 The Securities Association of China (SAC) has told brokerages
to strengthen their risk management regimes to include repu-
tation risk, SAC said in a statement on its official website late
Friday.The changes come at a sensitive time for the brokerage
industry. Sealand Securities Co Ltd <000750.SZ> has been em-
broiled in a $2.4 billion bond scandal that raised fears of a
banking system liquidity crunch before regulators stepped
in.Brokerages now must include subsidiaries in their risk-
management framework, and should prevent reputational
hazards from becoming liquidity risks, the SAC said in four
revised rules published late on Friday.Previously, brokerages'
risk-management systems did not need to cover their subsidi-
aries, and reputation risk was not included.
 Taiwan President Tsai Ing-wen said her government would
not rule out additional spending next year to expand basic in-
frastructure work and boost domestic demand, as part of an
active, fiscal policy for reviving the island economy.The cabi-
net is expected to come up with an overall infrastructure con-
struction proposal in March, Tsai said at a year-end news con-
ference on Saturday."These are national, medium- to long-
range programs to expand domestic demand," Tsai said. "We
do not rule out the possibility of additional or special budgets
to speed up the implementation."Priority will be given to con-
struction, such as train and subways systems, and broadband
networks, that connects cities and regions islandwide and also
puts basic infrastructure investment into less developed areas,
in a bid to even out growth, she said.

 Oil prices settled slightly lower on Friday, the year's last trading
day, but attained their biggest annual gain since 2009, after
OPEC and partners agreed to cut output to reduce a supply
overhang that has depressed prices for two years.A two-rig rise
in the oil rig count in the United States, the ninth weekly in-
crease in a row, as reported by oilfield services provider Baker
Hughes Inc (N:BHI), added to bearish sentiments.But the total
count of 525 for the week, the last for the year, was still below
last year's level by 11 rigs.U.S. benchmark West Texas Interme-
diate (WTI) (CLc1) crude futures were down 5 cents, or 0.1 per-
cent, at $53.72 a barrel, while Brent (LCOc1) fell 3 cents, or 0.1
percent, to $56.82.
 The price of gold declined on intraday trading on Friday, but is
still on track to finish the year with a 6% increase.Gold was
trading at $1155.80 per ounce, down $2.90, or 0.21%.Silver was
down too, at $16.04 per ounce, a decline of 0.17 cents, or
1.10%.Other commodity prices, including platinum, palladium,
and copper, were rising on intraday trading.A major dip in
the U.S. dollar index late this week is encouraging buying in the
gold and silver.Prices of gold and silver charts remain bearish,
however.A rhetorical conflict between the U.S. and Russia was
impacting the dollar, which also slammed precious metals.
