1. He celebrated the organization of
the network of Centers of the
CONACYT, "is an extraordinary
scheme, very dynamic and very
enthroned in the different states,
each with its specializations in
certain areas and very well de-
signed." "I augur an enormous
capacity of results and this will
allow to obtain economic and so-
cial benefits, which is the key to
grow as a country," he said.
He lamented that, as in other coun-
tries in Latin America, "the politi-
cal class is not so inclined to give
due importance to science and
technology for the future of a
country."
Moya Simarro travels the country
with these kinds of conferences in
which he combines his profession-
al and personal experience, which
has generated great interest among
children and adults. The researcher
said that he was amazed by the
vegetation and warmth of the Yu-
catan, "I love that relationship of
light and vegetation, which allows
a pleasant environment in the re-
gion." He also said he was very
interested in Mayan culture, so he
would meet with specialists to
learn more about the architecture
and knowledge of this town.
Merida, Yucatan, November 28,
2016.- The Autonomous Universi-
ty of Yucatan (UADY by its Span-
ish acronym) hosted Dr. Andrés
Moya Simarro, winner of the Mex-
ico Science and Technology 2015
award, who shared with students
and academics that, “there is no
place for obstacles or pretexts, do
not be intimidated by anything and
instead, we have to continue with
our dreams."
The researcher makes academic
visits to schools and universities in
the country in order to stimulate
interest in science and awaken new
scientists in forums aimed at chil-
dren, youth and adults.
The Academic Unit of High School
with Community Interaction
(UABIC by its Spanish acromyn),
also known as Prepa 3, was a meet-
ing point for the researcher with
young students, whom he asked to
be constant in their goals and pur-
poses. In his talk, he shared part of
his life story by remembering that
"I also came from a very poor en-
vironment, from a poorly educated
family living in a marginal neigh-
borhood" and yet he was able to
get ahead and mark a path in the
Science and Technology field.
The Campuses of Biological and
Agricultural Sciences, and Exact
Sciences and Engineering were
also part of the visitor's tour. There
he presented the main findings in the
area of synthetic biology and mini-
mal cells, which are fundamental for
the area of biotechnology where the
interest is to synthesize and create
life in laboratories.
The researcher at the University of
Valencia, Spain, considered that
Mexico has a lot of potential to gen-
erate more scientific development,
"here there is a power seed, the
strongest in Latin America, to gener-
ate top-level science."
He stressed that Mexicans have all
the potential to prove that top-level
science can be done. "In Mexico, you
should not be intimidated by any-
thing and it is that when I say that
there is potential to generate science,
it is because there is now in the pre-
sent, and there is no waiting for the
future to see results," he said.

General coordination of cooperation
and internationalization
August-December 2016
2. Without much ado, the Autonomous
University of Yucatan (UADY) is
gaining presence in the group of the
best universities not only in the coun-
try, but throughout Latin America.
This is confirmed by Times Higher
Education (THE) -from British news-
paper The Times, which publishes the
results of a study that measures the
quality of the universities in the region
adapting the methodology of Times
Higher Education World Universities.
The aim is to reflect the different pro-
files and different natures of the Latin-
American educational institutions. The
universities of Sao Paulo and Campi-
nas State, both public, hold first and
second place, respectively, of this first
study dedicated exclusively to Latin
America.
A total of 23 Brazilian universities are
listed in the top 50. Chile is the next
country with most representation with
Pontifical University -in the third
place- and the University of Chile -in
the fourth-. Mexico places two repre-
sentatives in the top 10: Tecnologico
de Monterrey and the National Auton-
omous University of Mexico (UNAM)
and sums a total of eight universities-
the yucatecan among them- in the
overall standings.
Fourth in the country
UADY is 36th in the list of the 50 best
in the subcontinent, tied with the Uni-
versity of Guadalajara. It is the fourth
most important Mexican university,
just below the Tec de Monterrey,
UNAM and the Autonomous of the
State of Mexico (UAEM). This first
edition of the Latin American ranking
seeks to provide a more complete
view of the institutions to help them
establish an approach of individual
improvement and international collab-
oration to increase the overall quality
of education in the region. THE has
made measurements on education in
many countries and regions such as Ger-
many, the United States, Canada, Asia
and Europe.
