to the decision no. 95 /26/2010 of the 26th Executive Office meeting RCREEE
that took place in Cairo on 23 November 2010, RCREEE was asked to monitor
the qualitative progress and quantitative impact of national energy efficiency
action plans (NEEAP) and to publish regularly an annual report about its
findings. Steps to be done:
- Follow up with the mandated entities to monitor the implementaion of
the Arab EE Guideline
- Annual analatical report shall be done including the status of
implemnation and savings acheived by measuers applied and
recommendations for better implemnation. The report will cover all Arab
countries.
- Communicate the report results to LAS and other stakeholders
16 Create monitoring and evaluation system for the NEEAP implementation to RCREEE &

19. The overall objective of the TA assignment is to
support the mandated national entity in preparing
the NEEAP according to the Arab EE Guideline.

20. Collecting information relating to the calculation of the indicative
targets and in calculating the 2020 indicative EE targets as well as the
interim indicative EE targets.
preparing the first working draft of the NEEAP based on the collected
documents, information and plans, the drafted NEEAP is to be structured
according to the articles of the Arab EE Guideline using the annexed
NEEAP template when possible. Also it can include additional proposals
without existing funding for further developments.
To assist in organizing a local workshop for stakeholders, drafting the
agenda, presentation as agreed with the mandated national entity,
documentation of the workshop.
Based on feedback from the national workshop and other feedback from
received after the workshop, to revise and update the draft NEEAP and
get it approved from the Mandated national entity.

21. Draft report on the calculation and presentation of the
national indicative targets.
Draft NEEAP structured according to the articles of the
Arab EE Guideline.
Report that includes agenda for national workshop,
presentations, list of invitees, list of attendants,
feedback, recommendations of the workshop
Updated NEEAP approved from the mandated national
entity.

22. The start of the assignment can be planned within 20 days from
receiving the technical assistance request from the mandated
national entity.
This can only take place after the relevant ministry has named the
mandated national entity and communicated to LAS their
intension to proceed with the preparation of the NEEAP according
to the Arab EE Guideline.
The technical assistance as proposed above will be carried out by a
national expert closely working with the mandated national
entity.
The duration of the assignment can be three months and needs to
be agreed on with the mandated national entity.

23. University degree in engineering, economics or policy
development.
Minimum of 6 years experience in national energy
related fields and policy development.
Good understanding of the national energy situation
and activities.
Familiar with evaluation, analysis and utilization of
economic and sector specific ( energy related)
statistics.
Very good knowledge of English and Arabic
Good working relationship with the national
mandated entity.
