International Development Alliance (IDA) is an INGO, global network of community
development associations, leaders and activists who are committed to issues of citizens and
young people. IDA is a network from 115 member organizations and 27 chapters in Europe.
IDA Network is a non-governmental, non-political and non-profit corporation that works
to:
- Support community development as a key method of addressing issues of poverty,
inequality, discrimination, and exclusion;
- Build sustainable peace using community development processes;
- Promote quality education, training, research, practice exchange, and support for
activists and youth workers;
- Assist social integration and personal orientation of the young people in unequivalent
social condition.
Current projects range from crossborder cooperation seminars, capacity building for local
authorities and NGOs, empowerment, trainings.
The main financing and donors- organization in the network are: European Commission-
programmes “Youth in Action”, “Europe for citizens”, National Centre “European youth
programmes and initiatives“, Council of Europe – European youth foundation; CEI – Central
European Initiative.
Number of the employees in the central office:
a/ 5 employees – full time workers, from which: 1 manager project activities; 1office
manager; 3 collaborators “Management of European project and programmes”. The
collaborators are appointed due to the project “First job” from the Operation Programme
“Development of Human Resources”, European Social Fund.
b/ 6 employees – part-time workers, from which 2 web designers and administrators, 1
specialist in organization of meetings, trainings, PR; 2 trainers and experts; 1 accountant.
Equipment and office
The central office of the organization is situated in the centre of Sofia city, Pop Bogomil 1
street. The office is equipped with 5 computers, 4 printers, a phone, a place for break for the
employees. In addition to the office, there is conference hall for meetings and trainings. The
building and the office are accessible for disabled people.

Why is important this project to be realized:
The main reason why we would like to realize this project is related to the application of
modern European directions for a constant dialogue with the young people in the processes
of formation and implementation of youth policies; the young people as the most valuable
resource of the society instead of its major problem; the necessity of empowerment and
investment in young people and last but not least, young people as active participants, not
as merely objects of the implemented policies and measures. The project creates
opportunities for successful realization of the young people, creation of their active civic
positions; opportunities to give voice to their needs and problems, and to share their
readiness for getting involved in the decision-making processes.
The project is exclusively important for the institutional legalization of the youth mediator –
the necessary intermediary between the young people and the local authority. Through
series of training courses and certification of 200 young leaders, we will improve their
creativity, dynamics via method of approach and empathy to different social problems; we
will develop within them different communicational and organizational skills, a professional
‘’flexibility’’ and team-work.
Identification of the needs:
The project identified some further needs with regard to the active youth participation:
 The need to develop a shared understanding of the notion active youth participation
in all its inherent characteristics and dimensions being it:
• Political, social, cultural, economic;
• Legal;
• Conventional, unconventional;
• Participatory, democracy-related, participation;
 The need to develop, improve and reinforce participation and decision-making which
foster European youth participation such as:
• A structured dialogue between main partners and stakeholders;
• Participation strategies in different settings (schools, work, leisure ...);
• The open method of coordination;
• Co-management and co-decision approaches;
• Exchange of practice, strategies and ideas.
 The need to develop better educational and youth work concepts, tools and practice,
for instance
• Trainings for mediators;
• Tool-kits for learning, training and youth work activities;
• Holistic approaches in formal, non-formal and informal learning;
• Blended learning in all settings.
 The need to produce and provide more knowledge and a better understanding of
these issues, particularly through:
• Research and studies;
• Exchange and dialogue.
Through the different activities offered in this project we offer formal and non-formal
opportunities for the development of the young people with multi sector directions and the
creation of innovative initiatives, related to active participation and European self-realization
such as:

• organization of events for capacity-building (4 training courses) and certification
of minimum 200 mediators;
• creation of new instruments for the needs of the civil society, capacity- building
and support for strengthening the local democracy;
• creation of a stable base for permanent monitoring and observation of the
development of the local democracy;
• creation of an European network of youth mediators, who will play a key role of
intermediaries between the youth NGOs and the local authorities in relation to active civil
participation in the decision-making processes at local, national and European levels
During the project we will form an international network of the young mediators for the
creation of proposals and development of conceptions and strategies for the formation
execution and evaluation of the sector policies on European level. After the project’s end the
network will have 2 work meetings and will function as a representative of the interests of
the young people in front of the interested parties, and on local level will organize various
youth campaigns and initiative.

C. Operational capacity
Professional competences and qualifications:

General management experience and capacity:
During the last years, the organization gained a significant experience in regard to
development and implementation of youth politics, authorizing of the citizens and
developing of the civil society through the realization of over 30 projects (trainings and
campaigns) with the participation of over 1000 young people and citizens. In 2011 we
developed a detailed 3-years plan for working with young leaders, workers, municipal
employees for active involvement of young people and citizen in the decision-making
process and governing at local and national level. As a part of the strategy is the project for
developing of European civil resource centres, submitting informational and methodical
help to NGOs and Municipalities.
Projects such as: “ACADEMY FOR LEADERS”, “ACADEMY OF SUCCESS”, “NON
DISCRIMINATION IN UNIDET EUROPE”, “READY FOR 21ST CENTURE – THE EU AFTER THE
TREATY OF LISBON”, “YOUTH VOICE”, “GENDER EQUALITY – WAY TO INCLUSIVE
SOCIETY”, ACTIVE CITIZENSHIP THROUGH INCLUSION AND VOLUNTEERING IN EUROPE,
"EXCLUSION OF VIOLENCE: MAINSTREAMING THE CULTURE OF PEACE AMONG THE
YOUTH OF THE WORLD", “PROJECT TO PROMOTE SOCIAL INCLUSION”, “YOUTH TRAINING
FOR HEALTH AND WELLNESS”, “EXPERIENCE FOR BETTER QUALITY PROJECTS”, “NO
BOUNDARIES, NO EXCLUSION - 3RD CHAPTER” contributed significantly to the developing
of the organization’s capacity and to the popularizing of youth activities, policies and
strategies at local and international level.
Specific experience and capacity related to the present invitation:
The organization has significant experience in project related to the problems of the young
people concerning the communication and interaction with the local authorities. During
2012 towards the project “EUROPEAN RESOURCE CENTRES” we created 7 European online
platforms and spacious campaigns, which submit information and methodical help to NGOs
and Municipalities. Towards this project we created an international network of over 200
European organizations and online platform for exchange of information and resources.
Through projects as “Promoting Youth Employment” we have tried to represent clearly the
situation in Europe in relation to the youth engagement and the local and European policies
for solving this problem. During the meetings with the municipal representatives and
businessmen, we have tried to define the main parameters and to give a way for evaluation
of the role of the local authorities in the realization of the youth policies concerning the
unemployment overcoming. The project „Academy of success” has tried to define a list of
key competencies which the youth leaders should have in order to realize common projects
between the youth NGOs and local authorities. Through the project „Volunteers without
border” we have tried to emphasize on the role of the youth volunteers in the realization of
the common projects and initiatives of local and national significance. Through the project
“Journalists for transparent governance”, we have tried to emphasize on the role of the
traditional and social media in the reflection of the socially important events and the
functions of the media as a regulator and controller of local and central authority.

