Dear Friends and Colleagues,
As was decided in our congress on June
4-5, I am in the process of collecting information
about various institutions and organizations to
widen the audience of ISAPL for the next
congress in two or three years.
Paris is a central place for these contacts
since Alliance Française, UNESCO, and UNICEF
are all headquartered in this city.
The present file contains information
about the various institution already quoted
plus the Chinese Embassy and their Cultural
Center and the South Korean Cultural Center.
Many other institutions could be
concerned, and I am welcoming suggestions.
But I have to build a short file to point out our
interests and our expectations.
I would like all members of ISAPL,
contacted by email, but also all members of the
public to suggest what they think our priorities
should be along several lines :
1- Applied
psycholinguistics in the field
of language teaching, both
first languages and foreign
languages.
2- Applied
psycholinguistics in the field
of teaching and sharing
cultures in all possible
dimensions, including the
spiritual side of culture that
can be artistic, religious, or
meditational (Buddhism,
Zen, Yoga, etc.)
3- Applied psycholinguistics in translation: why translate, how can it be done fairly, how can it
bring to the foremost its fundamental dimension of contact and exchange among people who are
different in language, culture, and many other ways.

4- Applied psycholinguistics in the study and discovery of the long phylogenetic emergence of
human articulated language as soon as Homo Sapiens had developed its long-distance fast bipedal
running capability around 300,000 years ago.
5- Applied psycholinguistics and the Artificial Intelligence revolution in distance learning and
standard learning after the pandemic.
This is an amplification of the email I have sent this afternoon to the people who attended our
last congress. Here is the email for those who did not receive it.
Apart from direct contacts with a few organizations I have collected information on Alliance
Française (Paris), UNESCO (Paris), UNICEF (Paris), Chinese Embassy (Paris), Chinese Cultural
Center (Paris), and The Korean Cultural Center (Paris).
I am in contact with Observatoire Européen du Plurilinguisme (OEP) whose president does
not object to cooperation with us. I have contacted Association Internationale de Psychomécanique
du Langage (AIPL) and have not received a response so far. I am in touch with IFIASA, Ideas Forum
International Academic and Scientific Association, in Romania, and they suggest some "exchanges"
of information and researchers. I attach the announcement of their next initiative in October 2021.

It might be interesting to have some contact with various associations of teachers of foreign
languages. I can think of a few in France. I have built up a file of 41 pages, but it is 10MB and is too
heavy for most of your mailboxes. It is possible to put it on a site that can carry such heavy files:
ResearchGate or Academia.edu could do it, I guess. Let me know what you think. You can always
send me email addresses that can cope with such a file.
Alliance française: la diversité et le dialogue entre les cultures. Possibilité de devenir
partenaire. Conditions to be explored. They have a quarterly journal.
UNESCO Public events at their headquarters in Paris possible, conditions to be explored.
They work for quality education for all. There too cooperation and exchanges could be possible.
UNICEF is both engaged in education for all children, gender equality, and research for
better education.
The Chinese Embassy has a cultural service and a cultural center. It might be a way to enter
this country and try to establish through them some connections and exchanges with Chinese
researchers. The Director of the Cultural Center seems to be open.
The Korean Cultural Center in Paris is also a way to get contacts in South Korea, knowing
that they have achieved phenomenal success in education in their own country.
What do you think? What are your suggestions, even in detail, so that I can build up a full file
to approach the various targeted possible partners?
I also think we could have a page on ResearchGate and another on Academia.edu. But
under whose name, ISAPL or a person (they might ask for a personal identity) and who could post
various contributions on these sites (who would be the intermediary to contributions coming from us,
the members of ISAPL?).

