he place where it will be held the project is Comalcalco Tabasco; in which the
level of education is eight point six percent equivalent to have finished high
school. Most of the populations leave school studies to become part of the
economically active population, without knowing that other means have recourse to
continue studying because there is insufficient information about modalities of
distance learning or virtual education, forcing them to believe that the only way to
study is presential mode to which they cannot attend for different problems.
The subject of distance education in Comalcalco is one of the issues that we must
give importance; It is alarming to see that more and more people move away from
their studies for different reasons and the rate of unemployed people is higher
because they can’t get a job for lack of certificates, and at the same time can‘t
continue studying for factors such as: time and money.
In Mexico there are already schools that are dedicated to giving distance preparation,
either by mail or online and that are recognized by the Secretary of Education in
Mexico, offering everything from courses until graduate. It is a fact that in 2013 the
Secretary of Education threw an online bachelor degree program and in 2009 the
Mexican government created the open and distance University of Mexico. Since then

it has wanted to give more emphasis to this type of education but little or no
information of it, has limited people.
Emerging from the need to give hope to all who are affected by these problems, the
project “Promoting distance education” Is directed to motivate people of Comalcalco
in order that it can improve quality of education and also in reducing the
unemployment; this will also increase the use of technology.
3.1THE PROBLEM
The problem to be solved is the lack of information which exists on the distance
learning camp in Comalcalco Tabasco.
The main reason is to undo the distrust that exist in people and doubts of this kind of
study of the “new century” and give them the security that will not be a waste of time
but to accept it will ensure a better future not only for themselves but also for the
state.

4.1GENERAL OBJECTIVE
Guide and motivate people they can continue their studies, presenting the
model of distance education.
4.1.1 SPECIFIC OBJECTIVES
To have the opportunity to complete the studies and get a certificate or
diploma even having a full-time job.
To continue the studies people guarantee the improvement of quality life.
4.1.1.1 PROJECT GOALS
Increase one point per year the level of education in Comalcalco promoting
new methods of study for population and help them complete their studies.
Inform hundred percent Comalcalco´s population about the type of studies,
making massive advertising campaigns by schools, radio and television
To place ten information module in the city and rural communities in
Comalcalco with staff and necessary tools to instruct people and to clear
doubts.

Exist varied theories about distance education but it takes more importance is dr.
Charles A. Wedemeyer because we rightly speaks of what this type of learning and
the importance of advanced technology to use it in our favor.
Wedemeyer championed the cause of the independent learner and established
several theoretical constructs that have constituted the core of the contemporary
theory of distance education. Among these constructs are autonomy or the learner’s
need for independence to participate in deciding his/her learning objectives, select
the strategy and the means to achieve such objectives, and demonstrate his/her
mastery of the chosen objectives.
Wedemeyer also realized that ubiquity of instructional telecommunication would lead
to learning anytime and anyplace. Today, with the extensive of use of the Internet in
education the idea of learning anytime, anyplace is taken for granted. However, in
the early days of experimentation with electronic media, Wedemeyer envisioned the
role that the telecommunication technology could play in offering non-formal
education and thus increasing the freedom of the leaner to learn when and where
s/he is ready to learn. The University of Wisconsin’s website “About Wedemeyer”
states that in 1965, Wedemeyer predicted today’s e-Learning by making the following
observations in Brandenburg Memorial Essays:

“the extension student of the future will probably not ‘attend’ classes; rather, the
opportunities and processes of learning will come to him. He will learn at home, at
the office, on the job, in the factory, store, or salesroom, or on the farm.”
“the teacher will reach students not only in his own state or region but nationally as
well, since the media and methods employed by him in teaching will remove barriers
of space and time in learning…”
Wedemeyer's theory becomes reality and is giving more space to this kind of
distance learning through the use of internet.

To meet the objectives and tracings goals will make conferences and interviews
where we will be giving make known everything related to distance education, it also
will be doing advertising campaigns, where pamphlets will be given and posters will
be pasted on the streets of the city and schools, we will visit the major communities in
Comalcalco. We will place a main office in the city, and information modules around
Comalcalco. We need to train promoters to do the tasks of informing and publicizing,
which can be volunteers who are studying in these modes; between the resources
that we required are audio and computer.
The results we expect are, to bring information to all Comalcalco so that more people
can trust in this system of education and to dare to continue studying.
The methodological steps are shown in the chart below where you can appreciate
the activities to realize, the people involved, the resources and the results expected
from these activities will be also they added the time it will take to perform to have a
better project control.

This project intends to benefit
People with educational lag, that is, those older than 14 who have not
completed obligatory education constitutionally.
People who cannot attend a school classroom for business.
Those who are defectors from lack of space in the classroom schools.
People with disabilities.
To accept this type of study will benefit the families with low incomes for obtaining a
degree, provide them rise or promote in their jobs.
It also benefits parents and families who want to continue studying it to be a distance
mode will not need invest in physical material and find it less expense.

8.1Human Resources
For this project we need the support of staff who will be in constant training and
leaders who efficiently directed to undertake the project objectives.

Comalcalco Tabasco calling for cooperation with the monetary resources. Will seek

contests for entrepreneurs to receive financial compensation to help finance the
project.

This project is for informational support and it will last a maximum of six months in
which the activities will be repeating and taking in the information modules; the
results to be achieved at this time are:
Increase the educational level of Comalcalco, being population informed and
be confident about these methods of study more people will choose to study in
this way or complete their education.
Reduce the educational lag for young people who have completed secondary
education and without resources to continue studying.
Be pioneers of distance learning studies in tabasco, be a reference for other
municipalities who are interested in increasing their level of education.
This project is viable and to support the population therefore can be implemented in
other municipalities, only need support to the government and the people for
progressing and create a better future.
