This is a resource book on information of government and private initiatives towards providing trainings
and soft loans to the persons with disabilities.
There may be wording in this document which does not fully re ect human rights and dignity of persons
with disabilities. Where this is the case, it is the result of directly copying/translating from external
sources and is considered necessary to allow the reader to accurately locate the resources being
referred to. The author doesn’t wish to promote the use of language that is not CRPD-compliant and
encourage all stakeholders to continually revise how they communicate about disability, ensuring that
dignity and respect are paramount.
The author doesn’t claim that all information in this document is correct. It is a ‘living resource’ and the
aim is to update it as regularly as possible, correcting errors, removing out of date information and
adding new resources. The author appreciates all feedback that will support this process.

A Guide for Persons with disabilities in Bangladesh
About 15% of the world’s population lives with some form of disability, of whom 2-4% experience
signi cant di iculties in functioning. The global disability prevalence is higher than previous World
Health Organization (WHO) estimates, which date from the 1970s and suggested a gure of around
10%. 1
If the right of persons with disabilities to get decent work is promoted, protected and ful lled,
then persons with disabilities (who are one tenth of our population) can contribute in a signi cant way to
the GDP of the country. 2
The Government of Bangladesh has shown signi cant and strong
commitments towards the inclusion of persons with disabilities in mainstream development. In 2007,
Bangladesh was one of the rst countries to ratify the UN Convention on the Rights of Persons with
Disabilities (CRPD). It is pledge bound to protect and safeguard the rights of persons with disabilities.
According to the Article 28 of CRPD -

. States Parties recognize the right of persons with disabilities to an adequate standard of living for
themselves and their families, including adequate food, clothing and housing, and to the
continuous improvement of living conditions, and shall take appropriate steps to safeguard and
promote the realization of this right without discrimination on the basis of disability.
17.States Parties recognize the right of persons with disabilities to social protection and to the
enjoyment of that right without discrimination on the basis of disability, and shall take appropriate
steps to safeguard and promote the realization of this right, including measures:
a.To ensure equal access by persons with disabilities to clean water services, and to ensure access to
appropriate and a ordable services, devices and other assistance for disability-related needs;
b.To ensure access by persons with disabilities, in particular women and girls with disabilities and
older persons with disabilities, to social protection programmes and poverty reduction
programmes;
c.To ensure access by persons with disabilities and their families living in situations of poverty to
assistance from the State with disability-related expenses, including adequate training, counselling,
nancial assistance and respite care;
d.To ensure access by persons with disabilities to public housing programmes;
e.To ensure equal access by persons with disabilities to retirement bene ts and programmes.
However, its implementation has lagged behind policy commitments.
Situation of livelihoods/work scopes for persons with
disabilities
In Bangladesh, the persons with disabilities are less likely to be involved in mainstream economic
development activities. Unemployment rate for the adults with disabilities are higher (1.9 percent)
compared to people without disabilities (1.5 percent). Regardless of disability status, females are in
present higher rates than males. Almost 64% youths with disabilities are neither in work nor education
which is higher than the percentages of youths without disabilities (43%).3
Other sources report that the
number of employed persons in Bangladesh with disabilities may be lower than 1 percent of the
9. population with disabilities. Earlier, the government declared a compulsory 10 per cent job quota for
people with disabilities and orphans but has failed to specify a percentage for each group in particular,
making it meaningless for persons with disabilities in terms of employment rights. It also declared 1 per
cent quota for persons with disabilities in the Bangladesh Civil Services. Later, the system has created
much confusions, debates and anarchies on these issues. Ultimately this declaration is not being
implemented properly and people with disabilities in the public sector constitute less than 1 per cent.
Only 5% of people with disabilities who are working are employed in the public sector.4
Approx. 20%
work for NGOs and rests are self-employed.

Near about 100 credit and employment schemes for persons with disability are there, yet few private
companies employ persons with disabilities. Speci c inclusive employment policies for employment of
persons with disabilities in the private sector are not available. Extensive guidelines on occupational
health and safety, work related accidents in the private sector can be seen but often these result in
disabilities being acquired. In urban and rural areas, di erent livelihood opportunities for people with
disabilities can be seen but comparatively more job prospects exist in urban areas.
10. Need of a resource book on employment and entrepreneurship opportunities for
persons with disabilities
As speci c resources or compiled information on employment and entrepreneurship opportunities for
persons with disabilities in government and private sectors are not available in any platforms and
accessible way, most of the jobseekers or persons with disabilities are not able to get proper information
about the relevant government policies, orders, training facilities, opportunities and quotas as well
private initiatives in TVET, employment and entrepreneurship. Simultaneously, they don’t get any
proper guidance on how to avail these opportunities. As a result, persons with disabilities and
Organisations of Persons with Disabilities (DPOs/OPDs) are not aware about these opportunities that
they can avail. On the other hand, employers and service provider organizations are also not getting
adequate information on the disability inclusion facilities which they can o er to the eligible persons
with disabilities in their workplaces/jobs. There is a dire need to compile all these information and share
through all possible platforms and medias which can be used by the persons with disabilities,
DOPs/OPDs, NGOs, INGOs, donors, Government agencies, employers, private agencies, academicians,
researchers and common people.
Bangladesh Society for the Change and Advocacy Nexus (B-SCAN) has developed this resource book by
compiling relevant and available information on –

