In this research, the teaching competencies of elementary school teachers in the Northern Samar based on the National Competency Based Teacher Standards NCBTS . The competencies given by the NCBTS are social regard for learning, learning environment, diversity of learners, curriculum, planning, assessing, and reporting, community linkages, and personal growth and professional development. Findings showed that the school heads rated the teachers to have high competency in personal growth and professional development. They have reflected on the extent of the attainment of professional development goals. The competency of teachers on the curriculum aspect was evaluated by school heads to be satisfactory, different than the high competency evaluation of teachers themselves. The researcher proposed an action plan that may assist the teachers to sustain and enhance their strengths and make their weaknesses become their strengths. Argie L. TY | Felisa L. Teachers as Curriculum Developers and Implementers a. A teacher is a curriculum maker. She write curriculum daily through a lesson plan, unit plan or a yearly plan. Teachers are empowered to develop their own curricula taking into con into consideration their own expertise, the context of the school and the abilities of the learner. By doing this, teacher become architects of school curriculum. b. A developed curriculum remains inactive, if it is not implemented. At this point, teacher’s role shifts from a developer to an implementer. c. Teacher’s role as an implementer is very crucial. Because unsuccessful implementation of the curriculum is the root of the educational problem is the teacher. 3. Curriculum Managers and Administrators a. School Principals, one of their function is being a curriculum manager. They supervise curriculum implementation, select and recruit new teachers, admit students, procure equipment and materials needed for effective learning. 4. Parents as supporters to the curriculum a. Parents voices are very loud and clear In our country, it is general fact that even in college parents are responsible for their child’s education. A. How do Parents shape the curriculum and why they are considered as stakeholders? a. Effective parental involvement in school affairs may be linked to parent educational programs which is central to high quality educational experiences of the children. b. Involvement extends from the confinements of the school to the homes. 5. Community Members as Curriculum Resources a. The Community Members and material in the existing local community can be very well substitute for what are needed to implement the curriculum. 6. Other Stake Holders in Curriculum Implementation a. Research aims to know how this process of implementation of integrated curriculum in sd negeri 2 sedayulawas. Using this research qualitative research, research in the field ie. Data collection using interview, observation and documentation. The analysis data analysis using descriptive. The Stakeholders are: the Learner the Teacher the Curriculum Managers and Administrators the Parents the Community Members the Other Stakeholders in Curriculum Implementation the Learner the center of the curriculum they are the reason a curriculum is developed. they are the ones who are directly influenced by it. they are the considered in developing the curriculum. they are the primary stakeholders in the curriculum. the Teacher the Curriculum Developers and Implementers. planning and writing the curriculum are the primary role of the teachers. they are the ones addressing the goals, needs interest of the learners by creating the experience the students can learn. the Teacher are the ones which design, enriches, and modifies the curriculum to suit the learners characteristics. they are empowered to develop their own school taking consideration their own expertise, the context of the school and the abilities of the learners. teachers are the architects of the school curriculum. curriculum implementers. the Teacher from a designer or technician they become the decision maker. their role shits from planning to doing. the choice of methods, activities, materials to be used in teaching is resting to their hands. the Curriculum Managers and Administrators they are the ones who are supervising curriculum implementation, the selection and recruitment of new teachers, admitting students, procedure equipment and materials needed for effective learning. they are also involve in planning for the improvement of school facilities and physical plants. the Curriculum Managers and Administrators the principle of command responsibility and institutional leadership rests on their shoulders as administrators. the Parents are the supporters of the curriculum. financial matters. their involvement in school matters. the Community Members they act as curriculum resources. the community members and materials in the existing local community can very well substitute for what are needed to implement the curriculum. The Other Stakeholders in Curriculum Implementation some organizations are those of each profession, like teachers’ organizations, medical doctors’ association, engeneers’ organizations and many others. Assessment for Learning and Development in K-3 A RepoRt by the K-3 NoRth cARoLiNA AssessmeNt thiNK tANK 2013 NC Assessment for Learning and Development | 3 ASSESSMENT FOR LEARNING ANd dEVELOPMENT IN k-3 In response to a mandate by the North Carolina State Legislature and the requirements of the Race to the Top-Early Learning Challenge Grant, NC Superintendent June Atkinson convened the K-3 Assessment Think Tank which included NC school teachers, parents, scholars representing seven NC universities, and additional stakeholders. The group was charged with proposing a plan to improve early elementary school learning and instruction through more efficient and effective use of student-centered assessments. Over a nine- month period, the Think Tank reviewed scientific findings and best practices and solicited input from a wide array of stakeholders, including a survey of over 2,500 NC teachers and consultation from over 60 state and national scholars and education leaders. This report summarizes the Think Tank’s findings, its proposal for an innovative process to improve learning, and its recommendations for next steps. BAckGROuNd From kindergarten entry through third grade, the early elementary school years represent a pivotal period in educational development. Achievement gaps that grow during the years prior to kindergarten are either solidified or eliminated during the primary grades of elementary school (Graves, 2006; Reynolds, Ou, & Topitzes, 2004). Education policy must increase its emphasis on student learning during this critical period in a way that recognizes each child’s developmental needs. In order to optimize student learning, teachers need to utilize a formative assessment process that identifies strengths and areas for growth for each student in five domains of learning. This process is already used by master teachers and has been shown to improve learning outcomes (Black & William, 1998; William & Thompson, 2007). This process of assessment for learning and development must attend to the whole child, including the child’s culture, family, health, and early childhood experiences. This assessment should be an integral part of the instruction and learning process. Input from North Carolina teachers indicates that they are willing and able to implement a formative assessment process, provided they are given resources to strengthen, support, and guide them. The implementation plan must include professional development, coaching, and support from leadership. PROPOSAL FOR ASSESSMENT FOR LEARNING ANd dEVELOPMENT IN k-3 The Think Tank proposes a formative assessment process that engages teachers and students with input from parents and families, school support staff, early childhood programs, and health care providers. This assessment process will incorporate multiple forms of evidence, such as observations, student work samples, conversations, and embedded instructional tasks. .

In BC’s nearly-decade-old “new” curriculum, the curricular competencies describe the processes that students are expected to develop in areas of learning such as mathematics. They reflect the “Do” in the “Know-Do-Understand” model. Under the “Communicating” header falls the curricular competency “Explain and justify mathematical ideas and decisions.” Note that it contains two processes: “Explain mathematical ideas” and “Justify mathematical decisions.” I have broken it down into its separate parts in order to understand--or reveal--its meaning. The first part is commonplace in classrooms. By now, BC math teachers—and students—understand that “Explain mathematical ideas” means more than “Show your work.” Teachers consistently ask “What did you do?” and “How do you know?” This process is about retelling, not just of steps but of thinking. The second part happens less frequently. Think back to the last time that you observed a student make—a necessary precursor to justify—a mathematical decision. “Justify” is about defending. Like “explain,” it involves reasoning; unlike “explain,” it also involves opinion and debate. In order to reinterpret the curricular competency “Explain and justify mathematical ideas and decisions,” I will continue to take apart its constituent part “Justify mathematical decisions” and carefully examine the term “mathematical decisions.” What, exactly, is a “mathematical decision”? Below, I will categorize answers to this question. These categories, and the provided examples, may help to suggest new opportunities for students to justify.
