2. This monthly report provides a snapshot on the ongoing programs and
services in St. Lucie County that are funded by the Coronavirus Aid,
Relief, and Economic Security (CARES) Act.
St. Lucie County will receive funds from the State of Florida, Division
of Emergency Management (FDEM), received by the State from the
U.S. Department of Treasure through the Coronavirus Aid, Relief, and
Economic Security (CARES) Act. In total, St. Lucie County may receive
just over $55.5 million related to our community’s response and
recovery from the COVID-19 Pandemic. The first round of allocation
from FDEM was received and is approximately $13.8 million. A second
allocation of $11.1 million is scheduled to be received in the coming
weeks.
All expenses must be deemed eligible under the CARES Act, Treasury
Guidance and ultimately approved by the Florida Division of
Emergency Management. The following are the funding distribution
areas that are being utilized to as part of St. Lucie County’s CARES
Act:

In addition to the funds from FDEM, St. Lucie County has received $8.1
million in direct allocations to support the Airport, St. Lucie Transit,
Emergency Home Repairs, and Community programs.

3. Social Services
St. Lucie CARES Individual Assistance Program will provide a one-
time payment to eligible St. Lucie County resident who have suffered
an economic hardship due to the COVID-19 pandemic. The program
is designed to help with payments for the following: rent or mortgage,
homeowners association dues, utility bills, homeowners/flood
insurance bills, auto loans, and car insurance. The total program
allocation is $5.8 million.

4. Social Services
To offer support to parents who have chosen St. Lucie Public
School’s MySchool virtual option, St. Lucie County and the Children’s
Services Council are working with local afterschool providers to
facilitate Learning Launchpad locations throughout the community.
The goal of the program is to offer parents a free option for their child
during the school day to attend one of the many local youth
development organizations where their child can participate in virtual
learning outside of their home, but remain in a safe environment with
trained staff to assist them. The amount allocated to this program is
$1 million.

5. Our efforts to respond to COVID-19 included drive thru mobile
distributions, home deliveries to anyone unable to leave their home
due to age, health status, or transportation issues, curbside
distribution at our Angle Road facility, and increased food support to
our partner agencies in St. Lucie County. The total amount allocated
for this program is $1 million.

St. Lucie Recovers Small Business Assistance Program grants
provide up to $10,000 to eligible small businesses. The focus for the
first and second phases (2nd phase opened on September 28, 2020)
have been hardest on businesses forced to close or mandated to
curtail operations. Eligible businesses must have fewer than 25
employees and annual revenues of less than $2 million.
A third phase will open on October 19, 2020 that will focus on those
business that experienced a business disruption due to COVID-19.
Businesses with less than 50 employees and less than $5 million in
annual revenues will be eligible for a St. Lucie Recovers Small
Business Assistance Program grant up to a maximum $20,000
(based on FTE employees and annual revenues). Amount allocated to
program is $3.2 million.

provides grants to individuals and hardest hit industries through On
the Job Training grants and Individual Training grants for affected

This program was launched on September 7, 2020 and businesses
may qualify to receive up to $10,000 in grant funding for on-the-job
(OJT) reimbursement for qualifying St. Lucie County residents. St.
Lucie County residents may apply to receive up to $5,000 in
scholarship grant funds for immediate, short-term training or
certification for in-demand occupations. Amount allocated to
program is $1 million.

testing. We are looking at testing between 300 to 700 migrant
farmers at approximately $150 per test, ($105,000)
We are going to contract out the medical procedure service, that cost
will be estimated at $66,000 for six days of testing. We have had no
expense per date with this program. Total amount allocated to this
program is $7 million.