1.The co-organiser grants power of attorney to the coordinator, to act in its name and for its account in submitting the
above project and, if selected for a grant award, signing an agreement and its possible subsequent riders with the
Education, Audiovisual and Culture Executive Agency. Accordingly, the co-organiser hereby mandates the
coordinator to take full legal responsibility for the implementation of the above project and related agreement with
the Agency.
2.The co-organiser hereby confirms having taken careful note of and accepts all the provisions of the relevant call for
proposals and the model grant agreement, in particular of all provisions affecting the co-organiser and the coordinator
(Article I.3). The co-organiser acknowledges that, by virtue of this mandate, the coordinator alone is entitled to
receive funds from the European Union and distribute the amounts corresponding to the co-organiser's participation
in the project as laid down in Article I.3.1h and Article I.7.3 of the model agreement.
3.The co-organiser hereby agrees to do everything in its power to carry out properly the actions assigned to it acting on

A. Context
Please describe:
• the background of your organisation's community/milieu (where relevant also of your partners), with regard to non-formal
learning and youth work;
• any existing deficiencies/shortages which are targeted by your project.
The background of the organisation and our partners with regard to non-formal learning and youth work
The main objectives of the three-year strategic plan of the IDA Network (all partners in this
project are members of the network) are associated with the widespread recognition of the
value of Non-formal education (NFE) in promoting active youth participation and citizenship.
A part of the activities of our network and partners is exactly the validation and legalization
of the informal education. Our project and initiatives are directed mainly towards support of
youth leaders in their efforts to include NFE in their chapter qualifications frameworks that
will enhance the transfer, transparency and recognition of qualifications as learning
outcomes. Through training and certification of more than 200 young leaders we promote
“self recognition” of non-formal education – the recognition of the competences gained
through non-formal education by young people themselves.Through this project we will
make the informal education valuable and we will give an legitimate image of it in the local
society. Only by doing so, the young people will gain self-confidence that they are legally
qualified participants in the decision-making process and that their voice will be heard.
Identification of the needs and problems
In one democratic society, the equal participation in the processes of decision making of all
social groups is a crucial element for the effective and just functioning of the entire society.
On this stage the participation of young people, especially from the sparsely populated towns
and villages, and representatives of the different ethnical communities, in the public
processes is one of the lowest in Europe.
According to data of the Eurobarometer (“European Youth: Participation in Democratic Life,
April 2013”):
- only 15 % are members of public organizations;
- not only that but almost 28% of the young people in Europe do not know what they
can do to influence the decision-making processes.
At the same time, the public organizations (political parties, NGOs, youth organizations, etc.)
remain the main instrument through which a particular social group can influence the
decision-making processes and influence its own interests. This point of view clarifies that
the young people in Europe are not only unequal participants in the policy-making processes
but also have limited influence on the public decisions that are taken. That makes the young
people very sceptical about the possibilities of significant positive changes in the
surrounding public environment. The low participation among the European youth (with an
accent on these sparsely populated towns and villages, and the different ethnical origin) in
the public organizations is an alarming tendency, posing under question the stable,
sustainable development of the democracy in Europe.

A. Context
On the other hand the local governments are the authorities that are the closest to the
people, respectively, to the young people. The local authorities, represented by the Mayor
and the Local counsellors, have the financial resources, the material and technical bases, the
rights and the human capacity, through which they can plan and implement projects. But
they also have responsibilities, primarily towards the young people as a momentous part of
the future of the local community. That is why the role of the local authorities in the
encouragement of youth participation in the local governance is of primary importance.
Precisely through such participation on local level, through appropriate conditions and
environment, the young people can from a very early age develop their democratic reflexes
and common public knowledge.
If we keep closing our eyes to the problem of youth participation in the local governance, we
leave open doors for other social, economic and cultural problems. Before making any
attempts to engage the young people with the local governance we should study the nature
and depth of the problem called “youth participation in the local governance”
In this process the youth organizations supported by the state assume their functions to
support young people, to create conditions for their non-formal education, training and
development, as well as opportunities for successful realization of the creative and work
potential of the youth. Democracy exists primarily because of the social engagement and
involvement of the young people for whom that is the only way to participate in the creation
of their own future. To make that possible and to ensure the success of their engagement, the
young people should be prepared through practical leadership and mediation trainings. The
project aims to train young people, the so called future leaders through specialized training
on civil courage and democratic engagement.

B. Objectives of the project
• how your project is in line with the general objectives of the Youth in Action Programme;
General objectives:
• Promotes young people’s active citizenship in general and their European
citizenship in particular - The project aims at identifying the role of the young
people and the development of general concept for the challenges and the priorities
for the youth in the civil partnership and education. The aim of the project is
creation of leaders, who will play the role of “civil mediators” between the young
people and these responsible for the conduct of the youth policies. Develops
solidarity and promote tolerance among young people, in particular in order to
foster social cohesion in the European Union – the project aims at raising the
conception and the advantages for the youth comunity and the participation of the
youth, encouragement of the civil education and training in terms of the rights of the
young people, participation in the social life; identification of the role of the young
people with minority backgrounds and development of the common understanding
of the challenges and priorities of the young people in the area of global solidarity,
citizenship and European participation; encouraging and assisting in the knowledge
of the different ethnic groups and their cultures for stimulation of tolerance,
agreement, interaction and dialogue between the groups.Through this project we will
trained over 200 young leaders, who will gain professional mediators skills in
advantage and support of the socially unprosperous, the isolated, the young people.
Fosters mutual understanding between young people in different countries: we
strive for creating optimum conditions for development of personal and professional
skills, knowledge turned to the development of competent and enterprising young
people, especially those from the small towns and villages, through taking part in all
stages of the project and using the elements and methods of the non-formal
education. Development of personality skills, knowledge and attitudes towards
culture, the daily life and the consciousness of the others and the acceptance of the
different ones;
• Contributes to developing the quality of support systems for youth activities and
the capabilities of civil society organisations in the youth field: our goal is related
to support for youth leaders and workers and creation of systems for youth activities

1. Partners and Coordination
The project’s methodology includes the creation of two international committees – scientific
and coordinational - that will ensure the organization of the activities and the measurement of
the results. Participation of the partners: in the coordinating meetings; in the preparation and
translation of the educational modules, manuals, methodological and presentation materials;
organization and participation in the 4 international training course; creation of the European
network of the youth mediators ; management of the coordination with local medias.
2. Methodology of the project activities
The methodology for execution of the current project proposal is based on multi-disciplined
method, including a vast set of concrete ways and methods – ex. Using of new methods and
tools for working; using of the empirical educational method; conduct of surveys for the
public opinion and needs of the young people; social discussion, active involvement of direct
beneficiaries and main interested sides in the project proceedings.
In accordance with the execution criteria, the following methods are chosen:
1. Method, based on the phases
The execution of the project is divided into three phases; each of them consists of several
main activities:
1. Exchange of activities, practices and results among the partners through exchange of
information on-live, via telephone conversations and 2 coordinational meetings.
2. Elaboration of a manuals with good practices and presentation of cases and situations,
games, simulations for needs of young leaders and mediators;
3. Organization of 4 international training courses on the subject of younth
participation, local authorities – types of civil participations; mediations and
intermediary; representation and support; examination of social needs and plans for
local development; informal education and project implementation with the
participation of interested sides.
4. Organization and creation of the European network of the youth mediators;
5. Realization of publications and materials about the project: manuals, DVD with
adapted version of the interactive programs; other informational materials (flyers,
posters, web site); press conferences.
6. At the project’s end we will do an inner evaluation of the project.
2. Conduct of inquiry on the basis of the method based on experience
An assessment in advance of the participants’ needs in the target groups will identify their
special needs and will direct us towards the essence of the problem. The monitoring and the
assessment of the project on behalf of the target groups, make the project reliable and in
accordance with the necessities of the youth.
3. The Informational method, also, has a key role in the project activities. The
implementation of informational web site with detailed information will provide publicity

