THE VISION
The state envisioned
a modern digital
platform that
allowed citizens to
securely transact
with the state
anytime, anywhere,
and on the
residents’ preferred
device.
CHALLENGE
Residents struggled with navigating government
services, which resulted in paper forms, physical
visits, long lines and wait times, and phone calls
into offices to complete required tasks, including
motor vehicle services, state licensing
requirements, vital record retrieval, paying
personal property taxes, and other state services.
The solution needed to be simple to use, secure,
work with the existing legacy back-office systems,
and most importantly, provide a good citizen
experience.

SOLUTION
Objective was to find a solution that assisted
residents quickly and efficiently. Selected Kansas
City, MO-based PayIt to help achieve this goal.
Department of Revenue and the Department
of Health and Environment were the first
agencies to come forward with an immediate
need.
The state launched the iKAN solution for all
Kansans. The departments created a roadmap
for services and began the journey. Kansas now
has access to a flexible digital government
platform that delivers a convenient and
improved experience.

RESULTS
• 660k mobile transactions
• 350k resident accounts created
• 35k park passes purchased
• 60k transactions per month average
In addition we see positive movement on
improved citizen satisfaction with it no longer
necessary to visit offices and stand in line for
simple services, including vehicle registration
renewals, driver’s license renewals, and
ordering vital records.

Today the state is leveraging AWS GovCloud (US)
via our solution partner for services, including
• Digital Government Wallet for Citizens
• DMV services, vehicle registration and license
renewals
• Park Services and passes
• Tolling and Turnpike transponder and toll
adherence
• Vital Records requests, including birth, marriage,
and death certificates
• Healthcare services, including licensing and
service delivery
• Property Tax management (at local level)

There are an estimated 450,000 software systems
across approximately 80,000 state and local
government entities in the U.S. alone.
Low digital adoption
An estimated 10% of all state and local government
transactions occur online, while 56% of U.S. consumer
bills
are paid online and 77% of Americans own a
smartphone.

All rights reserved.P U B L I C S E C TO R S U M M I T State of Kansas – Mobile Demand BUSINESS DRIVERS • Growing demand for mobile applications. • Agencies will find a path to meet their needs. • No in-house application development resources for mobile platforms. • No vendors on contract for delivering a full mobile solution. • The state did not have any defined standards for mobile applications. THE NEED Our partner agencies needed a simple mobile application solution that has a common look and feel, meets security requirements, and provides our citizens with a single mobile application for state transactions.

All rights reserved.P U B L I C S E C TO R S U M M I T 7 State of Kansas – Digital Government Goals THE VISION The state envisioned a modern digital platform that allowed citizens to securely transact with the state anytime, anywhere, and on the residents’ preferred device. CHALLENGE Residents struggled with navigating government services, which resulted in paper forms, physical visits, long lines and wait times, and phone calls into offices to complete required tasks, including motor vehicle services, state licensing requirements, vital record retrieval, paying personal property taxes, and other state services. The solution needed to be simple to use, secure, work with the existing legacy back-office systems, and most importantly, provide a good citizen experience.

Selected Kansas City, MO-based PayIt to help achieve this goal. Department of Revenue and the Department of Health and Environment were the first agencies to come forward with an immediate need. The state launched the iKAN solution for all Kansans. The departments created a roadmap for services and began the journey. Kansas now has access to a flexible digital government platform that delivers a convenient and improved experience.

All rights reserved.P U B L I C S E C TO R S U M M I T 9 State of Kansas – Digital Government Goals RESULTS • 660k mobile transactions • 350k resident accounts created • 35k park passes purchased • 60k transactions per month average In addition we see positive movement on improved citizen satisfaction with it no longer necessary to visit offices and stand in line for simple services, including vehicle registration renewals, driver’s license renewals, and ordering vital records.

Too many “solutions” There are an estimated 450,000 software systems across approximately 80,000 state and local government entities in the U.S. alone. Low digital adoption An estimated 10% of all state and local government transactions occur online, while 56% of U.S. consumer bills are paid online and 77% of Americans own a smartphone.
