11. Most of the 8 Urban systems lose funds due to
MCO tax changes in 2018. Everyone loses in 2019.

will modernize its existing non-emergency medical
transportation system for Ohioans seeking medical
treatment
17. State Budget Proposal
• Greg Moody, director of the Office of Health
Transformation, said the state wants to centralize non-
emergency medical transportation for those on Medicaid.
18. Current Situation
• Right now, programs are county-administered, which can
lead to confusion and occasionally having to switch
transportation, Moody said.
19. Proposed Solution
• The state would first standardize companies qualified to
provide transportation, then name a state broker who
would connect patients with providers

Transit: “Limits funding for the Federal Transit Administration’s Capital Investment Program (New Starts) to
projects with existing full funding grant agreements only. Future investments in new transit projects would be
funded by the localities that use and benefit from these localized projects.”
Amtrak: “The Budget terminates Federal support for Amtrak’s long distance train services, which have long been
inefficient and incur the vast majority of Amtrak’s operating losses.”
TIGER: “Eliminates funding for the unauthorized TIGER discretionary grant program, which awards grants to
projects that are generally eligible for funding under existing surface transportation formula programs, saving
$499 million from the 2017 annualized CR level.”
