The following Performance Reports were created in accordance with Council Resolution 20071129-045. The
City of Austin is a recognized international leader in sustainable building practices in which municipal building
strive to conserve energy, water, and other natural resources while promoting human health and safety. The
holistic approach to architecture creates high-quality and enduring structures that enhance the economic
value and reduce the lifecycle costs of a building.
Design and construction of buildings are driven by the United States Green Building Council’s (USGBC)
Leadership in Energy and Environmental Design (LEED) guidelines and promote these goals. The following
reports provide information about municipal buildings, highlight LEED credentials, and promote sustainable
building achievements.

4. The Turner-Roberts Recreation Center is a City of Austin facility located in Northeast Austin. The center,
named after Dorothy Turner and Velma Roberts, two of Austin's significant civil rights activists, emerged from
the need to serve a growing population in Northeast Austin. The center shares a site with another new facility,
the Austin Independent School District's Volma Overton Elementary School. The shared site creates a
symbiotic relationship where both facilities benefit from shared services while reducing overall impact on the
surrounding environment.
A goal from the onset, LEED sustainable principles guided all aspects of the project, including site orientation,
building design, and materials selection. The 18,000 square-foot facility includes a 7,700 square-foot
gymnasium, offices, locker rooms, a multi-purpose room, an arts and crafts room, a weight room, a computer
room, a kitchen facility and a corridor art gallery. Design features of the building include natural daylighting,
sunshade devices, high efficiency plumbing fixtures, low emitting materials and coatings, and an efficient
mechanical design, with use of a Photo Voltaic array.
Essential to the design and orientation of the new facility is the dual-use gymnasium that is a shared space
with a new elementary school, Overton Elementary. A number of significant site services are also shared with
the elementary school, significantly reducing impact that two separate facilities would necessitate. This
includes shared parking, shared fire access, shared drop off lanes, and shared sports fields. The two facilities
also share a water quality and detention pond that is located in the southeast portion of the site, separated
from outdoor activities by a two-way access drive.