Description: Developing and printing of training materials for the needs of the young
people – a two reference books full of:
- “Good practices, methodology, role playing, and simulations”.
- “The youth mediator – roles, principles, functions, work methods”.
Design, printing and spreading of informational materials: fliers, posters, t-shirts, DVDs full
of information about the purposes, activities, training materials, the program, sponsors.
Explanation:
1. Developing, translating and printing of a two reference books full of good practices,
methodology, role playing, simulations for the needs of the training courses; the roles of
the youth mediators;
2. Popularization of the project’s aims, main activities and expected results; at the end –
presentation of the materials and the products.
3. Creation of an Internet portal for fast communication and exchange of information
among the partners, the target group and other interested people and organizations.
4. Creation of the project’s logo, which will be its vision in all informational, educational
and technical materials.
5. Before and after each main activity will be published materials on local and national
level, and at the end – on European level. All available Medias (printed, electronic) will be
used, as well as new forms: social networks, blogs.

1. Every partner, together with trainers and youth workers will suggest different
methodical practices (role playing, simulations, technics), which will be included in the
content of the reference books.
2. Each partner will organize a short press conference at the beginning and end of project.
3. BD, Romania will create and administer the project’s website and all partners will be
responsible for its content.
4. IDA will create the project’s logo.
5. Each partner is responsible for publications on local and national level; IDA for
publications outside the partner-countries.

Description and Explanation: Selection of the participants and formation of the groups
for each TC. Conclusion of contracts with hotels, restaurants, transport companies, where
the training courses will take place. Preparation of information packages for the
participants (transport, program, and accommodation, information about the place and the
region/city, phone numbers of the organizers, emergency medical services and other
relevant information). Distribution of information and materials about the project
activities to national and local print and electronic media.
Role of the partners:
IDA will be responsible for the overall organization of the training courses. Each partner
will be responsible for selection of the participants and formation of the groups in the
respective partner country. All partners will be responsible for elaborating the information
packages for the participants: information about the venue, the country, local transport

Implementation of European network for youth mediators, which will have the following
goals: to help the democratic development in Europe by assistance to the institutions,
nongovernmental organizations and specialists for improvement of the politics and the
practice in the area of the youth and social policies, protection of the young people,
education, economic development and preservation of the environment. The network will
provide for a stable dialogue between the youth organizations and the local authorities, as
well as for encouraging participation in the various not so well represented organizations,
groups and ethnic societies in the decision-making process. The network will consist of
minimum 100 youth mediators, mediating organizations and local authorities – it will play
the role of coordinator between the different parts.

PLAN FOR THE MANAGEMENT OF THE PROJECT
The development of a detailed working plan and digital calendar plan-schedule will be
implemented during the first month of the project execution.
The main tool for the successful project management (including the limiting of the risks) is
the creation in advance, on behalf of the team, of a detailed working plan and time schedule
for the determined activities along with clear individual obligations and responsibilities. The
decentralization and the active work with the interested sides are also proved effective ways
for successful project realization.
The direct participation of the team in the project activities is distributed in the
following way:
(а) Activity І – during the making of the contracts between the team and the foreign
executives; during the detailed defining of the activities and all phases of the project; during
the development of the programme and methodology of the trainings; during the developing
and applying of the communicational and informational project strategy; during the

Through the proposed methods of non-formal education the young people will have the
opportunity to develop their:
- Leadership skills: team building, network building, negotiation, team and external

intelligence, self-awareness and self-reflection, presentation skills etc.
- Creativity: stimulation of creative and critical thinking, change of mental models,
lateral thinking etc.
- Practical work: working on cases/ case studies and meetings with the actors in the
situations; acquisition of practical experience and work on a real case- the
participants will have the opportunity to meet the stakeholders and to discuss
together and propose strategies and solutions; identifying needs, working with
European and national institutions etc.
- Strategic thinking: thinking in systems, skills for systems mapping, models for
improvement and change of already existing systems and creating new ones
- Creating ideas: support and work on different ideas, proposed by the participants, getting in
touch with a mentor and support for putting the ideas into practice; funding
opportunities.
Through different activities, suggested in this project, we offer formal and non-formal
training opportunities with multisectoral purpose and opening of innovatory initiatives,
related to active citizenship and European identity.

2. Skills are the core of practical knowledge. Workshops for acquiring practical
knowledge will be included in the whole program. The skills will be focused mainly

involvement/ commitment of the participants:

The planned activities and working methods will have a direct effect on the personal and
social development of the young people, involved in the project. All activities will support
the social and personal growth, the moral education and development of moral and social
skills, that the coming generation needs to meet the challenges of modern times.
They will develop skills and habits for team work, basic communication and self expression
skills, as well as skills for raising the self-esteem of youngsters as European citizens. They
will have the chance to acquire decision-making skills, thinking assessment, initiative,
creativity and cooperation skills, stimulating tolerance, understanding and dialogue. In
terms of personal behavior these young people will gain useful skills for accurate
expression and effective communication with other people. All participants are given an
equal opportunity, a right to choose and responsibility.
The working methods will help for developing skills for precise situation assessment as well
as cultivating an analytical way of thinking. The sense of good and valuable is stimulated,
sense of real and spiritual values and of revealing their universal dimension through the
prism of a multicultural national psychology.

Direct target groups:
Youth and social workers; Representatives of youth NGOs and local authorities; Project

small towns and rural areas.

Each training course is designed for 35 people: youth and social workers, youth leaders,
project managers, trainers, representatives of youth organizations, who:
 are motivated to improve their professional skills and qualifications by
participating in experimental trainings;
 are ready to learn from their own experience and to be integral part of the
training activities during the trainings;
 are experienced in developing projects and direct project management with and
for young people;
 have organized and participated in the organization of at least one youth
project;
 are committed and motivated to work directly with young people on topics
related to active citizenship and education;
 are supported by their organization (NGO) during their current and future
work;
 are ready to estimate and question their own views and working approaches as
youth leaders/mediators;
 are motivated to attend a training course and are able to guarantee its
sustainability and multiplication;
 to be motivated for multiplication of the project and to work as mediators in
their societies;

The young people will be included in all stages:
- in the preparation of the project and the trainigs – a short survey will be conducted
amoung the young people regarding the needs, problems, expectations from future youth
moderators;

- they will be the main “players’’ after the end of the project, because they are in the role of
mediators among the young people and the local authorities; also they will be