Complete method
The British publication uses an evalua-
tion method which analyzes 13 carefully
calibrated performance indicators for
the most complete and balanced com-
parisons. These 13 indicators are
grouped into five main areas: quality of
teaching environment, learning, volume
and impact of research, internationaliza-
tion and knowledge transfer.
The methodology favors research and
teaching universities, taking into ac-
count the reputation of the institutions,
the proportion of students per teachers,
the rate of students enrolled in doctoral
programs in each area, the number of
doctorates with recognition within the
plant institution and revenues of institu-
tions as an approach to infrastructure
and facilities available for learning.
In addition, it takes into account the
income received by the institution to
conduct research in relation to the
size of the faculty and institutional
profile. That is, it recognizes that
certain institutions, by their nature,
are less committed to research.
Fulfillment
The reputation of research and
productivity are also considered. In
other words, universities are evaluat-
ed for the fulfillment of their main
missions: teaching, research, rele-
vance and international perspective.
For these reasons the rankings that
THE makes are among the strongest
and with the most impact in the
world along with Shanghai.
"The Latin America qualification
shows a clear objective and educa-
tional excellence in this region’s pan-
orama," said Phil Baty, editor of
THE.

3. tion of a new degree program in Biomedical
Engineering, contributing the experience, capac-
ity and adding to the expansion and diversifica-
tion of the educational offer. In his message, he
outlined historical aspects of the Center and
stressed that part of the CIR's role is to continue
the training of students at high school, under-
graduate and graduate level.
The CIR has 10 academic bodies, of which 7 are
consolidated; between its two Biomedical and
Social Sciences academic units there are about
85 full-time research professors, although that
number increases to 160 with workers between
administrative and manual staff. These profes-
sors teach about 234 courses in the 15 faculties
of UADY, as well as 168 undergraduate and 66
graduate courses.
At present, collaboration is maintained around
11 research projects with national and interna-
tional research institutions and centers such as
the Autonomous National University of Mexico
(UNAM), Universidad Marista, the universitites
of Michigan, Washington, Tulane, the Mexico-
United States Science Foundation (FEMUC); as
well as Slum Foundation, Kellogg, Baylor,
among others.
Zavala Castro pointed out that in recent years
there has been an increase in community and
social intervention projects on rescue and devel-
opment of natural resources, family health,
herbalism, as well as intercultural prevention of
maternal death and control of vectors in Mayan
communities, among others. He also said that as
part of the disclosure of information, there has
been more work on social networks with videos-
minutes available on the YouTube channel, as
well as on the Facebook page; in both sites this
information appears under the Program
"D@CIR UADY". Adding to this, there is
also the Electronic Bulletin.
Another novelty is that it has a "Cazabichos"
APP (“Bughunters”) on the Android plat-
form, which works as a game, with the aim of
promoting the culture of prevention on vari-
ous diseases transmitted by insects, which are
studied in the CIR. The Center also stands
out for its programs UADY Consciousness
that promotes the Youth Scientific Research
Summer, which in the last four years has had
a participation of 89 students and more than
70 teachers. Another consolidated activity is
the Congress of Scientific Research that
proposes the program "Scientific Aware-
ness", among others.
In the frame of this event a floral wreath and
a guard of honor were made in the bust of Dr.
Alberto Rosado G. Cantón and Dr. Hideyo
Noguchi. From UADY the Rector José de
Jesús Williams, CIR authorities, as well as
members of the University Council, were
present.
The ceremony was attended by the directors
Guillermo Storey Montalvo, Faculty of Med-
icine; Marco Torres León, from the Faculty
of Veterinary Medicine and Animal Science;
as well as Carlos Estrada Pinto, General
Director of Academic Development; in addi-
tion, Efraín Poot Capetillo and Jorge Canto
Herrera, academic and administrative coordi-
nators of the CIR, respectively were also
present. Similarly, Ermilo Contreras Acosta,
Head of the Postgraduate and Research Unit
of the Faculty of Medicine and Guillermo
Contreras Gil, coordinator of the Academic
Unit of Baccalaureate with Community Inter-
action.