Ses missions

La Fondation des Alliances Françaises a pour mission principale la régulation, l’animation et la
coordination du réseau mondial des Alliances Françaises créé en 1883 et constituant aujourd’hui la
première ONG culturelle au monde.
Autonomes juridiquement et financièrement, fondées sur le modèle associatif dans le cadre du droit local,
les Alliances Françaises sont aujourd’hui au nombre de 832, présentes dans 131 pays, réparties sur les
5 continents. Elles ont pour missions de :
▪ Développer l’enseignement et l’usage de la langue française ;
▪ Favoriser la connaissance des cultures française et francophones ;
▪ Promouvoir la diversité et le dialogue entre les cultures.
Animées par près de 15 000 collaborateurs, elles rassemblent chaque année plus de 500 000 apprenants
tous cours confondus, 6 500 administrateurs bénévoles, plus de 26 000 événements culturels / an et près
de 3 millions de participants aux événements culturels organisés sur les 5 continents.
La Fondation des Alliances Françaises assure l’octroi et le retrait du label Alliance Française ainsi que la
protection et la promotion de la marque Alliance Française. Elle apporte son conseil et son expertise aux
équipes et membres des conseils d’administration. Elle favorise et organise les rencontres nationales,
régionales ou mondiales encourageant ainsi la mutualisation et la solidarité. Elle contribue ainsi au
renforcement de la communauté, à la cohérence globale de ses actions et au rayonnement de la marque
Alliance Française dans le monde.

Mise en place du conseil d’administration et du bureau
de la Fondation des Alliances Françaises
Après l’adoption de nouveaux statuts (décret publié au journal officiel le 20 février 2020), le conseil
d’administration de la Fondation des Alliances Françaises s’est réuni le vendredi 17 avril 2020 et le mardi 21
avril 2020, par visioconférence, pour procéder à l’élection de son président et des autres membres du
Bureau.
M. Yves BIGOT a été élu président de la Fondation des Alliances Françaises. Né en 1955 à Limoges,
Yves Bigot a réalisé depuis 1973, toute sa carrière dans le monde des médias et de la musique en tant que
journaliste, réalisateur, programmateur, producteur pour la télévision, la radio et la presse écrite. Après
avoir occupé des postes de direction générale dans des maisons de disque, FNAC Music production (1992-
1994) puis Phonogram, devenu Mercury (1994-1997), il occupe des fonctions de directeur des programmes
à France 2 (1998-2005), puis de directeur général adjoint en charge de l’antenne et des programmes à
France 4 (2005-2006). Il est nommé directeur des antennes et des programmes de la RTBF et Arte Belgique
(2006-2008) puis il devient directeur général adjoint en charge des programmes à Endemol (2008-2010).
Yves Bigot est directeur des programmes et de l’antenne de RTL d’août 2010 à décembre 2012. Depuis
décembre 2012, il est directeur général de TV5MONDE. Yves Bigot collabore par ailleurs avec de nombreux
titres de presse écrite tels que Libération, Rolling Stone, Rock & Folk, L’Obs, le JDD... Il est l’auteur de
nombreux ouvrages sur la musique, le cinéma et le sport. Yves Bigot est fait Chevalier des Arts et Lettres en
2006 et reçoit en 2017 les insignes de Chevalier de la Légion d’honneur.
Le nouveau Bureau de la Fondation des Alliances Françaises est composé de :

Secrétaire : Thembi Latifa SENE (Présidente de l’Alliance Française de Johannesburg)
Membre : Raffaele ROMANO (Président de l’Alliance Française de Basilicate, Président de la
Fédération des Alliances Françaises d’Italie) La nouvelle gouvernance de la Fondation des Alliances
Françaises, qui s’exprime notamment dans son nouveau nom, traduit une volonté d’engager la Fondation
dans une action plus concertée avec les Alliances Françaises du monde qui ont vocation à être pleinement
partie prenante des orientations prises par la Fondation dans son rôle de régulation et d’animation du
réseau Alliance Française.
Ainsi, pour le collège des Alliances Françaises, 6 représentants et 6 suppléants (un pour chacune
des 6 zones géographiques du monde) ont été élus par leurs pairs :

commissaires du Gouvernement :
o Laurence AUER (Commissaire du Gouvernement au titre du ministère de l’Europe et des Affaires
étrangères)
o Bernard BOUCAULT (Commissaire du Gouvernement au titre du ministère de l’Intérieur)
Avec la mise en place effective de cette gouvernance, c’est une nouvelle page qui s’ouvre, pour la
Fondation elle-même, mais surtout pour toutes les Alliances Françaises qui, depuis 1883, constituent ce
réseau incomparable. C’est l’aboutissement d’un processus de refondation mené depuis plusieurs années
en étroite concertation avec le ministère de l’Europe et des Affaires étrangères et le ministère de
l’Intérieur.
Alors que la crise sanitaire et économique liée au Covid-19 touche durement les Alliances
Françaises, le renforcement de la capacité de la Fondation à accompagner les Alliances et à développer le
réseau prend une dimension toute particulière.
Les personnalités de premier plan qui ont souhaité rejoindre le conseil d’administration de la
Fondation, au-delà des contributions importantes qu’ils ne manqueront pas d’apporter, témoignent de ce
que représente ce magnifique réseau Alliance Française. C'est aussi une reconnaissance pour l’action
menée à travers le monde par ceux qui portent ces Alliances, au premier rang desquelles se trouvent les
membres des conseils d'administration qui s'engagent, de façon désintéressée, dans les valeurs et les
cadres communs rassemblant cette communauté mondiale.

