The following Performance Reports were created in accordance with Council Resolution 20071129-045. The
City of Austin is a recognized international leader in sustainable building practices in which municipal building
strive to conserve energy, water, and other natural resources while promoting human health and safety. The
holistic approach to architecture creates high-quality and enduring structures that enhance the economic
value and reduce the lifecycle costs of a building.
Design and construction of buildings are driven by the United States Green Building Council’s (USGBC)
Leadership in Energy and Environmental Design (LEED) guidelines and promote these goals. The following
reports provide information about municipal buildings, highlight LEED credentials, and promote sustainable
building achievements.

The existing LEED Gold certified Austin Animal Center advocates humane treatment of animals and provides safety for the
domestic animal population; however, the center is often above capacity. Located in east Austin, the shelter currently takes in
17,000 animals each year and is the largest “No Kill” community in Austin. To meet the growing demand, this project has added
44 more kennel spaces. The design not only includes new adoption kennels but also introduces new adoption visitation rooms
and more play yards. The project also focused on updating storm drainage treatment and visitor parking.
The site design restores over 50% of the total site area with native or adaptive vegetation. Vegetated open space
and courtyard landscapes are just a few strategies that have been used to create a sustainable site. New
management practices such as detention ponds, rain gardens, and porous pavement have been designed to treat
close to 90% of storm-water runoff. The location of the new building was initially a visitor parking lot. The parking
spaces were relocated and 100% of the on-site asphalt was reused in this project.
The new kennel and visitor rooms aim to improve indoor experience by implementing HVAC zoning and
responding to feedback from a thermal comfort survey. Mechanical systems which can be easily controlled and
adjusted have been installed to create comfortable thermal and lighting conditions for both animal and human
occupants. Additionally, the kennel addition includes a breezeway that has enabled outdoor air ventilation to all
occupied spaces to exceed the minimum required ASHRAE standard by 30%. Overall, the new addition hopes to
improve the animals’ quality of life and create spaces that help visitors form loving relationships with the animals.
