Relates to the Senior Leaders overall philosophy and views of extended
learning/training. The question may be "Why is there a backlash to a
culture of training?", Were expectations met in previous training
engagements and if not, why? What do they picture as a successful
training and why? Is your organization able to DEMONSTRATE the value
and ROI for such training engagements? Just some thoughts.

Organization Values

I believe it's important to find the unique individual motivation for
wanting to create a culture of training within each senior leader. It has to
be authentic (come from within) and align within the organizations
goals/results. Otherwise employees will see through it, especially if it's
amongst the first things generally cut when times are tight vs. being
strategic and specific.

4. What is the most important factor for creating a
culture of training within senior leaders?
Leaders need to have the benefits of training brought to the forefront so
that they an see what this culture will achieve for the organisation and
therefore for them. Training is only ever relevant if there is a need to
learn so I would rather ask the question around "creating a learning
environment“