E. Multiplying effect and sustainable impact
• the expected multiplier effect of the project in the area of youth and non-formal learning;
Through the project realization, we will contribute to the institutionalization of the informal
education. Our goal is the young leaders to receive deep knowledge about mediation and
they themselves to become official intermediaries among the young people and these making
the decision, which define the youth policies. Through this project we defina a longterm aim
– the implementation of European network of youth mentors. This network will serve as
intermediary in argument solving or in the decision-making process in advantage to the
young people. Only by doing so, the informal education will gain official image and will be
accepted by the official institutions. The young people will have official images, not only just
“educated” young people. The training of over 200 young people and their union into one
European network, will give a start to the official accredit of informal education in Europe.
• the expected impact of the planned activities on the young people/youth workers involved;
Through this project over 200 young leaders will gain deep knowledge about the role of the
mediators, their meaning and functions as intermediary between citizens and local
authorities. We have tried to cover almost all areas of the daily life – from sport and leisure
time, through civil rights and young employment, to Eurointegration and local democracy.
We think that this project will be helpful to the young people in Europe. After the courses,
each of the trained ones will be able to train other young people and we will reach “a domino
effect”. The handbooks, which are part of this project, will be the main tools in the work with
future mediators and multiplicators. One of them will be the basis and will give reliable tools
for conduct of trainings and multiplication of the main activities; the other one will be
directed fully at the role, the functions, responsibilities, skills and methods of the mediator.
The project is exclusively significant for the young people who are unable to get involved
directly in the project. Through their mediators, they will have official speaker and
representer of their problems and ideas. They all can receive pieces of advice, can suggest
ideas and realize their potential.
• the impact in a short, medium and long term perspective on your organisation and - where relevant – on the partners involved.
The project is exclusively important to the current and future development of the
organization. A part of the strategy of IDA Network is oriented at official recognition of the
informal education. The project is in addition to the priorities of the network and the project
further develop the organizational capacity of the organization; implement an unique
program for trainings of mediators which will be applicable in other similar trainings; a
professional orientation of the participants and developing of expertise level on behalf of the
organizations themselves. In long term, our goal is to work in improving the level of the
mediator skills and the value of the received certification. We should make a request to the
European institutions and networks for recognition of the received certificates regardless of
the country .
Sustainable impact
The stability of the project is expressed in two aspects. On the one hand, the stability
concerns the project impact on the local community in a long-term plan – increase in the civil
participation in regard to the interaction between the objects: citizens- institutions; citizens-
EU policy. On the other hand, the stable development of results can be related to the
multiplication of the impacts outside the bounds of this project – the implemented
mediatoring network can further develop to become spacious European association.; the
methodology and the materials can be multiplicated by each organization in Europe and the
organization to conduct trainings for mediators.
The main aspect of the institutional stability of the project is the implemented local and
international capacity for partnerships between the Institutions (Municipalities, NGOs, EU
Institutions) and the young people. During the project execution, we provide for the

F. Dissemination and exploitation of results

Please give a detailed description of the strategy defined and the measures planned in view to spread and exploit the results of the
project. In this respect, please consult Section 11 - Publicity of the Applicants' Guidelines.
Distribution and applicability: It should be mentioned, that the consortium of the project
gives great significance to the development of a detailed and vast plan for distribution of the
project results in order to reach maximum advantages for the target groups and the potential
users. That is why the following characteristics are included in the plan for distribution:
- Involvement of all interested sides since the beginning of the project and
undertaking of active proceedings and materials for distribution;
- Active participation on behalf of all partners and the usage of their partner
networks;
- Using of different methods for distribution as the emphasis is on the electronic
means ( electronic mail and internet), publishing and electronic media;
- Creation of national lists of potential media and specialized media in areas of
informational technologies;
- Using of informational brochures;
- Using of local media, meetings with local partners and organizations.
Publishing through the media:
1. Publishing of information about the project in the media: fundamentality, tasks,
goals, results and other issues within the working programme;
2. Organization of meetings with the media during the phases of the project- work
meetings, training courses, conference;
3. Conduct of interview and broadcasting on different interested televisions.
Internet publications:
1. Implementation of web site for the project and involvement on the internet;
2. Results from the conducted training courses;
3. Results from the conference;
4. Partnership monitoring.
5. Popularizing of the results in real and multimedia area through the activities of the
partners, the national and international network (115 organizations and
municipalities in Europe) of the leading organization;
Publishing and distribution of the printed materials:
1. Drawing up of 2 handbooks and their distribution: “Good practices, methodology,
role playing, and simulations” and “Тhe youth mediators – roles, principles,
functions, work methods”
2. Developing and printing of advertising and presenting materials – around 1000
posters, flayers, informational panels (plastic) with information about the goals,
activities, methodology, products, donors;
3. Distribution of invitations, informational leaflets and advertising materials to the
interested persons and target groups;
4. Publishing of materials on the internet (online version) – advertising materials in
English and in all partner languages.
Conduct of workshops, discussion, meetings:
1. Conduct of regulatory meetings with the project team and external experts and
lecturer;

G. Visibility
Publicizing the activities:
The main task is to manage to convey the “youth message”. We are going to draw up and
disseminate commercial materials – posters, stickers, T-shirts, hats, pens; we are going to
invite journalists, we are going to create press-messages and articles for the local
newspapers and websites; we are going to create an internet group, a photo-gallery and a
blog.
Publicizing the programme:
The project is going to function as a “multiplication” of the programme, with respect to the
increasing of the opportunities it provides. We are going to include information about the
activities of the programme, its objectives and characteristic features, its target groups and
opportunities.
The following methods will ensure the project’s visibility:
• Media: written press, radio & television will play a key role in disseminating the
final outcomes. It will be engaged at local/regional levels and at the European one.
Media will play an important role for the promotion of project's activities & results
involved in all phases (local &international), reaching the youth people. The
partners will contribute to the visibility by involving their press offices. Written
press, radio and television will be engaged at all levels.
• Website: an important mean to promote the project's activities & the final results.
It will be the key tool for external and internal communication and interaction.
Forums and intranets will be building for each partner’s website to be used as
channel for exchange of the information. It will also be used for publication of
training materials and modules. All the relevant documents (including final
recommendations and evaluation results) will be up-loaded on the website
promoting them thus on an extensive basis.
• A specific Logo will be designed to ensure an easy but high visibility of the project.
• Publications: will include the outcomes of the project, focusing in particular on the
importance of the Programme and youth participation, including
recommendations drafted during the process/evaluation results.
• Leaflets & newsletters: will be produced in several languages and printed in 2000
copies.
• DVD: multimedia product, which will include all the information about: project
objectives, activities, partners, funders, results, materials (1000 copies).
• Partners’ Networks: Project's activities and final results will be spread out through
the network. It is important to underline that the partners’ members will act as an
important information/dissemination platforms for the project.
• EU support Visibility: a particular attention will be paid to make EU visible during
events and in all the material diffused.
Concerning the dissemination of the results at the political level, the project's results will be
disseminated both on local and on European level. During the implementation of the
project, the local meetings, trainings, foresees the interaction with local NGOs and potential
participants. On European level - 1 international presentation with the opportunity to
promote the project, both through media and through addressing stakeholders on
European level. After the project implementation, during the follow-up phase, partners will
continue to disseminate the outcomes by promoting bilateral meetings with youth people,
local politics, and authorities.

