Motion
September 16, 2009
USC Governance Review
Whereas, the University Students’ Council Board of Directors and Council have
recognized that the USC is in need of a comprehensive review of the authority over
and the accountability for the organization, and
Whereas, on May 29, 2009, the Board of Directors endorsed the project plan
(Appendix 1) for a governance review of the University Students ‘ Council’s
governance structures, and
Whereas, on July 19, 2009 at the USC Summer Council meeting, the Council
received information, timelines and expectations for the governance review project
plan, and
Whereas, in accordance with the project proposal, a Review Panel of four
individuals from the Western Community and the London Not‐For‐Profit sector has
been established to undertake the review during the coming semester, and
Whereas, the project plan endorsed by the Board of Directors and presented to the
Council establishes that the review will be carried out in five stages over the course
of the coming semester, during which the panel will consult with all USC
stakeholders, review the governance structures of the organization, and evaluate
the effectiveness and efficiency of our governance, and
Whereas, the project plan indicates that at the conclusion of the review process, the
panel will provide the organization with a report and recommendations on a
process for enhancing governance functions, and
Whereas, the implementation of any recommendations arising from the review
process will be the sole responsibility of the Council through amendments to the
policies and bylaws of the organization;
Be It Resolved that Council endorses a deadline of February 10, 2009 for the
Implementation Committee to receive the Report and Recommendations of the
Governance Review Panel, and
Be It Further Resolved that Council directs the Vice‐President University Affairs to
ensure that the Governance Review meets with the established timelines, and
2. Be It Further Resolved that Council strike an ad‐hoc implementation committee
for the governance review under the following terms:
1. Name:
a. The USC Governance Review Implementation Committee
2. Mandate
a. Under the direction of the Chair, the committee shall receive and
analyze the report and recommendations of the Governance Review
Panel.
b. Develop and present to Council an implementation plan to enhance
the governance functions of the USC.
3. Composition:
a. The Vice‐President University Affairs (Chair)
b. One (1) Constituency President (Elected – Voting)
c. Three (3) Faculty Councillors (Elected – Voting)
d. Two (2) Residence Councillors (Elected – Voting)
e. One (1) Affiliate Councillor (Elected – Voting)
f. One (1) Voting Senator/Governor (Elected – Voting)
4. Term
a. Upon receipt of the report and recommendations of the Governance
Review Panel on February 10, 2009, the committee will begin to
develop an implementation plan.
b. The committee will present an implementation plan to the Council at
the February 10, 2009 meeting.
c. After the approval of the implementation plan the Committee will be
dissolved.
