All 19 of the hijackers in the 9-11
attacks had Social Security numbers,
and 13 hijackers had obtained them
legally.

The hijackers and their accomplices
committed identity theft and used
false SSNs to blend into American
society while planning the attacks.

of Investigation has traced back to a
Social Security Administration employee
in Los Angeles, who was prosecuted and
imprisoned in 2000 for selling social

security numbers as part of a new system to track the
earnings of employed Americans.
When an individual applies for an original or
replacement social security number, the Social
Security Administration requires the applicant to
provide acceptable documentary evidence of age,
identity, and United States citizenship or lawful alien
status.
Given today’s technological advances, counterfeit
official documents can be made with surprising
accuracy.



About 75 percent of immigrants come to the United
States legally, many to join close family members.
The INS estimates there are approximately 8 million
undocumented immigrants in America.
The INS estimates the number of undocumented
immigrants continues to grow by about 275,000
individuals each year.
Some enter legally with a student, tourist, business, or
other temporary visa and become “illegal” when they stay
in the United States after their visas expire.


Common Ways to Obtain False Social Security Numbers

1) Counterfeit or fraudulently issued SSNs;
2) Legitimately issued SSNs that have been stolen from
individuals;
3) Identity thieves often search the internet or newspapers for
death lists; and the most difficult to detect --
4) Legitimate SSNs issued by corrupt SSA employees

– Estimates are that there are 700 diploma mill companies
in the U.S. and as many as 3,000 mills are in operation
worldwide.
– Council for Higher Education Accreditation (CHEA) in
Washington, D.C., maintain lists of accredited colleges
and universities. (Tip: Have your employment screening
firm verify that an applicants degree is from an
accredited school?)
– Two types of mills—ones that issue degrees from bogus
or nonexistent schools and ones that sell fake degrees
from legitimate and well-known colleges.