H. Evaluation and follow-up

• the evaluation activities to be performed during the project implementation;

Evaluation:
Surveillance, control, evaluation and verification of the achieved results will be conducted
by the leading organization and the partners by places. The surveillance to the ongoing
activities will be carried out by the organizers.
Surveillance:
Current supervision and control tasks during the execution to the project activities:
1. Comprehensive description of the executed project activities, the developed educational
and methodological materials, the attracted human resources, the utilized funds, the
insured technological-informational provisioning, will be done every three months.
2. Assessment of the capacity of the established prerequisites and conditions for the
execution of the project activities, including:
• degree of information for the project among its executors and its addressees;
• knowledge of it objectives at different levels of implementation;
• mechanisms for ensuring transparency in the work on the project;
• degree of utilization of the financial funds for project.
Will be performed by each partner organization every three months. The lead organization
will summarize the results.
3. Assessment of the process of implementation of the project through full compliance with
the deadlines and the internal logic between the phases for the implementation of each
activity, will be carried out every three months;
4. Assessment of the degree of familiarity with the project objectives, the degree of
effectiveness of the results and possible prospects will be done through interviews,
assessments, feedback with the addressees immediately after the corresponding project
activity.
4. Identifying of key success stories in the execution of the project and examples of
achieving the objectives. Factor Analysis.
5. Development and testing of specific indicators to identify the factors, essential to the
realization of the project - information resources, human resources, financial parameters,
the presence of unforeseen events, etc., for each one of the activities.
6. Submission of systematic information on the results of the implementation of the project,
specified in order to engage as many stakeholders in the realization of the objectives
pursued and in achieving maximum results, will be made every three months by each
project partner.
Accounting
1. Internal reports for accomplished specific activities according to the schedule of
activities.
2. Every three months - a progress report containing:
• description of the accomplished work;
• number of developed and published materials;
• number of direct and indirect participants in the activities;

Control:
The performance of control to the execution and the progress of the project will be on a set
schedule, periodically and after the accomplishment of each one activity in order to be
made a reasonable conclusions about the project progress and to be detected eventual
deviations from the planned, in order to respond in appropriate way to this.
The control will be carried out based on the following indicators:
• number of realized project activities and progress towards execution of the
objectives;
• project costs to the current moment;
• availability and use of resources;
• realistic schedule and changes thereto;
• administrative matters.