This resource book is designed for the persons with disabilities, DPOs/OPDs, NGOs, INGOs,
government and private agencies, employers, entrepreneurs, academicians, researchers and common
people who are interested to get speci c information on employment, Technical and Vocational
Education and Training (TVET) program, entrepreneurship opportunities for the persons with
disabilities in Bangladesh. This resource book is developed to help all to get information and guidance
on before, during and/or after the competitive employment job search, training and quota and
entrepreneurship related scopes with ranges.
The resource book is based on the principles and practices of exact e ective employment services,
training facilities, quota and entrepreneurships that help people with disabilities to seek work
independently. This is an action-oriented resource book, which is expected to help and encourage the
targeted audience to get information, make thoughtful choices/decisions and then consider taking
steps toward nding a proper work/job or scopes to get involved in mainstream economic development
ows.

Government initiatives of Training for employment and entrepreneurship for
persons with disabilities
11. Technical and Vocational Education and Training (TVET) Institutions:
In 2001, the Department of Technical Education under the Ministry of Education has partnered with the
International Labor Organization (ILO) and implemented a project called “Bangladesh Skills for
Employment and Productivity (BSEP)” with the support of the Government of Canada. Under this
partnership, a guideline on inclusion of persons with disability was developed for the principals and
trainers of the TVET Institute based on pilot projects in the eld and assisted training institutes in their
e orts to create training opportunities for persons with disabilities. This is a practical guide for TVET
principals and trainers, where they can learn the basic concepts for disability inclusion and what to
consider when planning inclusion, work on overcoming learning barriers, conducting activities and
providing reasonably accessible housing. There is a 5% quota for students with disabilities.
Department of Social Services (DSS)
The Department of Social Services (DSS) was established in 1981. The directorate created in the sixties
has been upgraded to the Department of Social Services today. The activities of this department were
initially city based and service oriented. In the course of time, the activities of this department have now
expanded to the grassroots level across the country. The Department of Social Services has been
working to strengthen the social safety net with comprehensive and multi-faceted programs for the
welfare and development of the destitute, neglected, backward, poor, orphans, autistic and disabled
and backward people of the society.

Eligibility for Admission:
1. Every year trainees will be selected from di erent government shishu poribar / distressed residents
of government institutions of di erent districts and will be nominated as residential residents in the
center. In addition, non-resident indigent orphans / needy children with the required quali cations
can apply for admission.
2. The age limit o f the trainee resident should be minimum 15 years and maximum 25 years.
3. Preference will be given to the residents of government shishu poribar and institutions working for
the persons with disabilities run by the Ministry of Social Welfare.
4. The minimum educational quali cation of the trainee residents should be 8th grade pass.
Educational quali cations can be relaxed if necessary.
5. Candidates wishing to be admitted have to apply along with the concerned chief of the center
through the prescribed admission form. The central authorities will broadcast admission notices in
widely circulated dailies, various government and non-government organizations, and
advertisements on local TV channels at scheduled times.
6. The concerned center will nalize the formality of admission of trainees through the main
admission committee;
7. Admitted trainees must abide by the rules and regulations of the Center;
8. If anyone commits any act contrary to the rules and regulations, other disciplinary action including
administrative action may be taken against him/her.
9. A personal document and case history should be kept for each trainee

. Trainees with disabilities must have a disability registration. In case of orphans, the local people’s
representative (minimum UP chairman) will certify them as orphans / destitute.
Facilities for Residential Trainees:
1. Free hostel accommodation for the duration of the training.
2. Free medical treatment facilities for trainees
3. Sports and recreation facilities.
4. Opportunity to read books in the library.
5. The duration of the trainees in the institution is 6 months per course (if necessary, with the approval
of the Central Management Committee, the duration of the same course can be extended to
15. another 6 months).
6. Providing new dress at applicable festivals.
Center for Vocational Training and Rehabilitation of
Physically Handicapped (ERCPH)
This government institution was established in 1972/73 in Tongi, Gazipur. Moreover, there is a similar
institution in Fakirhat upazila of Bagerhat district. It provides free accommodation to the persons with
physically, visually, speech and hearing disabilities and provides them with the opportunity to become
self-reliant by providing various vocational training for a period of 6 months. At the end of the training,
the trainees are given BDT. 4,000 / = (four thousand) in cash to start their activities. Here hearing aids,
arti cial limbs and various accessories for the persons with disabilities are prepared. There is a
competition for admission as the number of seats is very limited. There is no provision for the persons
with intellectual disabilities and women. In the same place there is another old institution ‘Training and
Rehabilitation Center for the Visually Impaired’ which was established in 1977/78. Here, the persons with
visual disabilities are becoming self-reliant by imparting various vocational trainings including bamboo-
cane work, white cane preparation, music education, orientation mobility, Braille book printing. In
addition, for the purpose of employment of persons with disabilities, Maitri Shilpa, run by persons with
disabilities, is located at Tongi, Gazipur. Mineral water is produced and marketed here under the name
“Mukta”. Here high-quality plastic materials are produced and marketed by persons with disabilities.

