Manager Early Help
Responsible for operational management of team in Children’s Services. The Early Help
service aims to identify families that need support at the earliest opportunity. Early Help supports
families with children (0-19yrs) in order to build their strengths and help them overcome issues .
This is a new service still in the design process with staff from other teams. Strong change
management skills are key due to the dynamics of the team to move them forward.Assessing
incoming referrals and allocate as appropriate, supervise casework, build partnership working in
the locality area and manage staff performance. The Early Help service is developing a model of
practice that involves a ‘Whole Family’ approach that will utilise motivational interviewing skills
and will measure progress using the Family Outcomes Star. line manage a group of Early Help
Practitioners and develop the ‘whole family’ approach across the team. Strong change
management skills are key due to the dynamics of the team to move them forward.Assessing
incoming referrals and allocate as appropriate, supervise casework, build partnership working in
the locality area and manage staff performance. At times this includes doing joint assessments or
visits to families, providing or referring to training and undertaking observations of practice.
Attend meetings and give presentations to other services on the work of the Early Help service.
Represent the Early Help service on working groups and projects, which involves taking on
discrete time-limited pieces of work. Responsible for recruitment, induction and development of
new staff. Act-up for line manager when needed. Ensure the team works within an Equalities
framework and that assessments and plans reflect the individual needs of children and their
families. Ensure staff have effective performance management, appraisal, supervision and
training to enable them to undertake the required tasks. Take delegated management
responsibility for those in the team who are not employed by the Council but contributing to the
outcomes of the service. Contribute to any inspection of the service and prepare staff accordingly.

Oversee delivery of the YOS improvement plan arising from the HMIP Core Case
inspection in 2011. Challenge poor practice and lead on embedding quality assurance
processes that impact on service improvement and performance. Through service
improvement and effective quality assurance contribute to ensuring that a range of high
quality, well coordinated services are delivered to achieve the service’s primary aim of
preventing and reducing offending by young people. Established effective and creative
relationships with key partners, stakeholders and voluntary services to support young
people to address the risk factors impacting on their offending. Operational responsibility
for securing service improvements that arise from the standards of practice and
management oversight in the YOS which directly impacts on the quality of interventions
delivered to young people at risk or involved in the criminal justice system.

Following inspection responsible for writing and implementing long term plans for
programmes, processes and procedures for all aspects of YOT work including, Court
tracking, breach, Asset Quality Assurance, Referral Orders, Risk Register working in
conjunction with the Directorate and Commissioning Team.
To enable team to significantly improve performance in all key areas particularly ones
identified from inspection.
To manage all area of staffing, including supervision, employment and interviewing,
formal capabilities and instant dismissals and ensure performance targets and indicators
are met whilst addressing organisational culture and enabling retention of high
performing and quality staff. To resolve staff disputes and disciplinary procedures.
Provided line management and 1:1 supervisions to all team members ensuring that all
safeguarding procedures are monitored and the long and medium term improvement
plan was adhered to through programmes and budgets.
Ensured statutory and regulatory performance targets were met and inline with national
standards and delivered in accordance with youth justice frameworks and Inspection
frameworks for HMIP and OFSTED.
Championed innovation and change across the organisation by developing new
programmes and processes and implementing practice learning and continued
improvement across the team to enable them to contribute to the scaling up of the
organisation and achieve performance indicators safety and effectively.
Ensuring that stakeholders where part of the development and were able to contribute
ideas for improvement through regular board meetings. To keep them informed and
negotiate changes to contracts.
To ensure effective communication between stakeholders and the community in
developing new and existing services and programmes and to ensure involvement from
families and voluntary organisations across the community.
To ensure all policies and procedures were adhered to and that staff were working in a
safe way with young people and families. Built relations across other teams within the

Willesden Magistrates. Ensured National Standards met by use of wizard tools on a
monthly basis to ensure all Assets, RoSHs, RMPs and VMP’s in date and not duplicated.

  • 2. Nov 13 – Feb 15 Royal Borough of Kensington and Chelsea Manager Early Help Responsible for operational management of team in Children’s Services. The Early Help service aims to identify families that need support at the earliest opportunity. Early Help supports families with children (0-19yrs) in order to build their strengths and help them overcome issues . This is a new service still in the design process with staff from other teams. Strong change management skills are key due to the dynamics of the team to move them forward.Assessing incoming referrals and allocate as appropriate, supervise casework, build partnership working in the locality area and manage staff performance. The Early Help service is developing a model of practice that involves a ‘Whole Family’ approach that will utilise motivational interviewing skills and will measure progress using the Family Outcomes Star. line manage a group of Early Help Practitioners and develop the ‘whole family’ approach across the team. Strong change management skills are key due to the dynamics of the team to move them forward.Assessing incoming referrals and allocate as appropriate, supervise casework, build partnership working in the locality area and manage staff performance. Challenge poor practice and lead on embedding quality assurance processes that impact on service improvement and performance. Through service improvement and effective quality assurance contribute to ensuring that a range of high quality, well coordinated services are delivered to achieve the service’s primary aim of preventing and reducing offending by young people. Established effective and creative relationships with key partners, stakeholders and voluntary services to support young people to address the risk factors impacting on their offending. Operational responsibility for securing service improvements that arise from the standards of practice and management oversight in the YOS which directly impacts on the quality of interventions delivered to young people at risk or involved in the criminal justice system. Jan 12 – August 2012 Harrow Youth Offending Team Locum Practice/Operational Manager Following inspection responsible for writing and implementing long term plans for programmes, processes and procedures for all aspects of YOT work including, Court tracking, breach, Asset Quality Assurance, Referral Orders, Risk Register working in conjunction with the Directorate and Commissioning Team. To enable team to significantly improve performance in all key areas particularly ones identified from inspection. To manage all area of staffing, including supervision, employment and interviewing, formal capabilities and instant dismissals and ensure performance targets and indicators are met whilst addressing organisational culture and enabling retention of high performing and quality staff. To resolve staff disputes and disciplinary procedures. Provided line management and 1:1 supervisions to all team members ensuring that all safeguarding procedures are monitored and the long and medium term improvement plan was adhered to through programmes and budgets.