Mérida, Yucatan, October 12, 2016.- The
development and innovation of scientific
research, the transfer of this knowledge and
interaction with the community are pillars
that support the Regional Research Center
"Dr. Hideyo Noguchi " (CIR Dr. Hideyo
Noguchi in Spanish) and place it as a refer-
ence nationally and internationally.
In presiding over the inauguration of the
celebrations for the XLI Anniversary of the
CIR, the Rector of the UADY, Jose de Jesus
Williams stated that "the history of the Cen-
ter, with researchers committed to its envi-
ronment, truly leaves in sight a work fulfilled
with the original commitments of develop-
ment and the transfer of knowledge ".
Addressing the researchers and administra-
tive and manual staff of the Center, the Rec-
tor highlighted the Center's link with national
and international educational and research
institutions, which strengthens the vision of
the global model of knowledge networks that
generates strengths and benefits for all.
After recognizing the vision of Dr. Alberto
Rosado G. Cantón and those who were part
of the initial project, he extended congratula-
tions to those who are now members of the
research bodies for assuming this commit-
ment and for continuing contributing
knowledge and progress, but above all for
continuing to participate in the training of
future professionals of the health and social
sciences.
He said that one of the challenges is to re-
main a center of reference and reiterated that
it is essential to take advantage of the linkage
with the People's Republic of China, which
today has the highest development in issues
such as vector-borne diseases like Dengue
and Zika, as well as in others such as Diabe-
tes. In that sense, he emphasized that the
research generated by the CIR is distin-
guished by the social impact, from its Bio-
medical and Social areas, which is an ele-
ment that allows to influence public policies
in the entity.
In his turn, the director of the CIR, Jorge
Zavala Castro, reported that as part of the
anniversary celebration the 2016 Broadcast
Days "Myths and Realities for a Sustainable
Life " wouldl be held from October 17 to 21
at the Felipe Carrillo Puerto Theater.
Among the contributions of the Center is the
collaboration of its researchers for the crea-

4. Cancun, Quintana Roo, August 8,
2016.- Of the five Confucius Insti-
tutes Mexico has, the Autonomous
University of Yucatan (UADY by
its Spanish acronym) has the largest
number of students and the best
performance, said Liu Yangdong,
Deputy Prime Minister of State
Council of the People's Republic of
China, while opening this weekend
the "Confucius Classroom" at the
University of the Caribbean in Can-
cun, Quintana Roo.
She said these facilities to teach
Mandarin Chinese are the result of
close cooperation between China
and Mexico, as well as a coopera-
tion agreement between UADY and
the University of the Caribbean
signed in 2014.
She noted that the other four Confu-
cius Institutes are located in the au-
tonomous universities of Nuevo
Leon, Chihuahua, Mexico and Na-
tional Autonomous University of
Mexico City in Huaxia, with more
than 30,000 enrolled students who
have contributed to cultural ex-
change with China. She thanked the
rector of UADY, José de Jesús Wil-
liams, for strengthening collabora-
tive ties that have consolidated this
project "in two years the interest of
students of the University of the
Caribbean has been significant to
learn Mandarin and experience the
culture of China ".
In her speech, the Deputy Prime
Minister formally invited 100 stu-
dents and teachers from the five
Confucius Institutes in Mexico to
participate next year in the summer
camp to be held in China. She also
announced the donation of 500
books on Chinese culture and a mul-
timedia equipment for learning the
language and culture of China.
She added that to strengthen ties of
friendship and affinity between dif-
ferent peoples, language is
the vehicle that carries the
culture "by mastering an-
other language, we have
more opportunities to meet
the cultural diversity of
other nations," she said.
"China and Mexico are
countries with great civili-
zations and cultures, that
despite the immense Pacif-
ic Ocean between the two
countries friendship and
collaborative work of our people have
contributed to its integration and pro-
gress,".
