2. Uganda’s National Land Policy
A nationally approved and fundamentally important policy
• Highly consultative and participatory (2006-2010)
• Harmonizes diverse needs for human settlements, economic
diversity and production, and conservation of natural
resources
Vision of the Policy:
“…a transformed Ugandan society through optimal use and
management of land resources for a prosperous and
industrialized economy with a developed services sector.”

• Proper management of land resources;
• Observance of physical planning principles;
• Planned human settlements; and
• Modernized agriculture with emphasis on commercial

4. National Policy Implementation Priorities
Implementation Action Plan:
•Establish Policy Implementation Unit to coordinate implementation
•Measures to reduce land dispute and conflicts
•Address historical land injustices
•Enhance land rights of women and other vulnerable groups
•Institutional reforms and stakeholder capacity building and training
•Legal and regulatory reforms provide enabling landscape for Policy
•Promote optimal land use - physical planning and regulatory
compliance
•Research and studies to feed into further Policy implementation

5. Current Status and Next Steps
Prioritized action steps
•3 year planning period: est. US$77 million
Some funding secured:
•World Bank CEDP (2013-2023): $54 million for land sector
•USAID – $1.5 million for District Land Boards capacity building
•Ford Foundation
Positive impacts thus far:
•Establishment of the Land Information System, which has enhanced
Monitoring and evaluation capacity;
•more efficient and effective land services delivery
Additional funding and partnerships needed to further implement
the policy

6. Monitoring Implementation of the
NLPGovernment is firmly committed to monitoring implementation
•Policy provides for Monitoring and Evaluation framework
•Government will develop; a multi-stakeholder effort
Effective monitoring is a tool for:
•Promoting constructive, inclusive & evidence-based dialogue
•Empowerment
•Providing information for informed public participation & decision making
Partnerships are needed
•To strengthen the monitoring function;
•Implementation of the Land Information System;
•To ensure that the land reforms create a positive impact on the citizens
livelihoods and development of the nation;
• Timely compensation, relocation and resettlement.

Our Government is committed to implementing this
comprehensive and nationally accepted land policy.

•The Government of Uganda seeks funding from the Development
Partners in order to be able to implement this important policy so that
we can transform Uganda’s land sector to effectively contribute
towards economic growth, poverty eradication, wealth creation and
environmental sustainability.