Department of Youth Development
The mission of the Department of Youth Development is to ensure the development and
empowerment of the youth in order to establish them in all walks of life. About one-third of the total
18. population is youth; Which is approximately 50 million, this huge youth force needs to be involved in the
overall economic development of the country. To this end, the activities of the department is expanding
to the grassroots level to create more employment and self-employment opportunities at home and
abroad. In order to curb the continuous urbanization of the youth, it is necessary to keep the youth in
their position and make them self-reliant by imparting loans on easy terms by imparting training in
various productive subjects. As a result, by receiving job-oriented and productive training, the
unemployed youth will be able to provide employment and self-employment for themselves on the one
hand and will also be able to contribute to the national economy on the other.
The training activities of this department provide training in institutional and non-formal trades.
Provided on residential and non-residential basis at district level. Training course on cattle, poultry, sh
farming and agriculture: 3 months duration, admission fee 100 BDT, security deposit 100 BDT (non-
refundable). Each of the participants is given a training allowance of BDT 3000 per month. Eligibility for
admission is grade 8 passed. Training on 10 modules of basic training; Aspiring young men and women
who are looking for jobs; Duration is 3 months: Training allowance of BDT 100 / - per day and BDT 200 / -
per day after employment after temporary employment. Everyone gets BDT 4,000 at the end of the
month from the work allowance. And the remaining BDT 2000 / - is deposited in the bank account of
the concerned persons which is refunded at the end of the term of temporary action.
Electrical & House Wiring in 41 Districts, Electronics in 55 Districts and Air Conditioning and
Refrigeration Training Courses in 55 Districts are provided; unemployed and jobless youths can be the
candidates; At the end of the training, job opportunities are created in various organizations for
repairing electrical and house wiring, air conditioning and refrigeration, TV, computer, monitor, car, AC,
shallow machine.

Jatiya Mohila Sangstha
Father of the Nation Bangabandhu Sheikh Mujibur Rahman directed the Director General of the
Department of Social Welfare to create an organizational structure for the overall development of
women at all levels in Bangladesh and change their condition to re ect the government’s national and
international commitment to women’s development. In the light of this, the National Women’s
Organization was established on 18 February 1966. Later, in order to make the activities of the
organization more e ective and stronger, the Jatiyo Mahila Sangstha was transformed into a statutory

Bangladesh Computer Council (BCC) through the Department of Information and Communication
Technology promises Vision 2021: One of the leading organizations in building a digital Bangladesh. In
Bangladesh, the Computer Council (BCC) has been taking and implementing various initiatives to make
the country a pioneer in the eld of information and communication technology and to build a digital

employment in the IT sector. The training is being conducted through the BCC’s ‘Empowerment of
Persons with Disabilities, including Neuro Development Disorders through Information Technology’
project under the Department of Information Technology. The training is being imparted at a monthly
allowance of Tk 12,000 through ICT Resource Centers for persons with disabilities at six BCC regional

Sheikh Hasina National Youth Development Institute
Youth development activities in the socio-economic development e orts of Bangladesh determine the
pace of development of this country. Complete education and proper training is required for proper
development and proper nurturing of youth initiative and creative ability. Realizing this importance, the
need to set up a youth center at the national level was felt from the last half of the 80’s. Out of deep
a ection for the youth, the then and present Prime Minister Bangabandhu’s daughter Sheikh Hasina has

Although the extent of modern agricultural expansion in Bangladesh is about half a century, it has an
eventful history of more than a hundred years. To deal with the severe famine of 182-65, the Ruduksh
Commission recommended the establishment of the rst Department of Agriculture, which resulted in

Palli Daridro Bimochon foundation (PDBF)
Poverty alleviation is one of the highest priority activities in Bangladesh as well as in the world. The “Palli
Daridro Bimochon Foundation (PDBF)” (meaning is Rural Poverty Alleviation Foundation) was
established by the Government of the People’s Republic of Bangladesh in November 1999 through a law
passed in the National Assembly with the aim of successfully conducting this program. PDBF is a
statutory, self-governing, non-pro t, self-reliant, non-banking nancial institution. At the beginning of
the creation of PDBF were the RD-2 RPP, RD-12 project and the rural moneyless program. The
Bangladesh Rural Development Board (BRDB) has been implementing these projects with nancial and
technical assistance from Canadian Cedar since 1984. These were the rst public welfare programs in
the public sector which were later transformed into an autonomous permanent organization called the
Rural Poverty Alleviation Foundation (PDBF).
The micro nance movement has shown that while nancial commodities provide some of their
demand, a prosperous market is within poverty. The poor are an active group in any economy. PDBF has
shown that in addition to meeting their needs, subsidiaries can also bene t. In addition to micro-credit,
PDBF operates micro-entrepreneurial loans (SELPs) to improve the socio-economic status of the rural
underprivileged.