She recalled that from 1972, when
diplomatic ties between the two coun-
tries were established, there has re-
mained understanding and mutual
support and close cooperation in inter-
national affairs. She stressed that next
year Mexico and China will celebrate
their 45th anniversary of diplomatic
relations, in that sense, she said, "my
visit is aimed at strengthening the
consensus between the two countries,
as well as cultural exchanges and con-
solidate cooperative work in different
areas."
She said the Chinese economy is in a
new stage of modernity and develop-
ment, characterized by speed and opti-
mization of structure and energy "40
years ago the per capita GDP of China
did not reach $ 200, after four decades
of reform and opening, we have it
made us the world's second largest
economy with a per capita GDP about
$ 8,000, ". She explained that this
model seeks development of quality,
efficiency, equity and sustainability.
"In 2020 it will achieve double both
the GDP and per capita income of
urban and rural areas of the country
compared to the figures of 2010, with
the aim of improving the quality of
life of the population."
She noted that Mexico is the second
largest trading partner of China in
Latin America, and that last year the
trade volume between the two coun-
tries reached the 43 thousand 850
million dollars, also, about 100,000
Chinese tourists visited this nation.
Currently about 2,000 Mexican
students are studying in China she
added. Meanwhile, Tirso Ordaz
Coral, rector of the University of
the Caribbean in Cancun Quintana
Roo, said eight degrees and five
master's degrees are offered in this
institution, they have an enrollment
of 3,000 students and 66 professors
from full time, of which 40 they
have doctorate.
He explained that as a result of the
collaboration agreement with the
University of the Caribbean UADY
has received teaching materials
from the National Office for Teach-
ing Chinese as a Foreign Language
(HANBAN) and three teachers
from China to teach the classes.
The event was attended by José de
Jesús Williams and Andres Aluja
Schuneman, rector and director of
the Confucius Institute at the Au-
tonomous University of Yucatan
respectively, Alfredo Dájer Abi-
merhi, Secretary of Administration
and Finance of Yucatan and life
member of the Council of HAN-
BAN and teachers, students and
parents.
The quality of the Confucius Institute at UADY is recognized

UADY strengthens its relationship with France
Mérida, Yucatan on November 29,
2016. - Directors of the Autonomous
University of Yucatan (UADY by its
Spanish acronym) and Angers Univer-
sity met with the purpose of strength-
ening ties of collaboration between the
two institutions, promoting bilaterally
student mobility, as well as a dual de-
gree programs.
Pascal Missir, in charge of internation-
al relations at the University of Angers,
visited the Faculty of Anthropological
Sciences of UADY, as part of a first
approach, which addressed topics fo-
cused on the curricula of the Degree in
Tourism.
It is noteworthy that currently, both the
Faculty and the University of Angers
are updating their study programs,
which will allow the development of a
project with a view to a double degree.
Fernando Ensenat Soberanis, coordina-
tor of the UADY Degree in Tourism,
said that this meeting also discussed
the possibility of French students to im-
prove their Spanish language and know
the culture of Yucatan and Latin Ameri-
ca.
He indicated that the French University
offers a multidisciplinary training, also
has two universities in the cities of
Cholet and Saumur, its enrollment
amounts to just over 20,000 students, of
whom almost 11% are foreigners. "The
University of Angers is committed to the
advancement of educational improve-
ments, which contributes to the contribu-
tion of new training technologies," he
added.
He pointed out that this University aims
to strengthen its mobility program,
create links with universities in other
countries to increase the flow of stu-
dents and provide quality education.
He recalled that there is a collaboration
agreement between the UADY and the
University of Angers, so that students
of both institutions make academic
stays to perfect the language.
"We are the Southeastern university
that receives the most mobility stu-
dents year after year. The young peo-
ple who make these stays get a pleas-
ant satisfaction from UADY and rec-
ommend it when arriving at their place
of origin ", he emphasized.
During his visit to UADY, Pascal Mis-
sir toured the campus of the Economic,
Social and Administrative Sciences
and Humanities Campus and held a
conference titled "Quality management
of services in companies and tourism
and hotel organizations", which was
attended by students, teachers and
administrative staff.
