What is a River Basin Management Plan (RBMP)?
• An holistic and integrated approach for water resources management
and aquatic ecosystems,
• In order to improve population health, water resources and ecosystems,
to foster development, and consistency of sectoral policies.
• A planning document, developed in accordance with an established
methodology, elaborated with public participation, and respect to local
beliefs,
• A non-technical and clear document with a legal scope for decision
makers and to enhancing awareness.
• Content: characterisation of River Basin (pressures, status); diagnosis and
main issues; trends and objectives; programme of measures and
dashboard.

A stong ambition clearly expressed : obligations of
results :
–« Going in the right way» isn’t sufficient…
– The good status in 2015 has to be reached… unless motivated
derogations…

Reinforcement of economical approach
The text of the Water Framework Directive is introducing a deep
use of economical analysis in the process of integrated basin
management.
 Optimising the choice of measures
– Use of cost-effectiveness analysis for the definition of the programme of
measures
 Justifying the derogations to objectives
– Use of cost-benefit analysis to justify time delays and lower
objectives for the water bodies
 Assessment of the cost recovery for water services
– Including environmental and ressource costs
Economic analysis, a decision tool for :

Public participation:
« Success of this Directive relies on close cooperation and coherent action at
Community, Member State and local level as well as on information, consultation and
involvement of the public, including users. » (Preamble 14 of WFD)
1) « Member States shall encourage the active involvement of all
interested parties in the implementation of this Directive, in particular in the
production, review and updating of the river basin management plans. »

hydrological… conditions. The delineation is based on criteria given in
the text of WFD and detailed in european workgroups

Data management
the task of the contractor will include:
-To collect the necessary datasets at the level of the producers;
-To work with the data producers in order that the dataset provided are described on line
into the metadata catalogue made available by the project;
-To copy the raw data made available by each producer on the FTP made available by the
project.
The corresponding expected results can be formulated as follow:
-All datasets used are described in English and in Russian (at least) into the metadata
catalogue;
-All raw dataset used are available on FTP.
The letter of request for data should include the obligation that the data producer
provides the corresponding metadata sheet fulfilled.

Data management the task of the contractor will include: -To collect the necessary datasets at the level of the producers; -To work with the data producers in order that the dataset provided are described on line into the metadata catalogue made available by the project; -To copy the raw data made available by each producer on the FTP made available by the project. The corresponding expected results can be formulated as follow: -All datasets used are described in English and in Russian (at least) into the metadata catalogue; -All raw dataset used are available on FTP.
