Challenges
The development of the North Eastern region had come to a halt after independence due to decades of apathy. The
northeastern region got disconnected from mainstream development due to separatists. At this state, a dedicated
policy to connect the northeastern region with mainstream development and end violence and separatism was
needed. And to strengthen the feeling of unity in the country.
Strategy
Just after swearing in as the Prime Minister of India, in the year 2014, Sri Narendra Modi gave a farsighted and clear
vision of the ‘Act East Policy”. This was the Central Government’s policy for the overall development of the North
Eastern Regions.

Progress of Northeast – It is due to the focused and right policy that since 2014 peace prevails in north-eastern
regions. Separatist organizations are also becoming a part of the mainstream. Border conflicts between the states
are being resolved. Unrest is diminishing. North-eastern states are once again moving rapidly towards becoming
‘Ashtalaxmi’.
Keen-Eyed Policy Assured Security
In the last 8 years, the Central Government has released 2000 crores of rupees for the rehabilitation of the terrorists
who have surrendered to be a part of mainstream society and for different security purposes in the northeastern
region. As a result, since 2014 till now almost 6000 terrorists have surrendered and the rate of violence and loss of
life and property has deteriorated drastically in the area.

Modi government is proceeding by giving priority
to three things in all the Northeastern areas-
1) To cherish the dance, music, language, and
culture
2) To make the northeast a peaceful area by
resolving all disputes.
3) To make it a developed area and bring back
its contribution to GDP as it was before
independence.

Drastic Reduction in Violence After 2014
Policy efforts taken by the central government, has brought an end to many problems prevailing since many
decades. Many problems were solved permanently through communication and compromise and peace and
stability was successfully established.
Agreements Opened the Doors to Solutions
BODO AGREEMENT
On 27th January 2020, in the presence of Hon’ble Home Minister, an
agreement on Bodo issues that were pending for years, was done
between the Indian Government, Assam Government and leaders of
Bodo community. After the provision of a special development
package of Rs.1500 crores 1615 workers of NDFB surrendered and
joined the mainstream. As a result, the dispute was resolved.
BRU AGREEMENT 2020
In the presence of Hon’ble Home Minister, the Indian Government,
Tripura Government and Mizoram government signed an agreement
with the representatives of Bru-Riyang on 16th of January,2020, for
permanent domicile of Bru migrants. The rehabilitation issues of 6959
Bru families (37,136 people) at Tripura was resolved with the provision of
661 crores financial help/package .
Agreement on suspension of operation between
United people’s front (UPF) and KUKI national
organisation of Manipur.
KARBI Agreement:
More than 1000 armed cadres joined the mainstream, leaving
behind the path of violence on 4th of September,2021.

The efforts made to bring peace to the Northeastern region resulted in the reduction of disturbed areas that were
under armed forces (special powers). Instead of feeling insecure people in these areas are now filled with aspirations
• Assam: 60% of Assam’s land is now free from AFSPA
• Manipur: 15 Police Stations of 6 districts are now out of the disturbed areas.
• Arunachal Pradesh: AFSPA is only in 3 districts and in 2 police stations of 1 district.
• Nagaland: The notification of disturbed areas has been removed from 15 police stations of 7 districts.
• Tripura and Meghalaya: AFSPA has been removed from both states completely.
The area of AFSPA was reduced, and people felt secure.
NLFT/SD Agreement (2019)
After the agreement with the provision of a special financial package
of 100 crores with the National Liberation Front of Tripura, 88 workers
with 44 arms surrendered.
Inter-state Border Agreement Between Assam and Meghalaya
On 29th March 2022, with a historical agreement on the issues of Assam
and Meghalaya border, out of 12 areas, the dispute on 6 areas was
resolved.
United Liberation Front of Assam(ULFA) (negotiator) And
Karbi Longri N.C. Hills Liberation Front signed a suspension of
operation agreement with the Government of India.

The Northeast could not progress because of troubles, insecurity and hurdles. After 2014, Prime Minister’s ‘Look
East’ policy has once again brought North East on the track of progress.

In the year 2000, the then Prime Minister Shri Atal Bihari Vajpayee established Northeastern Space Application
Centre in Shillong with the Space Department. NESAC is being guided by PM Narendra Modi after 2014 to achieve
new dimensions.

