Many communities in South Africa do not have access to computers or the internet due to a lack of infrastructure. This digital divide is caused by poverty and a lack of education. People cannot effectively use or access technology because they lack knowledge about how it works and are unfamiliar with social media. While some areas have good infrastructure, others do not have access to internet networks due to the high costs of providing it, restricting human capital. The government needs to provide more access to technology and internet connections to help communities compete and encourage e-learning to develop digital skills.

• South Africa has areas that has better infrastructure of technology for
people to access and use internet.
• They are some areas that do not provide people with access to internet and
network, because of the costs in order to provide infrastructure.
• The divide in infrastructure will have an effect on human capital because
they may only be a few specific locations that will allow access to the
internet because of the poor infrastructure therefore restricting human
capital.
• the gender divide will have an impact on human capital because women are
usually placed at a massive disadvantage because of their genders which
may restrict human capital.
5. • Supply areas with no technology and internet with access and
network.
• Government must also provide individuals with technology such as
computers and internet connection so that communities can start
competing with richer countries.
• Government should act by developing and using e-government tools
in order to enhance e-readiness, encourage and educate the usage of
ICT, and support the development of ICT skills in non-discriminatory
manner.
• Provide those who do not know about technology with information
that could help them to learn and gain knowledge.
