2. The Premier's Technology Council (PTC) : building a knowledge based society to better the lives of British
Columbians, improve health and education services, create jobs, generate economic growth, and improve
government efficiency.
To create this knowledge based society, the PTC makes recommendations to the Premier in three key pillars
areas: infrastructure, government services, and the knowledge-based economy.
1. Infrastructure for a Knowledge-Based Society: BC should endeavour to ensure that the technology
infrastructure is in place to support the economic, cultural and social growth of people in BC. This includes
broadband communications, connected education systems, high speed research networks, health networks,
research centers, and university facilities.
2. Government Services for a Knowledge-Based Society: BC must utilize technology to improve
government service delivery. This includes seamless service delivery across government organizations, K-12 and
post secondary e-learning, e-health, and Gov 2.0.
3. The Knowledge-Based Economy: BC must put programs in place that enhance the knowledge-based
industry to strengthen and diversify the BC economy. This includes creating a supportive environment for
business promoting the availability of capital, helping attract and develop skilled human resources, and investing
in research and commercialization
What's Involved Members are asked to be available for periodic meetings, as well as for community
consultations, committee meetings and public presentations. Members are also expected to lead or participate in
teams addressing important technology-related issues. Teams produce submissions for inclusion in PTC reports
which contain recommendations for government action

3. Rogfast Tunnel Norway
Rogfast (from "Rogaland fast
Forbindelse", "Rogaland fixed connection") is a planned
sub-sea northward tunnel between Randaberg near Stavanger
and Bokn in Rogaland, Norway.The tunnel is planned as a 25 km
Connection below the Boknafjord and Kvitsøfjord.
A connection to Kvitsøy will be added. The project will be a world record with respect to
length and maximum depth (380 m below sea level). The cost of the project is assumed
to be around €500-600million The project is currently, as of July 2010, being resolved by the
Norwegian parliament. Seismic survey and core sample drilling is scheduled to start late
summer/early fall of 2010.This will be a part of the main road on the link
Oslo - Kristiansand - Sandnes - Stavanger - Haugesund – Bergen.

The projected tunnel is planned as a twin tunnel with a
cross-section of 2 × T 9.5. There will be an arm up to Kvitsøy
and a two-level underground interchange. The design speed
will be 100 km/h and maximum gradient will be 7%. The
maximum depth will be 390 m.
The tunnel will be ventilated along its length and three
double shafts are planned. The design fire will have a 100 MW
effect at the outset. A complete risk and vulnerability
analysis will be carried out to determine what standard must
be incorporated to achieve a satisfactory safety level with
respect to fire and other undesirable events.
Roughly speaking, Rogfast will generate surplus rubble and
spoil amounting to approx. 6 million m3. This must be utilised
for socially beneficial purposes and it is assumed that most
of it will be used as fill in the sea near where tunnelling
begins. The fill areas will be valuable maritime industrial