Between 2014-15 to 2020-21 total of Rs. 39,000 crores have been invested by the Railways for North East.
1. Jiribam-Imphal new line project.
2. To ensure the connection with Bangladesh, the Agartala-Akhaura rail link project is in progress.
Road connectivity Boosted:
From 2014-15 till date about Rs. 48,575 crores have
been spent to construct 5,695 km. of road.
Out of proposed Project of 5,196 km of road
construction, 154 km of road construction was
completed.
34 routes operational under
'Udaan Scheme'.
The Soaring of Progress:

Bharatmala Project:
Aerospace Industry in Northeast
On the instructions of the chairman of NESAC, Home Minister Shri Amit Shah, for the proper
use of the Aerospace industry, prepared an outline of the development programs.
103 projects in 13 different areas with a cost of Rs 54 crores is included in this.
Under NESAC construction and revival of 3 thousand ponds in
the area have been planned.
NESAC is playing an important role in flood planning in Assam.
Single window disaster management system: To diminish the risk, NESAC has provided
with Northeastern regional node for a disaster risk reduction facility. A Single window
disaster information system has been made for all types of disasters.
Soil Resource mapping has been prepared. For this, the production of
the dashboard system is in progress.
Election E-atlas prepared by NESAC was successfully used in the 2019 election in
Manipur, Tripura, Sikkim, Nagaland, Meghalaya, and Mizoram.
For continuous vigilance, NESAC has prepared an unmanned aerial
vehicle to use for medicine, food and relief during a disaster.