  • 4. International Development Alliance (IDA) is an INGO, global network of community development associations, leaders and activists who are committed to issues of citizens and young people. IDA is a network from 115 member organizations and 27 chapters in Europe. IDA Network is a non-governmental, non-political and non-profit corporation that works to: - Support community development as a key method of addressing issues of poverty, inequality, discrimination, and exclusion; - Build sustainable peace using community development processes; - Promote quality education, training, research, practice exchange, and support for activists and youth workers; - Assist social integration and personal orientation of the young people in unequivalent social condition. Current projects range from crossborder cooperation seminars, capacity building for local authorities and NGOs, empowerment, trainings. The main financing and donors- organization in the network are: European Commission- programmes “Youth in Action”, “Europe for citizens”, National Centre “European youth programmes and initiatives“, Council of Europe – European youth foundation; CEI – Central European Initiative. Number of the employees in the central office: a/ 5 employees – full time workers, from which: 1 manager project activities; 1office manager; 3 collaborators “Management of European project and programmes”. The collaborators are appointed due to the project “First job” from the Operation Programme “Development of Human Resources”, European Social Fund. b/ 6 employees – part-time workers, from which 2 web designers and administrators, 1 specialist in organization of meetings, trainings, PR; 2 trainers and experts; 1 accountant. Equipment and office The central office of the organization is situated in the centre of Sofia city, Pop Bogomil 1 street. The office is equipped with 5 computers, 4 printers, a phone, a place for break for the employees. In addition to the office, there is conference hall for meetings and trainings. The building and the office are accessible for disabled people. Other resources The association is member of : - The Observation Committee towards Operation Programme “Development of Human Resources”, European Social Fund, The Ministry of Labour and Social politics, Bulgaria; - The Thematic work group for developing the Operation Programme “Science and education for intelligent growth 2014-2020”, The Ministry of Education, Youth and Science, Bulgaria; - The Thematic working group for developing the Operation Programme “ Good governing “ 2014-2010, Government of Bulgaria; - ALDA (Association of the Local Democratic Agencies). Why is important this project to be realized: The main reason why we would like to realize this project is related to the application of modern European directions for a constant dialogue with the young people in the processes of formation and implementation of youth policies; the young people as the most valuable resource of the society instead of its major problem; the necessity of empowerment and investment in young people and last but not least, young people as active participants, not as merely objects of the implemented policies and measures. The project creates opportunities for successful realization of the young people, creation of their active civic positions; opportunities to give voice to their needs and problems, and to share their readiness for getting involved in the decision-making processes. The project is exclusively important for the institutional legalization of the youth mediator – the necessary intermediary between the young people and the local authority. Through series of training courses and certification of 200 young leaders, we will improve their creativity, dynamics via method of approach and empathy to different social problems; we will develop within them different communicational and organizational skills, a professional ‘’flexibility’’ and team-work. Identification of the needs: The project identified some further needs with regard to the active youth participation:  The need to develop a shared understanding of the notion active youth participation in all its inherent characteristics and dimensions being it: • Political, social, cultural, economic; • Legal; • Conventional, unconventional; • Participatory, democracy-related, participation;  The need to develop, improve and reinforce participation and decision-making which foster European youth participation such as: • A structured dialogue between main partners and stakeholders; • Participation strategies in different settings (schools, work, leisure ...); • The open method of coordination; • Co-management and co-decision approaches; • Exchange of practice, strategies and ideas.  The need to develop better educational and youth work concepts, tools and practice, for instance • Trainings for mediators; • Tool-kits for learning, training and youth work activities; • Holistic approaches in formal, non-formal and informal learning; • Blended learning in all settings.  The need to produce and provide more knowledge and a better understanding of these issues, particularly through: • Research and studies; • Exchange and dialogue. Through the different activities offered in this project we offer formal and non-formal opportunities for the development of the young people with multi sector directions and the creation of innovative initiatives, related to active participation and European self-realization such as: Youth in Action Programme – 2013 – Action 4.6: Partnerships Page 5
  • 6. • organization of events for capacity-building (4 training courses) and certification of minimum 200 mediators; • creation of new instruments for the needs of the civil society, capacity- building and support for strengthening the local democracy; • creation of a stable base for permanent monitoring and observation of the development of the local democracy; • creation of an European network of youth mediators, who will play a key role of intermediaries between the youth NGOs and the local authorities in relation to active civil participation in the decision-making processes at local, national and European levels During the project we will form an international network of the young mediators for the creation of proposals and development of conceptions and strategies for the formation execution and evaluation of the sector policies on European level. After the project’s end the network will have 2 work meetings and will function as a representative of the interests of the young people in front of the interested parties, and on local level will organize various youth campaigns and initiative.   • 7. C. Operational capacity Professional competences and qualifications: • Please describe the know-how of your organisation in the fields covered by the Call for proposals. Organisations applying for a grant equal or above EUR 60 000 must (See Section 7.1 of the Applicants' Guidelines): • Illustrate such experience by means of a list of projects already implemented (the past two years only) in the relevant fields. Please also mention the different products realised by these projects, i.e. publications, website, etc. Please give precise references. • Please attach a copy of the Curriculum Vitae of the person responsible for the general coordination/implementation of the action (project manager) showing his/her relevant professional experience. General management experience and capacity: During the last years, the organization gained a significant experience in regard to development and implementation of youth politics, authorizing of the citizens and developing of the civil society through the realization of over 30 projects (trainings and campaigns) with the participation of over 1000 young people and citizens. In 2011 we developed a detailed 3-years plan for working with young leaders, workers, municipal employees for active involvement of young people and citizen in the decision-making process and governing at local and national level. As a part of the strategy is the project for developing of European civil resource centres, submitting informational and methodical help to NGOs and Municipalities. Projects such as: “ACADEMY FOR LEADERS”, “ACADEMY OF SUCCESS”, “NON DISCRIMINATION IN UNIDET EUROPE”, “READY FOR 21ST CENTURE – THE EU AFTER THE TREATY OF LISBON”, “YOUTH VOICE”, “GENDER EQUALITY – WAY TO INCLUSIVE SOCIETY”, ACTIVE CITIZENSHIP THROUGH INCLUSION AND VOLUNTEERING IN EUROPE, "EXCLUSION OF VIOLENCE: MAINSTREAMING THE CULTURE OF PEACE AMONG THE YOUTH OF THE WORLD", “PROJECT TO PROMOTE SOCIAL INCLUSION”, “YOUTH TRAINING FOR HEALTH AND WELLNESS”, “EXPERIENCE FOR BETTER QUALITY PROJECTS”, “NO BOUNDARIES, NO EXCLUSION - 3RD CHAPTER” contributed significantly to the developing of the organization’s capacity and to the popularizing of youth activities, policies and strategies at local and international level. Specific experience and capacity related to the present invitation: The organization has significant experience in project related to the problems of the young people concerning the communication and interaction with the local authorities. During 2012 towards the project “EUROPEAN RESOURCE CENTRES” we created 7 European online platforms and spacious campaigns, which submit information and methodical help to NGOs and Municipalities. Towards this project we created an international network of over 200 European organizations and online platform for exchange of information and resources. Through projects as “Promoting Youth Employment” we have tried to represent clearly the situation in Europe in relation to the youth engagement and the local and European policies for solving this problem. During the meetings with the municipal representatives and businessmen, we have tried to define the main parameters and to give a way for evaluation of the role of the local authorities in the realization of the youth policies concerning the unemployment overcoming. The project „Academy of success” has tried to define a list of key competencies which the youth leaders should have in order to realize common projects between the youth NGOs and local authorities. Through the project „Volunteers without border” we have tried to emphasize on the role of the youth volunteers in the realization of the common projects and initiatives of local and national significance. Through the project “Journalists for transparent governance”, we have tried to emphasize on the role of the traditional and social media in the reflection of the socially important events and the functions of the media as a regulator and controller of local and central authority. The background of the organisation and our partners with regard to non-formal learning and youth work The main objectives of the three-year strategic plan of the IDA Network (all partners in this project are members of the network) are associated with the widespread recognition of the value of Non-formal education (NFE) in promoting active youth participation and citizenship. A part of the activities of our network and partners is exactly the validation and legalization of the informal education. Our project and initiatives are directed mainly towards support of youth leaders in their efforts to include NFE in their chapter qualifications frameworks that will enhance the transfer, transparency and recognition of qualifications as learning outcomes. Through training and certification of more than 200 young leaders we promote “self recognition” of non-formal education – the recognition of the competences gained through non-formal education by young people themselves.Through this project we will make the informal education valuable and we will give an legitimate image of it in the local society. Only by doing so, the young people will gain self-confidence that they are legally qualified participants in the decision-making process and that their voice will be heard. Identification of the needs and problems In one democratic society, the equal participation in the processes of decision making of all social groups is a crucial element for the effective and just functioning of the entire society. On this stage the participation of young people, especially from the sparsely populated towns and villages, and representatives of the different ethnical communities, in the public processes is one of the lowest in Europe. According to data of the Eurobarometer (“European Youth: Participation in Democratic Life, April 2013”): - only 15 % are members of public organizations; - not only that but almost 28% of the young people in Europe do not know what they can do to influence the decision-making processes. At the same time, the public organizations (political parties, NGOs, youth organizations, etc.) remain the main instrument through which a particular social group can influence the decision-making processes and influence its own interests. This point of view clarifies that the young people in Europe are not only unequal participants in the policy-making processes but also have limited influence on the public decisions that are taken. That makes the young people very sceptical about the possibilities of significant positive changes in the surrounding public environment. The low participation among the European youth (with an accent on these sparsely populated towns and villages, and the different ethnical origin) in the public organizations is an alarming tendency, posing under question the stable, sustainable development of the democracy in Europe.   • 15. A. Context On the other hand the local governments are the authorities that are the closest to the people, respectively, to the young people. The local authorities, represented by the Mayor and the Local counsellors, have the financial resources, the material and technical bases, the rights and the human capacity, through which they can plan and implement projects. But they also have responsibilities, primarily towards the young people as a momentous part of the future of the local community. That is why the role of the local authorities in the encouragement of youth participation in the local governance is of primary importance. Precisely through such participation on local level, through appropriate conditions and environment, the young people can from a very early age develop their democratic reflexes and common public knowledge. If we keep closing our eyes to the problem of youth participation in the local governance, we leave open doors for other social, economic and cultural problems. Before making any attempts to engage the young people with the local governance we should study the nature and depth of the problem called “youth participation in the local governance” In this process the youth organizations supported by the state assume their functions to support young people, to create conditions for their non-formal education, training and development, as well as opportunities for successful realization of the creative and work potential of the youth. Democracy exists primarily because of the social engagement and involvement of the young people for whom that is the only way to participate in the creation of their own future. To make that possible and to ensure the success of their engagement, the young people should be prepared through practical leadership and mediation trainings. The project aims to train young people, the so called future leaders through specialized training on civil courage and democratic engagement. Objectives of the project • how your project is in line with the general objectives of the Youth in Action Programme; General objectives: • Promotes young people’s active citizenship in general and their European citizenship in particular - The project aims at identifying the role of the young people and the development of general concept for the challenges and the priorities for the youth in the civil partnership and education. The aim of the project is creation of leaders, who will play the role of “civil mediators” between the young people and these responsible for the conduct of the youth policies. Develops solidarity and promote tolerance among young people, in particular in order to foster social cohesion in the European Union – the project aims at raising the conception and the advantages for the youth comunity and the participation of the youth, encouragement of the civil education and training in terms of the rights of the young people, participation in the social life; identification of the role of the young people with minority backgrounds and development of the common understanding of the challenges and priorities of the young people in the area of global solidarity, citizenship and European participation; encouraging and assisting in the knowledge of the different ethnic groups and their cultures for stimulation of tolerance, agreement, interaction and dialogue between the groups.Through this project we will trained over 200 young leaders, who will gain professional mediators skills in advantage and support of the socially unprosperous, the isolated, the young people. Fosters mutual understanding between young people in different countries: we strive for creating optimum conditions for development of personal and professional skills, knowledge turned to the development of competent and enterprising young people, especially those from the small towns and villages, through taking part in all stages of the project and using the elements and methods of the non-formal education. Development of personality skills, knowledge and attitudes towards culture, the daily life and the consciousness of the others and the acceptance of the different ones; • Contributes to developing the quality of support systems for youth activities and the capabilities of civil society organisations in the youth field: our goal is related to support for youth leaders and workers and creation of systems for youth activities of high quality through training of the civil mediators, of concrete ideas and strategies aiming at insurance for the effective representation of the interests of the young people in the formation, realization and evaluation of politics for the youth on a national and European level. Active youth participation and development of a critical way of thinking incorporation the elements and methods of non-formal education, aiming at the development of qualified and socially active young people; • Promotes European cooperation in the youth field: this project is an attempt for official validation and legitimation of the informal eduction in Europe. As a result of the main activities (training of mediators), we will create an European network of young mediators. The network will affirm the dialogue between the young people and the local/European authorities; it will encourage the participation of various poorly represented organizations, groups and ethnic societies in the decision-making process. Partners and Coordination The project’s methodology includes the creation of two international committees – scientific and coordinational - that will ensure the organization of the activities and the measurement of the results. Participation of the partners: in the coordinating meetings; in the preparation and translation of the educational modules, manuals, methodological and presentation materials; organization and participation in the 4 international training course; creation of the European network of the youth mediators ; management of the coordination with local medias. 2. Methodology of the project activities The methodology for execution of the current project proposal is based on multi-disciplined method, including a vast set of concrete ways and methods – ex. Using of new methods and tools for working; using of the empirical educational method; conduct of surveys for the public opinion and needs of the young people; social discussion, active involvement of direct beneficiaries and main interested sides in the project proceedings. In accordance with the execution criteria, the following methods are chosen: 1. Method, based on the phases The execution of the project is divided into three phases; each of them consists of several main activities: 1. Exchange of activities, practices and results among the partners through exchange of information on-live, via telephone conversations and 2 coordinational meetings. 2. Elaboration of a manuals with good practices and presentation of cases and situations, games, simulations for needs of young leaders and mediators; 3. Organization of 4 international training courses on the subject of younth participation, local authorities – types of civil participations; mediations and intermediary; representation and support; examination of social needs and plans for local development; informal education and project implementation with the participation of interested sides. 4. Organization and creation of the European network of the youth mediators; 5. Realization of publications and materials about the project: manuals, DVD with adapted version of the interactive programs; other informational materials (flyers, posters, web site); press conferences. 6. At the project’s end we will do an inner evaluation of the project. 2. Conduct of inquiry on the basis of the method based on experience An assessment in advance of the participants’ needs in the target groups will identify their special needs and will direct us towards the essence of the problem. The monitoring and the assessment of the project on behalf of the target groups, make the project reliable and in accordance with the necessities of the youth. 3. The Informational method, also, has a key role in the project activities. Design, printing and spreading of informational materials: fliers, posters, t-shirts, DVDs full of information about the purposes, activities, training materials, the program, sponsors. Explanation: 1. Developing, translating and printing of a two reference books full of good practices, methodology, role playing, simulations for the needs of the training courses; the roles of the youth mediators; 2. Popularization of the project’s aims, main activities and expected results; at the end – presentation of the materials and the products. 3. Creation of an Internet portal for fast communication and exchange of information among the partners, the target group and other interested people and organizations. 4. Creation of the project’s logo, which will be its vision in all informational, educational and technical materials. 5. Before and after each main activity will be published materials on local and national level, and at the end – on European level. All available Medias (printed, electronic) will be used, as well as new forms: social networks, blogs. 6. Newssheets, flyers, DVDs with information for the project (in the beginning), the carried out activities (in the middle) and the results from the achieved goals (in the end of the project). Role of the partners: 1. Every partner, together with trainers and youth workers will suggest different methodical practices (role playing, simulations, technics), which will be included in the content of the reference books. 2. Each partner will organize a short press conference at the beginning and end of project. 3. BD, Romania will create and administer the project’s website and all partners will be responsible for its content. 4. IDA will create the project’s logo. 5. Each partner is responsible for publications on local and national level; IDA for publications outside the partner-countries. 6.IDA will prepare and print all materials and the partners will be in charge of their translation on the corresponding languages and of their dissemination. Preparation of information packages for the participants (transport, program, and accommodation, information about the place and the region/city, phone numbers of the organizers, emergency medical services and other relevant information). Distribution of information and materials about the project activities to national and local print and electronic media. Role of the partners: IDA will be responsible for the overall organization of the training courses. Each partner will be responsible for selection of the participants and formation of the groups in the respective partner country. Each session has a defined goal- for instance: “raising of the awareness and the interest on behalf of the young people to the environmental situation, models of analysis and assessment of the environment on different venues, European ecological law system, national ecological policies, eco strategies and activities. - Social health – raising of the young peoples’ awareness of different issues, sickness prevention, decision-makings concerning epidemic situations, drug addictions, HIV, great concentration of people with specific illnesses on the relevant territory, healthy way of life. Activity 5: Implementation of European network of youth mediators- - partnership-building activities Implementation of European network for youth mediators, which will have the following goals: to help the democratic development in Europe by assistance to the institutions, nongovernmental organizations and specialists for improvement of the politics and the practice in the area of the youth and social policies, protection of the young people, education, economic development and preservation of the environment. The network will provide for a stable dialogue between the youth organizations and the local authorities, as well as for encouraging participation in the various not so well represented organizations, groups and ethnic societies in the decision-making process. The network will consist of minimum 100 youth mediators, mediating organizations and local authorities – it will play the role of coordinator between the different parts. The