The mission and actions of the United Nations Educational, Scientific and Cultural Organization
will be the base of your visit. It will allow you to discover how the organization works, the values it
carries and how it affects the daily lives of people.
You will cross the emblematic rooms and halls of this "house of peace" made of glass and
concrete like the Japanese garden of Nogushi or the meditation space of Tadao Ando. This will be the

UNESCO CAMPUS
UNESCO offers thematic debate sessions, specifically dedicated to students aged 14-17 years,
who mostly come from educational priority zones in Paris and its surrounding suburbs.
These sessions aim to teach this new generation of citizens about the important contemporary
issues UNESCO focuses on in its work, such as citizenship, peace, girls' education, freedom of
expression, the values of sport, the ocean and climate change. During these two-hour Campus
sessions, the students interact with UNESCO specialists and experts from civil society.

Library
UNESCO’s Library and Archives reading room is a place for its staff, delegates and external
researchers (upon registration) to carry out research and find reference sources. Readers have direct
access to practically all archives and publications issued by UNESCO (or under its auspices), as well
as a selection of scholarly titles devoted to the areas of UNESCO’s expertise. It is an ideal place to
work in an intellectually stimulating environment.

Virtual Visit
ART AND ARCHITECTURE
The Hotel Majestic on the Avenue Kléber in Paris was UNESCO’s temporary home until 1958,
when it moved to its present headquarters on the Place de Fontenoy.
Located on the Place de Fontenoy, in Paris, the main building, which houses the Headquarters
of UNESCO, was inaugurated on 3 November 1958.
The Y-shaped design was conceived by three architects of different nationalities under the
direction of an international committee. Nicknamed the ‘three-pointed star’, the entire edifice stands on
72 columns of concrete piling. It is world famous, not only because it is the home of a well-known
organization but also because of its outstanding architectural qualities.
Three more buildings complete the headquarters site. The second building, known
affectionately as the "accordion", holds the egg-shaped hall with a pleated copper ceiling where the
plenary sessions of the General Conference are held. The third building is in the form of a cube. Lastly,
a fourth construction consists of two office floors hollowed out below street level, around six small
sunken courtyards.
Plans for the three headquarters buildings were prepared jointly by:
• Marcel Breuer(link is external) of the United States: architect and designer, Marcel Breuer has
taught and lectured in universities and art institutes in the United States and other countries. He
is the author of many widely published articles on art and architecture. His important projects
include the Centre and Theatre, Sarah Lawrence College; the Grosse Pointe Public Library; and
the airport terminal buildings at Fairbanks and Anchorage.
• Pier Luigi Nervi(link is external) of Italy: engineer, architect, teacher and writer, Pier Luidi Nervi
has designed and constructed many buildings in Italy, making special use of reinforced
concrete. These projects include stadiums, theatres, industrial plants, department stores and
airport buildings.
• Bernard Zehrfuss(link is external) of France: architect and adviser to many official and private
organizations, Bernard Zehrfuss won the Rome Grand Prix. Among his works are the National
Centre for Mechanized Industries, the Renault motor car works at Flins and many housing
projects in France, Algeria and Tunisia.
An international panel of five architects approved their project: Lucio Costa(link is
external) (Brazil), Walter Gropius(link is external) (United States), Charles Le Corbusier(link is

external) (France), Sven Markelius(link is external) (Sweden) and Ernesto Rogers(link is
external) (Italy). American architect Eero Saarinen(link is external) was also consulted.
The buildings, which are open to the public for special events, contain many remarkable works
of art. As soon as the architectural plans for the site at the Place de Fontenoy had been approved,
UNESCO commissioned a number of great artists to create works to adorn the future premises. In
some cases, the works are also intended to evoke the peace that the institution has sought to establish
and preserve throughout the world.
Over the years, other works were acquired. Various Member States donated some to the
Organization, including works by Pablo Picasso, Joan Miró, Alexander Calder, Erró, Alberto Giacometti,
Eduardo Chillida, Henry Moore, Rufino Tamayo or Isamu Noguchi, among others. Both famous and
unknown artists all have their place in this universal museum that echoes the diversity of artistic
creation throughout the world.

