9. RESEARCH AGENDA = EMERGING FROM NITI AAYOG + WRI
WORKSHOP
1. Clear, rational, long term road map (fiscal & policy support) for electric and hybrid-electric vehicles
transition to provide assurance and stability for investors
1. Electric + Electric hybrids – Common policy or Not
2. Early Adopters
1. Modes, Freight/Personal, Individual Fleets
2. Possible early adopters – Freight delivery vehicles (Incentives – operating vehicles during day time,
airport bus fleets, 2 wheeler fleets of food delivery)
3. Design Incentive - Tax waivers (Priority sector for lending (like homes), Road Tax, Registration,
Accelerated Depreciation
3. Infrastructure
1. Charging Infrastructure (Business Models, Standards (BIS),
2. Understanding the impact on the power grid and identify strategies
3. Battery recycling
4. Boosting Manufacturing/Make in India
1. Detailed study and plan for adoption of appropriate duty structure for components for electrified
vehicles by 2030 (In 2 months) . Guiding principles : Raw material security, Inverted duty
structure/Phased approach
2. Import duty subsidy for equipment for manufacturing – plant, machinery, tool and battery (Details
need to be studied and listed
3. Strategic dialogue/tie-up with source rich countries with more friendly countries
(Lithium/Cobalt/Nickel diplomacy)
4. Research Fund – Public + Private (Battery – Emergence of solid state batteries, Semi conductors –
GAN (Galium Nitrate & Silicon Carbide) technologies, Motors – without Permanent Magnet /
alternates to rare earths
5. Roadmap for employment and job creation
10. Key components of Electrified Vehicles
(Hybrid Electric and Electric vehicles are same
In addition to the ambition of 40% EVs, electrification of remaining 60%
ICE vehicles will bring scale and viability to component manufacturing
