1. Recycled Concrete Aggregate:
NCPC/Ekurhuleni Metro Pilot

2. Company History
• Eco-Match (Pty) Ltd was registered with the CIPC in April 2014
and began trading in August 2014.
• We were initially offered a contract with the Climate
Innovation Centre at The Innovation Hub and the NCPC at the
CSIR subsequent to which we secured a loan from the IDC to
purchase mobile machinery.
• Early 2016, we secured contracts with Ekurhuleni Metropolitan
Municipality for managing C&DW flow at S&J Landfill and DPW
concerning the demolition of the Pretoria head office block for
ultimate Green Star accreditation refurbishment.

3. Introduction: Waste Diversion
• Primary intention to prevent Concrete Waste and/or
Construction & Demolition Waste (C&DW) from entering
landfill.
• Potential to divert and provide a sustainable Recycled Concrete
Aggregate (RCA) product within the Gauteng construction
market.
• The RCA material could be supplied (as per end user
requirements) to the market as fill, bedding, sub-base, coarse
base and/or backfill.

4. • Concrete is EVERYWHERE! Source material is available.
• Mining Permits/Rights are becoming more difficult to license
thereby reducing the availability of natural aggregate.
• Greenstar building schemes acknowledge concrete waste
recovery.
• Increasing pressure on industry to evolve and adapt to the
increased awareness surrounding environmental impacts caused
by industry, such as with the polluter pays principle.

5. Benefits To This Approach
• Preserves land by reducing the demand for natural aggregates.
• Huge volumes of energy required to produce natural aggregate
and further transport them to where needed. In contrast to
this, recycling largely conserves energy and reduces
greenhouse gases.
• Increased landfill airspace and longevity in the EMM.

• The application of RCA qualifies development projects for
Green Star/LEED credits.
• Increased immediate site employment opportunities.
• Responsible waste management practices for disposers can be
validated.
• Promotion of ‘Reduce, Reuse and Recycle’ principles.

7. Policy/Legislative Triggers
• Sustainability of project warranted through the disposal of
more than 1 146 000 tons per annum of building rubble
contributing to 20-25%% of waste to Gauteng landfills (GDARD
General Waste Minimisation Plan For Gauteng, July 2009).
• Gauteng Provincial Building & Demolition Waste Guideline,
March 2009 promotes the recycling of C&DW.
• Principle ties in with the Gauteng Integrated Waste
Management Policy objective to move away from fragmented
and uncoordinated waste management, to an integrated waste
management approach.

8. Eco-Match/NCPC Relationship
• Eco-Match and the NCPC began to engage in early 2015 as to
possible solution concerning waste management challenges.
• Through this engagement the NCPC introduced us to the
Ekurhuleni Metropolitan Municipality with whom they had an
existing MoU.
• NCPC continue to manage the relationship and play a key role
in the administration aspects thereof, including sustainability
reporting.

9. Operational Approach - Pilot
• Secure Construction & Demolition Waste (C&DW) material
from various Landfill Operations as well as encourage
responsible disposal from Demolition &
Construction Sites.
• Once received, crush & process C&DW
material with mobile crushing and
screening plant.

10. • Pilot project began crushing on 1st November 2016.
• Material was diverted &
stockpiled at S&J Landfill since
mid June 2016 in order to create
sufficient stock.
• Approximately 1,600m3 of
C&DW is diverted from landfill
face per month.

11. • Little to no options exist for alternative C&DW disposal. 95% of
all C&DW is transported to landfills throughout Gauteng.
• High cost of disposal, transport vs fees.
• Quality of RCA product depends on the original material and the
extent of sourcing. Illegitimate dumping both inside and outside
of landfill.
• Customers - Structural and civil engineers have been found to be
sceptical of using RCA material due to the lack of a standard
specifically developed for RCA.
Key Challenges/Considerations

12. • Establish local initiatives within the municipality to increase
volumes entering landfill.
• Further engagement with industry and policy makers in terms of
the in situ potential of RCA material and how best to fully unlock
this, i.e. Green Roads, Green Cape, etc.
• Continue to educate the public in terms of ‘Reduce, Reuse and
Recycle’ principles.
