developing/maintaining effective school operations, while monitoring the delivery of quality

 Specializing in schools serving urban communities, 'at-risk' student populations and
experiencing operational or academic challenges; using research-based, culturally
sensitive options and/or conflict resolution strategies (as/when necessary).
 Instrumental in obtaining multiple reauthorizations for 15 MI charter schools in danger of
losing their contracts, or on probation, with their authorizing entities. Services included:

 Provided board governance training and consulting for the Inkster Public School Board as
it developed one of Michigan's first public school – private company partnerships,
contracting Edison Schools (a private educational service provider) to operate/manage the
entire school district.
 Interim CEO for a single-school private management company (ESP) operating a
struggling DPS authorized alternative charter high school pending contract revocation.
 Facilitated the search/selection of a private ESP to operate the Muskegon Technical
Academy – a pre-operational vocational charter high school (that now remains
operational).
 Evaluated components of the MetroConnect 21st

 Successfully coordinated the development and implementation of the following functions
and activities (simultaneously):
1) Public School Academy (PSA)/Charter Schools: Facilitated and coordinated the
application review/recommendation process, and the monitoring/oversight of all OU
authorized PSAs to ensure state and university requirements are met.
 Served as OU's primary liaison for nine (9) PSAs authorized by OU.
 Interviewed and recommended charter school applicants.
 Monitoring/oversight of school governance and management operations
to ensure compliance with state and OU requirements/expectations.
 Coordinated activities to support OU/PSA oversight/monitoring
responsibilities – included preparation of reports/presentations to the

Schools. Reviewed and recommended charter school applications for federal funded grants.
June 2000: Grant reader/reviewer for the Michigan Department of Education’s Office of
Education Options/Public School Academies (Charter Schools). Reviewed and recommended
individual charter school applications for state funded grants.
June 1991-1997: Developed/coordinated grant activities for Longfellow elementary school’s
(Pontiac, MI) participation in a statewide consortium to continue PDS activities for the
Michigan Department of Education Goals 2000. Included submission of annual work plans,
mid-year statuses, and end-of-year reports for OU/Pontiac professional development schools
(PDS’s) to the Michigan Partnership for New Education (MPNE) from 1991 to 1996.
August 1993-1996: Coordinated a proposal for Longfellow elementary school’s (Pontiac,
MI) Restructured School Week and Optional Student Activities. This program was funded by
MPNE 1993-1996, which was institutionalized in 1996.
Workshops and Training
2002–2014: As Melhado Consulting Services, provided continuous board governance training,
strategic planning, assessment, and school improvement/team building workshops to
numerous urban and metro-Detroit area charter school boards governing low-performing
academies managed by private ESPs.
1999–2002: As independent consultant, performed ad hoc board governance training,
strategic planning, assessment, and school improvement/team building workshops provided
to other charter school boards, traditional public schools and private ESPs.
 Staff development workshops for various Public School Academies (or charter schools).
 Inkster Public Schools-Edison Partnership (traditional school district partnership with an ESP).

AT&T Communications, New Services Development & Staff Manager Southfield, MI and Bedminster, NJ December 1983 – July 1987  Telecommunications network staff manager responsible for technical development and planning of new services and special customer networks at AT&T-C headquarters in NJ.  Successful coordination/implementation of the first largest nationwide analog to digital telecommunications networks in the U.S. (for GM–EDS merger).  Effective facilitation all involved departments and approval of required technical manual documentation. Michigan Bell Telephone (MBT) Company, Engineer Associate & Staff Manager Detroit and Southfield, MI February 1977 – November 1983  Began as a Management Trainee, promoted to Engineering Associate, Engineer and ultimately Engineering Staff Manager within a two year span.  Supervised three first level engineering managers, six clerical and responsible for all network central office budgets, as well as short and long term forecasts of special telecommunication network products/services.

June 1991-1997: Developed/coordinated grant activities for Longfellow elementary school’s (Pontiac, MI) participation in a statewide consortium to continue PDS activities for the Michigan Department of Education Goals 2000. Included submission of annual work plans, mid-year statuses, and end-of-year reports for OU/Pontiac professional development schools (PDS’s) to the Michigan Partnership for New Education (MPNE) from 1991 to 1996. August 1993-1996: Coordinated a proposal for Longfellow elementary school’s (Pontiac, MI) Restructured School Week and Optional Student Activities. This program was funded by MPNE 1993-1996, which was institutionalized in 1996. Workshops and Training 2002–2014: As Melhado Consulting Services, provided continuous board governance training, strategic planning, assessment, and school improvement/team building workshops to numerous urban and metro-Detroit area charter school boards governing low-performing academies managed by private ESPs. 1999–2002: As independent consultant, performed ad hoc board governance training, strategic planning, assessment, and school improvement/team building workshops provided to other charter school boards, traditional public schools and private ESPs.  Staff development workshops for various Public School Academies (or charter schools).  Inkster Public Schools-Edison Partnership (traditional school district partnership with an ESP).  Muskegon Technical Academy (facilitated search for an effective ESP to manage operations).  White Hat Management (private ESP in Akron, OH).