North East

  • 1. Challenges The development of the North Eastern region had come to a halt after independence due to decades of apathy. The northeastern region got disconnected from mainstream development due to separatists. At this state, a dedicated policy to connect the northeastern region with mainstream development and end violence and separatism was needed. And to strengthen the feeling of unity in the country. Strategy Just after swearing in as the Prime Minister of India, in the year 2014, Sri Narendra Modi gave a farsighted and clear vision of the ‘Act East Policy”. This was the Central Government’s policy for the overall development of the North Eastern Regions. Development through North Eastern Cultural Promotion Establishment of peace and stability after ending disputes Unity with the country with speedy development 16 Northeast on the Northeast on the Road of Progress Road of Progress Dawn of peace, stability, and development Our northeast has something special. The natural beauty of northeast is spectacular and the people here are very talented.   • 2. Progress of Northeast – It is due to the focused and right policy that since 2014 peace prevails in north-eastern regions. Separatist organizations are also becoming a part of the mainstream. Border conflicts between the states are being resolved. Unrest is diminishing. North-eastern states are once again moving rapidly towards becoming ‘Ashtalaxmi’. Keen-Eyed Policy Assured Security In the last 8 years, the Central Government has released 2000 crores of rupees for the rehabilitation of the terrorists who have surrendered to be a part of mainstream society and for different security purposes in the northeastern region. As a result, since 2014 till now almost 6000 terrorists have surrendered and the rate of violence and loss of life and property has deteriorated drastically in the area.   • 3. Policy efforts taken by the central government, has brought an end to many problems prevailing since many decades. Many problems were solved permanently through communication and compromise and peace and stability was successfully established. Agreements Opened the Doors to Solutions BODO AGREEMENT On 27th January 2020, in the presence of Hon’ble Home Minister, an agreement on Bodo issues that were pending for years, was done between the Indian Government, Assam Government and leaders of Bodo community. After the provision of a special development package of Rs.1500 crores 1615 workers of NDFB surrendered and joined the mainstream. As a result, the dispute was resolved. BRU AGREEMENT 2020 In the presence of Hon’ble Home Minister, the Indian Government, Tripura Government and Mizoram government signed an agreement with the representatives of Bru-Riyang on 16th of January,2020, for permanent domicile of Bru migrants. The rehabilitation issues of 6959 Bru families (37,136 people) at Tripura was resolved with the provision of 661 crores financial help/package . Agreement on suspension of operation between United people’s front (UPF) and KUKI national organisation of Manipur. KARBI Agreement: More than 1000 armed cadres joined the mainstream, leaving behind the path of violence on 4th of September,2021. 18 From Aspiration to Accomplishment years
  • 4. The efforts made to bring peace to the Northeastern region resulted in the reduction of disturbed areas that were under armed forces (special powers). Instead of feeling insecure people in these areas are now filled with aspirations • Assam: 60% of Assam’s land is now free from AFSPA • Manipur: 15 Police Stations of 6 districts are now out of the disturbed areas. • Arunachal Pradesh: AFSPA is only in 3 districts and in 2 police stations of 1 district. • Nagaland: The notification of disturbed areas has been removed from 15 police stations of 7 districts. • Tripura and Meghalaya: AFSPA has been removed from both states completely. The area of AFSPA was reduced, and people felt secure. NLFT/SD Agreement (2019) After the agreement with the provision of a special financial package of 100 crores with the National Liberation Front of Tripura, 88 workers with 44 arms surrendered. Inter-state Border Agreement Between Assam and Meghalaya On 29th March 2022, with a historical agreement on the issues of Assam and Meghalaya border, out of 12 areas, the dispute on 6 areas was resolved. United Liberation Front of Assam(ULFA) (negotiator) And Karbi Longri N.C. Hills Liberation Front signed a suspension of operation agreement with the Government of India. 19 From Insecurity to Aspiration From Aspiration to Accomplishment years
  • 5. 20 The Northeast could not progress because of troubles, insecurity and hurdles. After 2014, Prime Minister’s ‘Look East’ policy has once again brought North East on the track of progress. Northeast on the Track of Multiple Development Budget accelerated progress 110% growth in budget: In comparison to Rs. 36,108 crores in 2014- 15, the budget grew to 110% in 2022-23 with an allocation of Rs. 76,040 crores. NEC Allotment: 30% of NEC allotment was allocated to the deprived areas and ignored sections. PM- DevINE : With a primary allotment of Rs.1,500 crores in the budget of 2022-2023 a new policy was initiated for Northeast National Ropeway Development Programme: In the year 2022-2023, a tender is proposed for 6 ropeways of 60 km under “Parvatmala’ in the PPP mode to connect with other states. Strengthening the Foundation: From March 2014 to 2021 total of 2 lakh 65 thousand 513 crores of rupees have been spent for the development of North East. Growth in the budget of the Donor Ministry: In comparison with 2014-15 there is 65% growth in the donor budget in 2019-2020. North East Council Budget Increased: In the 14th financial commission the budget for the northeast was increased 1.5 times. National Edible Oil Mission: The progress of North East smoothened with Palm oil, National Cane Mission, organic farming, and Rs 925 crores for Majuli Project. Identification of backward blocks: To start with the special time-bound programs 40 backward blocks from 20 districts were identified from all the states of North East.   • 6. In the year 2000, the then Prime Minister Shri Atal Bihari Vajpayee established Northeastern Space Application Centre in Shillong with the Space Department. NESAC is being guided by PM Narendra Modi after 2014 to achieve new dimensions. 21 Between 2014-15 to 2020-21 total of Rs. 39,000 crores have been invested by the Railways for North East. 1. Jiribam-Imphal new line project. 2. To ensure the connection with Bangladesh, the Agartala-Akhaura rail link project is in progress. Road connectivity Boosted: From 2014-15 till date about Rs. 48,575 crores have been spent to construct 5,695 km. of road. Out of proposed Project of 5,196 km of road construction, 154 km of road construction was completed. 34 routes operational under 'Udaan Scheme'. The Soaring of Progress: Transportation became easier; Distance lessened: Speed of Railways enhanced: Bharatmala Project: Aerospace Industry in Northeast On the instructions of the chairman of NESAC, Home Minister Shri Amit Shah, for the proper use of the Aerospace industry, prepared an outline of the development programs. 103 projects in 13 different areas with a cost of Rs 54 crores is included in this. Under NESAC construction and revival of 3 thousand ponds in the area have been planned. NESAC is playing an important role in flood planning in Assam. Single window disaster management system: To diminish the risk, NESAC has provided with Northeastern regional node for a disaster risk reduction facility. A Single window disaster information system has been made for all types of disasters. Soil Resource mapping has been prepared. For this, the production of the dashboard system is in progress. Election E-atlas prepared by NESAC was successfully used in the 2019 election in Manipur, Tripura, Sikkim, Nagaland, Meghalaya, and Mizoram. For continuous vigilance, NESAC has prepared an unmanned aerial vehicle to use for medicine, food and relief during a disaster. From Aspiration to Accomplishment years
