This is the ten point education Agenda of the Philippines which was stated by President Noynoy Aquino during his first SONA - July 26, 2010.

• To improve the education in the Philippines.

3. • The K to 12 Program covers 13
years
• Philippines is the last country in
Asia and one of only three countries
worldwide with a 10-year pre-
university cycle (Angola and Djibouti
are the other two).

4. 12-year program is found to be the
best period for learning under basic
education. It is also the recognized
standard for students and professionals
globally.

5. All public school
children will have pre-
school as their
introduction to formal
schooling by 2016, and
we will make this
available to all children
regardless of income.

6. • Implemented last June 6 SY: 2011-12
Meeting the 2015 Millennium
Development Goals for
Education no. 2 which gives
emphasis to the
achievement of a universal
primary education, as well as
Education for All (EFA)
objectives.

7. Achieving the universal pre-school education will
prepare :
– Physically
– socially
– emotionally and mentally all the five-year old
children for formal schooling

9. • Full basic education for all Muslim Filipino children.
• Madaris education, with subjects in Arabic language
and Islamic values education, can be integrated in
our public school curriculum as additional subjects.

10. • Reintroduce technical-vocational education in our
public high schools to better link schooling to local
industry needs and employment.
• We need to provide an educational alternative to
better prepare the students for the world of work.

11. At the core of our children’s non-learning
problems is the inability to read properly.
• By the end of the next administration (SY 2015-
16), every child passing pre-school must be a
reader by Grade 1.

12. • building a library
infrastructure in our
schools;
• procuring reading books
• training our elementary
teachers on how to teach
reading.

13. However, it is not clear what President Aquino meant
when he said, "every child must be a reader by
Grade 1".
According to Republican state senator Peggy Lehner,
who introduced the law in Ohio, students learn to
read up till third grade. Beyond that, students read
to learn.

14. • Rebuild the science and math
infrastructure in schools.
• To build a culture for science and
math, I will promote science and
math clubs and fairs.

15. • I will expand government
assistance to private education.
A strong private school system
will strengthen our public
schools by providing parents an
alternative and not adding to
the overcrowding.

16. We should become trilingual
nation: Learn English well and
connect to the world. Learn
Filipino well and connect to our
country. Retain your dialect and
connect with your heritage.

17. I will not tolerate poor textbook quality in our schools.
Textbooks will be judged by three criteria: quality,
better quality, and more quality. Poor quality textbooks
have no place in our schools.

18. • I will build more schools in
areas where there are no
public or private schools in
partnership with local
governments, as well address
our persistent classroom and
teacher shortages.

We need more schools
with smaller populations
so that teachers, students
and parents can form a
real learning community.

20. • 2010-2014 : DepEd filled 128,105 new teacher
items.

• 2016: DepEd will hire 37,000 teachers for Senior
High School