main tool for the successful project management (including the limiting of the risks) is the creation in advance, on behalf of the team, of a detailed working plan and time schedule for the determined activities along with clear individual obligations and responsibilities. The decentralization and the active work with the interested sides are also proved effective ways for successful project realization. They will develop skills and habits for team work, basic communication and self expression skills, as well as skills for raising the self-esteem of youngsters as European citizens. They will have the chance to acquire decision-making skills, thinking assessment, initiative, creativity and cooperation skills, stimulating tolerance, understanding and dialogue. In terms of personal behavior these young people will gain useful skills for accurate expression and effective communication with other people. All participants are given an equal opportunity, a right to choose and responsibility. The working methods will help for developing skills for precise situation assessment as well as cultivating an analytical way of thinking. The sense of good and valuable is stimulated, sense of real and spiritual values and of revealing their universal dimension through the prism of a multicultural national psychology. Multiplying effect and sustainable impact • the expected multiplier effect of the project in the area of youth and non-formal learning; Through the project realization, we will contribute to the institutionalization of the informal education. Our goal is the young leaders to receive deep knowledge about mediation and they themselves to become official intermediaries among the young people and these making the decision, which define the youth policies. Through this project we defina a longterm aim – the implementation of European network of youth mentors. This network will serve as intermediary in argument solving or in the decision-making process in advantage to the young people. Only by doing so, the informal education will gain official image and will be accepted by the official institutions. The young people will have official images, not only just “educated” young people. The training of over 200 young people and their union into one European network, will give a start to the official accredit of informal education in Europe. • the expected impact of the planned activities on the young people/youth workers involved; Through this project over 200 young leaders will gain deep knowledge about the role of the mediators, their meaning and functions as intermediary between citizens and local authorities. We have tried to cover almost all areas of the daily life – from sport and leisure time, through civil rights and young employment, to Eurointegration and local democracy. We think that this project will be helpful to the young people in Europe. After the courses, each of the trained ones will be able to train other young people and we will reach “a domino effect”. The handbooks, which are part of this project, will be the main tools in the work with future mediators and multiplicators. One of them will be the basis and will give reliable tools for conduct of trainings and multiplication of the main activities; the other one will be directed fully at the role, the functions, responsibilities, skills and methods of the mediator. The project is exclusively significant for the young people who are unable to get involved directly in the project. Through their mediators, they will have official speaker and representer of their problems and ideas. They all can receive pieces of advice, can suggest ideas and realize their potential. • the impact in a short, medium and long term perspective on your organisation and - where relevant – on the partners involved. The project is exclusively important to the current and future development of the organization. A part of the strategy of IDA Network is oriented at official recognition of the informal education. The project is in addition to the priorities of the network and the project further develop the organizational capacity of the organization; implement an unique program for trainings of mediators which will be applicable in other similar trainings; a professional orientation of the participants and developing of expertise level on behalf of the organizations themselves. In long term, our goal is to work in improving the level of the mediator skills and the value of the received certification. We should make a request to the European institutions and networks for recognition of the received certificates regardless of the country . Sustainable impact The stability of the project is expressed in two aspects. On the one hand, the stability concerns the project impact on the local community in a long-term plan – increase in the civil participation in regard to the interaction between the objects: citizens- institutions; citizens- EU policy. On the other hand, the stable development of results can be related to the multiplication of the impacts outside the bounds of this project – the implemented mediatoring network can further develop to become spacious European association.; the methodology and the materials can be multiplicated by each organization in Europe and the organization to conduct trainings for mediators. The main aspect of the institutional stability of the project is the implemented local and international capacity for partnerships between the Institutions (Municipalities, NGOs, EU Institutions) and the young people. We are going to draw up and disseminate commercial materials – posters, stickers, T-shirts, hats, pens; we are going to invite journalists, we are going to create press-messages and articles for the local newspapers and websites; we are going to create an internet group, a photo-gallery and a blog. Publicizing the programme: The project is going to function as a “multiplication” of the programme, with respect to the increasing of the opportunities it provides. We are going to include information about the activities of the programme, its objectives and characteristic features, its target groups and opportunities. The following methods will ensure the project’s visibility: • Media: written press, radio & television will play a key role in disseminating the final outcomes. It will be engaged at local/regional levels and at the European one. Media will play an important role for the promotion of project's activities & results involved in all phases (local &international), reaching the youth people. The partners will contribute to the visibility by involving their press offices. Written press, radio and television will be engaged at all levels. • Website: an important mean to promote the project's activities & the final results. It will be the key tool for external and internal communication and interaction. Forums and intranets will be building for each partner’s website to be used as channel for exchange of the information. It will also be used for publication of training materials and modules. All the relevant documents (including final recommendations and evaluation results) will be up-loaded on the website promoting them thus on an extensive basis. • A specific Logo will be designed to ensure an easy but high visibility of the project. • Publications: will include the outcomes of the project, focusing in particular on the importance of the Programme and youth participation, including recommendations drafted during the process/evaluation results. • Leaflets & newsletters: will be produced in several languages and printed in 2000 copies. • DVD: multimedia product, which will include all the information about: project objectives, activities, partners, funders, results, materials (1000 copies). • Partners’ Networks: Project's activities and final results will be spread out through the network. It is important to underline that the partners’ members will act as an important information/dissemination platforms for the project. • EU support Visibility: a particular attention will be paid to make EU visible during events and in all the material diffused. Concerning the dissemination of the results at the political level, the project's results will be disseminated both on local and on European level. During the implementation of the project, the local meetings, trainings, foresees the interaction with local NGOs and potential participants. On European level - 1 international presentation with the opportunity to promote the project, both through media and through addressing stakeholders on European level. After the project implementation, during the follow-up phase, partners will continue to disseminate the outcomes by promoting bilateral meetings with youth people, local politics, and authorities.   • 39. H. Evaluation and follow-up Please describe: • how you will ensure the evaluation and follow-up of the project. Please provide details of: • the evaluation activities to be performed during the project implementation; • the monitoring activities and your risk assessment as regards implementation of the project (qualitative and quantitative values) and corrective measures planned; • the evaluation activities to be carried out at the end of the project. Evaluation: Surveillance, control, evaluation and verification of the achieved results will be conducted by the leading organization and the partners by places. The surveillance to the ongoing activities will be carried out by the organizers. Surveillance: Current supervision and control tasks during the execution to the project activities: 1. Comprehensive description of the executed project activities, the developed educational and methodological materials, the attracted human resources, the utilized funds, the insured technological-informational provisioning, will be done every three months. 2. Assessment of the capacity of the established prerequisites and conditions for the execution of the project activities, including: • degree of information for the project among its executors and its addressees; • knowledge of it objectives at different levels of implementation; • mechanisms for ensuring transparency in the work on the project; • degree of utilization of the financial funds for project. Will be performed by each partner organization every three months. The lead organization will summarize the results. 3. Assessment of the process of implementation of the project through full compliance with the deadlines and the internal logic between the phases for the implementation of each activity, will be carried out every three months; 4. Assessment of the degree of familiarity with the project objectives, the degree of effectiveness of the results and possible prospects will be done through interviews, assessments, feedback with the addressees immediately after the corresponding project activity. 4. Identifying of key success stories in the execution of the project and examples of achieving the objectives. Factor Analysis. 5. Development and testing of specific indicators to identify the factors, essential to the realization of the project - information resources, human resources, financial parameters, the presence of unforeseen events, etc., for each one of the activities. 6. Submission of systematic information on the results of the implementation of the project, specified in order to engage as many stakeholders in the realization of the objectives pursued and in achieving maximum results, will be made every three months by each project partner. Accounting 1. Internal reports for accomplished specific activities according to the schedule of activities. 2. Final Report, containing: • description of the results of each training courses based on assessments (participants, trainers); • number of educated and certificated mediators; • description of the overall results of the project - number of participants, users, impact and sustainability (feedback); • number of disseminated materials and influence; • recommendations for future activities; • identified problems and proposals to overcome them; 4. The materials of interim and final reports will be published in classical and electronic format and distributed to partners, participants, stakeholders and institutions. Control: The performance of control to the execution and the progress of the project will be on a set schedule, periodically and after the accomplishment of each one activity in order to be made a reasonable conclusions about the project progress and to be detected eventual deviations from the planned, in order to respond in appropriate way to this. The control will be carried out based on the following indicators: • number of realized project activities and progress towards execution of the objectives; • project costs to the current moment; • availability and use of resources; • realistic schedule and changes thereto; • administrative matters.
