Horst Biedermann
Chairman
Energy Efficiency Coalition
2. REEEP's Vision and Focus
1. REEEP acts as a market facilitator by reducing market barriers
for renewables and energy efficiency systems
2. REEEP believes in action on the ground via project activities
that are targeted on policy improvements and innovative
finance mechanisms.
3. REEEP is driven by a bottom up approach to meet the real
needs on the ground
4. REEEP is committed to the MDGs and aims to improve access
to sustainable clean energy for the poor
3. The number of REEEP partners is continuously growing
1. REEEP currently comprises 260 partners representing 40
governments, businesses and NGO’s committed to accelerating
the uptake of renewable energy and energy efficiency
2. REEEP is funded by 13 governments: Austria, Australia,
Canada, Germany, EU, Ireland, Italy, the Netherlands, New
Zealand, Norway, Spain, US, and UK the major donor of REEEP
3. REEEP is highly recognized in the political arena through G8,
Gleneagles plan of action, APEC and the UN
4. 40 governments are among the 260 partners
Currently more than 247 partners:
• 39 Governments
• International organizations,
NGOs and companies
5. REEEP quot;energy efficiency basketquot; contains a range of
activities carried out jointly with other players
40 Regional projects currently address energy efficiency

7. Using Financial and Market-based Mechanisms to
Improve Building Energy Efficiency in China
Profitable EE in the building sector
of China through financial and
market mechanisms, and a road-
map to increase take-up
Analysis of existing financial and
market mechanisms such as
taxes, subsidies, soft loans, TWCs,
and the CDM and VER markets
Development of a policy
framework for the implementation
of market-based instruments for
EE in buildings

8. Efficiency Power Plant (EPP) Implementation in Jiangsu,
China
Achieving energy savings equivalent
of a 150 MW power plant - virtual
power plant EPP and emission
reduction of 2 m t per year
Develop a DSM manual, a
monitoring and verification protocol
and detailed EPP design and
implementation in two of Chinese
TOP 1000 enterprise energy
efficiency programs
Saving will contribute to China’s
national energy intensity target of
20% reduction by 2010
Project Partner: IMT

10. REEEP Energy Efficiency Coalition
An initiative by REEEP to fill the gap between the
Energy efficiency potential and
Implementation
EEC Members
(Corporate – Association – Governments – Multilateral)
Australia – Austria – Belgium – China – Denmark – Finland –
France – Ghana – India – Japan – Mexico – UK – USA
11. REEEP Energy Efficiency Coalition
Objectives – The EEC network would seek to achieve in
its first step building the following:
– Provide advocacy for international energy efficiency
programmes
– Provide guidance for research initiatives (global assessment
report)
– Communicate in international fora best practice and
implementation solutions
– Provide mentorship to local and national networks
– Communicate and promote education programmes targeting
homebuilder industry, civil society, governments, universities
12. REEEP Energy Efficiency Coalition
Envisions a stepwise work expansion
Step by step approach: starting with energy efficiency
related to buildings, then expanding to industrial energy
efficiency and then the coalition could also cover the
power sector and eventually the transport sector
All EE
sectors
(eventually
Industrial
including
EE in EE
transport)
buildings
1st Step 2nd Step 3rd Step
13. REEEP Energy Efficiency Coalition
Work Programme
– Global Assessment Report
• Develop a global energy efficiency assessment report. The first
main activity of the EEC will be to guide and provide input on
this report.
• The relative lack of data in relation to energy efficiency
practices is still striking and is one of the reasons that the
effects of energy efficiency cannot be clearly demonstrated.
• The gathering of data is a necessary condition for decisive
action.
• The global assessment report intends to contribute to
overcome this obstacle.

15. REEEP Energy Efficiency Coalition
Sharing of best practices
– There are many successful energy efficiency
solutions existing which can be made available
through the coalition to replicate success and
avoid failures.
16. REEEP Energy Efficiency Coalition
Mentorship for local initiatives
– The coalition will act as mentors for local
programmes and will share their international
experience with local stakeholders.
17. REEEP Energy Efficiency Coalition
Increase the voice for energy efficiency
– The EEC will promote the message on the
importance of energy efficiency in buildings at
international fora and events.
