This is a brief overview of what constitutes an "Active Shooter", citing some examples and looking at the circumstances surrounding them. We later lay out a template for an organization to conduct their own tabletop exercise to begin formulating a response plan.
2. What follows is not a “presentation”, it is not
designed to instruct or educate. It is not designed to
be read and digested, it holds no answers and makes
no promises. It is, however, designed to promote
thought, encourage discussion, and facilitate
planning. It demands an active audience and
participations. This is an exercise, and if conducted
correctly, will leave an organization with more
questions than answers.
3. Definition:
The Department of Homeland Security
defines an Active Shooter as individual
actively engaged in killing or attempting to
kill people in a confined area; in most cases
Active Shooters use firearms and there is no
pattern or method to their victim selections.
The incident is unpredictable and usually
evolves quickly.
