Indicator criteria

Criteria for inclusion of indicators in Indices of Deprivation 2010:

‘Domain specific’ and appropriate for the purpose
Measuring major features of that deprivation
Up-to-date
Capable of being updated at a regular basis
Statistically robust at the small area level, and
Available for the whole of England at a small-area level in a consistent
form
Attributes of the Indices

•

Consistent, allowing comparisons with other areas

•

Identify pockets of deprivation

•

Flexible: users can focus on specific domains of deprivation

•

Authoritative, independent and endorsed by Government

•

Accessible to all, and permit scrutiny of decision making

•

Allow speedy and efficient allocation of funding
Scope of the Review

The updated Indices will be based on the existing IMD model, retain
comparable domains and use the LSOA geography
Objectives:
a) Reviewing the indicators included in the ID 2010 to determine if
they remain fit for purpose and, where there is a clear rationale for
doing so, identifying potential changes to the basket of indicators in
each domain
b) Assessing the current data landscape, documenting changes to
(or out datedness of) previously used sources, as well as identifying
new sources
c) Reviewing whether the statistical methods used in the production of
the Indices of Deprivation 2010 are still justified and assessing if
alternative methods are available

  • 2. Uses of the Indices • Targeting funding or initiatives (national and local) • Setting strategies e.g. Joint Strategic Needs Assessment • Tracking the most deprived areas over time • Assessing inequalities e.g. Slope Index of Inequality • Estimating prevalence by place • Informing communities

Plans for the update • We will be updating the Indices, and have recently issued an Invitation to Tender. • Publication anticipated in 2015 • We will review existing deprivation indicators and methodology • Review will commence in 2014 and will be informed by user engagement • This session provides an early opportunity to give views. Feedback gathered today will feed into the review.

What are the Indices of Deprivation? • Measure relative deprivation • At small area (LSOA) level • Across seven different domains • A combined Index of Multiple Deprivation (IMD) • Last update was the English Indices of Deprivation 2010, based on data from 2008 • Methodology devised for Indices of Deprivation 2000 has been (broadly) followed in subsequent updates

Indicator criteria Criteria for inclusion of indicators in Indices of Deprivation 2010: • • • • • • ‘Domain specific’ and appropriate for the purpose Measuring major features of that deprivation Up-to-date Capable of being updated at a regular basis Statistically robust at the small area level, and Available for the whole of England at a small-area level in a consistent form

Attributes of the Indices • Consistent, allowing comparisons with other areas • Identify pockets of deprivation • Flexible: users can focus on specific domains of deprivation • Authoritative, independent and endorsed by Government • Accessible to all, and permit scrutiny of decision making • Allow speedy and efficient allocation of funding
  • 9. Scope of the Review The updated Indices will be based on the existing IMD model, retain comparable domains and use the LSOA geography Objectives: a) Reviewing the indicators included in the ID 2010 to determine if they remain fit for purpose and, where there is a clear rationale for doing so, identifying potential changes to the basket of indicators in each domain b) Assessing the current data landscape, documenting changes to (or out datedness of) previously used sources, as well as identifying new sources c) Reviewing whether the statistical methods used in the production of the Indices of Deprivation 2010 are still justified and assessing if alternative methods are available

Outputs and dissemination Data: • LSOA-level scores and ranks for: • each domain; • the overall Index of Multiple Deprivation; • the two supplementary indices: IDACI and IDAOPI; and • as many sub-domain and indicators as possible • Summary measures at LA District and County level Reports: • • Detailed technical report Summary report
