Long-term forecasts – substantial potential for further growth
According to Tourism Towards 2030, the number of international tourist arrivals worldwide is expected to
increase by an average 3.3% a year over the period 2010 to 2030. At the projected pace of growth,
international tourist arrivals worldwide are expected to reach 1.4 billion by 2020 and 1.8 billion by the year
2030. International tourist arrivals in the emerging economy destinations of Asia, Latin America, Central and
Eastern Europe, Eastern Mediterranean Europe, the Middle East and Africa will grow at double the pace
(+4.4% a year) of that in advanced economy destinations (+2.2% a year).
The global market shares of Asia and the Pacific (to 30% in 2030, up from 22% in 2010), the Middle East (to
8%, from 6%) and Africa (to 7%, from 5%) will all increase.
UNWTO updated long-term outlook and assessment of the development of tourism for the two
decades from 2010 to 2030.

International tourist arrivals in the Middle East are estimated at 52 million in 2012. The region experienced a 5% drop in
arrivals due to continued tensions in some of its destinations, while its largest destination Saudi Arabia (-22%) also reported a
considerable decline in arrivals as it could not consolidate its bumper increase of 2011 (+61%). In international tourism
receipts the region’s decline was limited to 2% in real terms, with earnings totaling US$ 47 billion. The region has a 5% share
in total world arrivals and 4% in receipts. The region showed some very mixed results by destination. Egypt experienced a
sustained rebound (+18%) after the decline of 2011. Palestine (+9%) and Jordan (+5%) rebounded as well. Oman and Qatar
also reportedly benefited from strong demand. Lebanon (-18%) is still suffering from the conflict in neighboring Syria.

Bahrain is ranked 4th in the region and 55th
Lebanon ranks 8th in the region and 69th overall

1- Hotel construction preapproval process period to be reduced to two months
instead of three to six months.
2- A one-stop-shop for all sector approvals to be created- a single streamlined
system to be managed by Dubai Municipality.
3- Approval processes of planning permission for all hotel establishments in the
Emirate to be standardised through Dubai Municipality.
4- Government land to be allocated for the development of three-star and four star
hotels-Dubai Municipality and government-linked master developers will work with
DTCM to identify key locations for hotels at favourable investment terms.
Additional incentives to help ensure the development of the additional three and
four star hotels that Dubai will need by 2020 to meet the growth in visitor numbers
include:
1- No fees on change-of-use of land for hotel usage
2- Additional year of exemption of the 10 per cent Dubai Municipality fee for any three
and four star hotels which begin operating before June 2017.

At the projected pace of growth, international tourist arrivals worldwide are expected to reach 1.4 billion by 2020 and 1.8 billion by the year 2030. International tourist arrivals in the emerging economy destinations of Asia, Latin America, Central and Eastern Europe, Eastern Mediterranean Europe, the Middle East and Africa will grow at double the pace (+4.4% a year) of that in advanced economy destinations (+2.2% a year). The global market shares of Asia and the Pacific (to 30% in 2030, up from 22% in 2010), the Middle East (to 8%, from 6%) and Africa (to 7%, from 5%) will all increase. UNWTO updated long-term outlook and assessment of the development of tourism for the two decades from 2010 to 2030. 4
  • 5. International tourist arrivals in the Middle East are estimated at 52 million in 2012. The region experienced a 5% drop in arrivals due to continued tensions in some of its destinations, while its largest destination Saudi Arabia (-22%) also reported a considerable decline in arrivals as it could not consolidate its bumper increase of 2011 (+61%). In international tourism receipts the region’s decline was limited to 2% in real terms, with earnings totaling US$ 47 billion. The region has a 5% share in total world arrivals and 4% in receipts. The region showed some very mixed results by destination. Egypt experienced a sustained rebound (+18%) after the decline of 2011. Palestine (+9%) and Jordan (+5%) rebounded as well. Oman and Qatar also reportedly benefited from strong demand. Lebanon (-18%) is still suffering from the conflict in neighboring Syria. HH Sheikh Mohammed Bin Rashid Al Maktoum Vice-President and Prime Minister of the United Arab Emirates and Ruler of Dubai 1- Hotel construction preapproval process period to be reduced to two months instead of three to six months. 2- A one-stop-shop for all sector approvals to be created- a single streamlined system to be managed by Dubai Municipality. 3- Approval processes of planning permission for all hotel establishments in the Emirate to be standardised through Dubai Municipality. 4- Government land to be allocated for the development of three-star and four star hotels-Dubai Municipality and government-linked master developers will work with DTCM to identify key locations for hotels at favourable investment terms.
