- Hi. Thank you for inviting us. I’m Colette. And I’m Dave. We are Incite Planning. A bit about who we are: Colette: I am from Moose Deer Point First Nation, on Georgian Bay. I am a cartographer by training, and have worked doing mapping and GIS for a surveyor, Conservation Authority, and the Ogemawahj Tribal Council. I was the administrator at home for a couple of years, and have been consulting for a while now. Dave: I too worked for the Conservation Authority (that’s where I first worked with Colette) and the Tribal Council where I was the Community Planning Advisor. My training and education is in Rural Planning and Development, and I am a Registered Professional Planner. I have also done private consulting work. So Incite Planning is the collaboration of our skills (and personalities – don’t take the bickering too seriously, it is how we “work”).
- What we want to talk to you about today is our particular conception of planning as a cycle. There are numerous steps to planning – we have outlined 12 that we have placed in a circle that we think reflects the way planning can be done. So, we will talk on a bit about that with our slideshow, and we have some handouts for you to help summarize the information. We will do a small exercise about some of these steps, which will: help you look at which ones you have done, which ones you may have ignored, and which ones may be useful in helping you address concerns in your community. Feel free to ask questions at any time. We would rather know what you are thinking at the time than wait to the end and we have all forgotten the context of your concern.
- Planning Definition: the attempt to integrate as much knowledge as we can as a basis for action that will bring about the future we want. This definition is a bit dry, and doesn’t reflect the fact that planning is in many ways a form of “para-politics”, (meaning it involves many political issues without actually being able to make political decisions) just like paramedics do life-saving activities without being able to make medical decisions. It is a complex mix of economic, environmental and social issues, and is in some ways, as much an art as science. So…the questions planners have to ask themselves are: WHEN are the different phases of planning engaged? WHAT are the steps that will take you through those phases? WHY are these steps purposeful? HOW are these purposes fulfilled? WHO fulfills them? The specific question for today is… What steps has your community taken and who has taken them?
- Here we have our model of Planning as a Cycle. There are 4 main phases, each of which leads into the next. Depending on what needs to be done, the entire cycle can take somewhere from 1 to 5 years. What is generally thought of as the first one is: The Decision Phase. It has been suggested that there has to be a deliberate decision to plan. The next phase is that of Research. Actually finding out what we need to know to get somewhere. After that, comes the Implementation Phase. Of putting something in place that helps to get us where we are going. Finally we have the Management Phase where we actually conduct the day-to-day activities that address the problem that led us to plan in the first place. Is it working? As circumstances change (some based on your plan), new decisions may have to be made, initiating a new round of planning.
- In a little more detail – here you can refer to this chart “Overview of the Planning Cycle”– we will talk not only about the “When” (which Phase), but the “What” (which Step), and the “Why” – the purpose of each step.
- Step 1. Vision Creation – to create a vision for the community, identify problems or concerns in community Things are relatively good, want to make them better see problems coming, want to head them off. The whole point of this step is to raise awareness. [examples – community mapping, vision statement, community meetings] Step 2. Assemble Your Team. to provide support and guidance makeup of a good committee looking for enthusiasm, interest in the issues, ability to devote reasonable amounts of time to be part of the group, and people who hold respect in the community. Step 3. Establishment of Goals. set priorities there is no set order. [example – strategic thinking exercise]. Once we have decided there is a problem that we can fix, we have to learn more about it.
- Once we enter the research phase, the first thing to do : Step 4. Define the scope proper outline [example - a Terms of Reference]. Step 5. Need Assessment collect and/or analyze information. [examples - Property surveys, population projections, ecological or economic analysis, or community questionnaires] Step 6. Design a range of alternatives explore the opportunities address priorities that you have set (way back in Step 3). [example - draft a zoning document, environmental management plan, develop design standards, economic development strategy, or consider the various land management regimes available] Step 7. Assess Feasibility impact can be anticipated. [example - GIS analysis, environmental assessments, planning achievement matrix, or cost/benefit analysis]. NA and FA easily confused techniques for both are very similar. Feasibility studies are sometimes done without a range of alternatives. This highlights the need for doing the decision phase well. research phase is where communities will often spend a great deal of money. solutions offered must address the problems identified You don’t want to end up with a solution that does not fulfill your vision.
- Step 8 . Selection of a Policy. approach based on the evidence of the feasibility (Step 7), does not ignore people’s experience and intuition. Step 9. Pilot Project tests the assumptions of our policy approach. uses the policy in a limited way for a distinct period of time Or takes particularly pressing pieces of the policy and applies them, noting the results [example – raising animals, derelict vehicles boundary disputes] Success builds support, if not, can revisit other options. may be skipped Once assured that the policy is workable: Step 10. Adopt it as a solution initiate the change process Council Resolution, communicating the decision to all appropriate departments [example – building crew and site selection], or necessitating staff training.
- All is going well, and you can begin the Management Phase of your planning process. Step 11 . Administer Programme Policy instituted thru day-to-day application 6 to 12 months later… Step 12. Monitoring the Outcome. measures the effectiveness of the solution has much in common with a project evaluation. But ultimately, the performance of your efforts will be measured by the community, and may eventually initiate another round of the planning cycle. This does not have to mean that you completely revamp everything you have done every time you do an evaluation but circumstances will change, and updating will eventually become necessary. While there is a certain sense of directionality to all of this, you can revisit previous steps at any time, should the need arise.
- As we have gone through this, you have probably identified things your First Nation has already done, and things yet to do. So now we will leave our PowerPoint, and take a look at the “who does what” chart.