UNESCO Headquarters are located at 7, place de Fontenoy in the heart of Paris.
High schools are invited to participate in UNESCO Campuses.

WHAT IS UNESCO?
UNESCO is the United Nations Educational, Scientific and Cultural Organization. It seeks to

facts and threats to freedom of expression challenge peace and human rights. In response, UNESCO's
duty remains to reaffirm the humanist missions of education, science and culture.

STRATEGIC DOCUMENTS
UNESCO has a unique role to play in strengthening the foundations of lasting peace and
equitable and sustainable development. Advancing cooperation in education, the sciences, culture,
communication and information holds strategic stakes at a time when societies across the world face
the rising pressures of change and the international community faces new challenges.
The document 37 C/4 (2014-2021) approved by the UNESCO General Conference defines a
common strategic vision for the Organization for the next eight years and the century ahead.
The strategic orientations laid out in the 37 C/4 document are translated into a programme and
budget document, document 39 C/5 (2018-2019), covering a four year cycle, while the budget
allocation to the programmes will be appropriated biennially.

UNESCO'S HISTORY
As early as 1942, in wartime, the governments of the European countries, which were
confronting Nazi Germany and its allies, met in the United Kingdom for the Conference of Allied
Ministers of Education (CAME). The Second World War was far from over, yet those countries were
looking for ways and means to reconstruct their systems of education once peace was restored. Very
quickly, the project gained momentum and soon took on a universal note. New governments, including
that of the United States, decided to join in.Upon the proposal of CAME, a United Nations Conference
for the establishment of an educational and cultural organization (ECO/CONF) was convened in
London from 1 to 16 November 1945. Scarcely had the war ended when the conference opened. It
gathered together the representatives of forty-four countries who decided to create an organization that
would embody a genuine culture of peace. In their eyes, the new organization must establish the
“intellectual and moral solidarity of mankind” and, in so doing, prevent the outbreak of another world

Le Service Culturel dépend directement de l'Ambassade de Chine à Paris, il a pour vocation de promouvoir la culture
chinoise en France et de contribuer aux échanges et coopérations culturels entre la Chine et la France.
Ses missions principales sont :
⚫ Coordonner et veiller à mettre en place les projets d'échanges et coopération culturels dans le cadre de
l'accord gouvernemental
⚫ Promouvoir les échanges et les coopérations entre les grands établissements culturels chinois et français
⚫ Soutenir les projets d'échanges et coopérations entre les institutions et associations culturelles chinoises
et françaises ainsi que les projets d'échanges entre des artistes des deux pays
⚫ Favoriser les échanges et coopérations culturels entre les régions et les villes chinoises et françaises
⚫ Fournir des documents et des informations sur les événements culturels en Chine et les manifestations
culturelles chinoises en France
⚫ Organiser des événements culturels chinois d'envergure en France
⚫ Rédiger des rapports de recherches et de réflexion sur les politiques et les particularités culturelles
françaises et européennes
⚫ Accueillir les délégations officielles chinoises de haut niveau en France et assister à la préparation du
départ des délégations françaises en Chine.

