Please go to System -> Configuration -> Shipping Methods -> Percent Shipping. Here you can activate the percent-based methods, indicate title for percent shipping section on front end, specify countries to which the percent methods should be applied and the error message.

Optionally, you can indicate minimal and maximal shipping prices for this method as absolute numbers, not percent.
3. Specify percent rate, minimal and maximal rate
For each method you can specify the method name and the percent of the order total, which will be the shipping price.

You can also set a flat rate for orders with subtotal less than certain amount. According to these conditions, shipping price will be $15 for all orders with subtotal less than 200.

IMPORTANT. When indicating IDs of the categories, please make sure there are no spaces between commas and digits.
5. Individual percent rate for categories
At the ‘Categories’ tab you can specify individual percent values for particular product categories. For example if you have a category with very large however light products, you could specify a separate percent value for this category. So shipping for such category will be calculated for example as 12% of order total, not 10.

The base flat fee is added to the percent amount. So in this case shipping will calculated as 10 + 12% of the product price. The base fee is counted for each product. So if there are three products from this category in the order, the base fee will 30.

7. Individual percent and base flat fee for products
On analogy, at the ‘Products’ tab you can specify individual percent values for certain products. For example if you have products, that are shipped at a lower cost than others, you can indicate lower percent for them. So shipping for such products will be calculated for example as 8% of order total, not 10.
IMPORTANT. As with categories, when putting IDs of the products, please make sure there are no spaces between commas and digits.
On analogy with categories, you can set a base fee, which is counted for each matching item.

8. New methods on checkout page
Shipping method step of the checkout. Above the block with percent shipping methods customers will see the title that you indicated at the configuration page.
Under the title there will be all the methods, which you’ve created.