Chine: protection des sites du patrimoine mondial

Les représentants des 33 sites de Chine classés au patrimoine mondial ont signé vendredi premier
décembre un accord sur le renforcement de la protection des sites.
Les sites des patrimoines culturel et naturel de Chine, qui sont reconnus par l'Organisation des Nations
Unies pour l'éducation, la science et la culture (UNESCO) depuis 1987, comprennent le Musée du Palais
impérial à Beijing, le Mont Taishan dans la province du Shandong, et le mont Emei dans la province du
Sichuan, où l'accord a été signé.
Zhu Yujie, officiel chargé du projet de patrimoine mondial de l'UNESCO, a dit que le renforcement de la
protection des patrimoines naturel et culturel du monde était d'une importance cruciale.
Ces sites ont une haute valeur historique, culturelle et scientifique et le gouvernement a travaillé dur pour
leur protection, a dit M.Zhu.
Cependant, ces sites ont rencontré beaucoup de problèmes tels que les catastrophes naturelles, les
risques de dégâts dus aux activités humaines et la pollution.
« Ce sera une tâche dure et à long terme que de les placer sous une protection et une gestion
appropriées », a-t-il dit.
Au cours du forum de protection du patrimoine mondial tenu vendredi dans le Centre d'Administration du
Mont Emei, les participants ont discuté des moyens à adopter pour résoudre ces problèmes.
Zhou Suqin, conservateur adjoint du Musée du Palais impérial de Beijing, a dit que les experts utilisaient
des technologies modernes, telles que l'injection du liquide dans la réparation du mur et l'exhibition
digitale tridimensionnelle, pour restaurer et protéger ce Palais impérial vieux de 600 ans.
La Convention sur la Protection du patrimoine culturel et naturel mondial, que l'UNESCO a adoptée en
1972, demande à tous ses membres de préserver et de protéger les sites du patrimoine mondial.
Les sites culturels candidats doivent avoir une valeur historique, artistique, archéologique et
anthropologique, tandis que les sites naturels doivent se distinguer des autres sur les plans écologique et
géographique.
La Chine a adhéré à la Convention en 1985 et présenté une candidature l'année suivante. Le premier
groupe de six sites chinois a été inscrit sur la liste en 1987.
Ces sites sont : le Mont Taishan dans la province du Shandong, la Grande Muraille et le Musée du Palais
impérial à Beijing, les Grottes Mogao à Dunhuang dans la province du Gansu, le Tombeau de l'Empereur
Shihuangdi des Qin à Xi'an, province du Shaanxi, et le site de l'Homme de Pékin près de Zhoukoudian
en banlieue du sud-ouest de Beijing.

En cette belle saison de retour du printemps, je suis très heureux de faire la connaissance
de nos amis sur le site web du Centre culturel de Chine à Paris, je vous remercie de votre
intérêt et de votre soutien de longue date envers le site internet et les activités du Centre.
Le Centre culturel de Chine à Paris depuis sa création en 2002 a reçu la sympathie de
différents milieux de la société française, il a présenté avec succès les activités phare :
enseignement de la langue chinoise, examen HSK, nuit de la langue chinoise, club de
lecture, cours de calligraphie et peinture, de musique et de théâtre, forums et conférences,
voyage culturel thématique en Chine, festival musical de l’été, joyeuse fête du printemps,
festival du cinéma chinois en France, festival des opéras traditionnels chinois à Paris,
festival du Quyi de Chine à Paris, festival de la gastronomie chinoise en France ; devenu

plateforme importante de l’échange et de la coopération sino-françaises, jardin de
connaissance et de partage de la culture chinoise.

Le Centre Culturel Coréen
Le Centre Culturel Coréen, service culturel de
l’Ambassade de la République de Corée, créé en 1980, a
pour vocation de mieux faire connaître la culture
coréenne au public français et de promouvoir et
développer les échanges artistiques entre la Corée et la
France.
À travers ses activités multiformes, le Centre se propose
d’être un lieu de rencontre et de découverte franco-
coréen. Il est, aussi, une antenne d’information
accueillant les visiteurs français qui s’intéressent à la
Corée et à sa culture.
Les Activités du Centre
• organise, dans ses locaux ou à l’extérieur, en collaboration
avec des partenaires français de nombreuses manifestations
culturelles : expositions, concerts, projections de films,
conférences…
• propose des cours de langue coréenne à tous ceux qui désirent s’y initier.
• accueille des ateliers d’art - nœuds coréens, peinture coréenne, vannerie de papier coréen,
calligraphie coréenne, poterie et céramique coréennes, cuisine coréenne, danse traditionnelle -
permettant au public de découvrir et de pratiquer des disciplines et techniques passionnantes.
• dispose d’un espace multimédia et d’une bibliothèque où l’on peut consulter ou emprunter des
ouvrages concernant la Corée - près de 20000 livres et publications disponibles, en coréen, anglais
et français.
• édite deux fois par an la revue "Culture Coréenne", dans laquelle sont régulièrement publiés des
articles de fond, ou plus liés à l’actualité, abordant différents domaines culturels : littérature, arts,
traditions...
