FOREWORD
This is another edition on Digest of Local Government Statistics for year
2018; an annual publication by the State Bureau of Statistics aimed at
presenting information on the activities of the sixteen (16) Local Governments,
the Local Government Training School at Ilawe – Ekiti and the Local
Government Service Commission, Ado - Ekiti.
This publication, which is the seventh (7th
) in the series is divided into
nine sections covering Population and Land Mass, Personnel Records, Public
Finance, Infrastructure and Public Utilities, Self Help/Community Development
Projects, Hotels and Tourist centres, Traditional Institution and Political
Structure, Agricultural and other major products, as well asPublic health of each
Local Government in Ekiti State for the year 2018.
The data set and information on the inter-relationship of basic socio-
economic indicators affecting development at the various Local Government
levels were assessed. Some diagrammatic illustrations in form of graphs and
charts were used for easy illustration and appreciation of the varied results.
This publication will no doubt be of immense relevance not only to
government and decision makers but also to Researchers, Planners, Organised
Private Sector and Local/International Donor Agencies.

SECTION ONE: POPULATION AND LAND MASS
1.1 POPULATION
This section displays the population and land mass of each Local
Government in Ekiti State. The 2006 population census which was conducted in
the month of March/April of the year was used as the base year. Projection was
done for 2017, 2018, 2019 and 2020. The total population of Ekiti which was
2,398,957 in 2006 rose to 3,438,537 in 2017 and further to 3,550,350 in 2018.
In all the years, Ado Local Government has the highest population with
501,858(14.14%) for 2018 followed by Ijero Local Government with 324,360
(9.14%) and Ekiti West with 262,561(7.40%) while Ilejemeje has the least
population figure with 63,534 (1.79%) people for the year 2018. Specifically,
population of Ado Local Government takes as large as 14.14% of the State’s
Population
It is worthy to note that except for Ikere and Efon Local Governments,
the male population is higher than their female counterpart in all the Local
Governments. Thus, the record revealed that there were more males in Ekiti
State than the females. This is shown in table 1.2.
1.2 LAND MASS
The total land mass in Ekiti is 5805.843km2
from which Ikole Local
Government has the highest with 874.94km2
which is about 15.07% of the State
Land Mass followed by Oye Local Government with 661.91km2
. Ado Local
Government occupies 345.25km2
as the 9th largest land mass, while Ilejemeje
Local Government has 96.96km2
as the smallest land mass in Ekiti State. This is
presented in a bar chart shown below.

1.3 DISTANCE OF LOCAL GOVERMENT HEADQUARTERS TO
THE STATE CAPITAL
The distance in kilometer from the Local Government headquarter to the
State capital shows that Ekiti East (Omuo) is the farthest with 64.65km
followed by Ikole Local Government with 49.85km, Efon Alaaye was the third
farthest with 47.00km while Ikere and Ekiti S/W(Ilawe) were the closest towns
to the State capital (Ado – Ekiti) with 13km each.

SECTION TWO: PERSONNEL RECORDS
2.1 PERSONNEL DISTRIBUTION BY AGE
This section contains the information about the staff of the 16 Local
Government Councils in Ekiti State for the year 2018. Out of 15,646 staff in the
Local Government service, 109 or 0.7% represented people below age 20 years,
278 or 1.78% were between the age 20-24 years, 706 or 4.51% were between
25-29 years, 2,180 or 13.93% were between 30-34 years, 3,098 or 19.80% were
staff between 35-39 years, 3,664 or 23.42% were between 40-44 years old,
2,960 or 18.92% were between 45-49 years of age, 1,779 or 11.37% were
between 50-54years, 792 or 5.06% were between 55-59 years, 60 years and
above were just 80 or 0.51%. This is shown in the table and graph below;

Generally, there were more female staff in the Local Government service with
8,549 or 54.64% than their male counterparts which stood at 7,097 or 45.36%.
2.2 PERSONNEL DISTRIBUTION BY NATURE OF APPOINTMENT
The table below shows that all of the staff of the Local government are on
permanent appointment.

2.3 PERSONNEL DISTRIBUTION BY QUALIFICATION
Total number of graduates in the Local Government Service is 3,933 which
accounted for 25.14% of the total staff strength. There were 5,620 non-
graduates and above, school certificate level which also represented 35.92% of
the Local Government staff.
Those with school certificate and below were 6,093 represented 38.94%. See
the table below

2.4 PERSONNEL STATISTICS BY LOCAL GOVERNMENT OF ORIGIN
Considering the Local Government of Origin of personnel in Local
Government service for the year 2018, Ekiti East indigenes had the largest share
of 1,324 i.e. 8.46% of the total of 15,646 while Efon-Alaaye was the least with
556 or 3.55%. See Table 2.6 for details.
2.5 OFFICERS LEAVING SERVICE
A total of 213 Local Government staff of which 111 were male left the
service due to one reason or the other in 2018. For instance, the highest number

i.e 92 or 43.19% left the service on voluntary retirement. This is followed by
those who left on compulsory retirement numbering 82 or 38.50%. Others were
death and resignation which accounted for 12.21% and 6.10% respectively. The
bar chart below shows the graphical presentation.

2.6 PERSONNEL STATISTICS BY GENDER AND TRAINING PROGRAMME
ATTENDED IN 2018
A total of 1,415 staff attended one training or the other in the year under
review, 422 males and 808 females. Out of this total, 1120 or 79.15% attended
Local Service Training School, and110 or 20.85% went on study leave with
pay.

SECTION THREE: FINANCE
3.1 REVENUE GENERATED
This sub-section, discusses the revenue generated by each Local
Government for the reference year. (i.e year 2018)
From record gotten, all the sixteen (16) Local Governments got their
highest revenue from the Federal allocation with N38.72b or 76.69% of the total
revenue with the exception of Efon-Alaaye, Ekiti West and Ijero local
Government. Vat was N3.79b or 7.51% followed by FAAC Augumentation of
N3.55b or 7.03% while IGR amounted to N261.65m or 0.52%, statutory
allocation was N118.1m and others were N4.05b or 8.01%. See Table 3.3 for
more information.

3.2 BUDGETARY PERFORMANCE IN EKITI STATE
Records collected on budget performance in respect of sectors displays
that the Economic sector got N5.95b (47.27%), followed by social sector with
N2.9b (23.06%), General Administration had N2.58b (20.47%), Environmental
sector accounted for N1.16b (9.18%) and others had N2.81m or (0.02%).

3.3 RECURRENT BUDGET PERFORMANCE
Ikole Local Government projected N1.58b but eventually spent N1.88b,
representing 119.2% performance, Ado Local Government estimated N2.31b
but spent N2.59b i.e 111.8% of the budgeted amount and Ekiti West Local
Government also estimated N1.63b but spent N1.66b thereby achieving 101.9%
of its recurrent budget for the year. All other Local Governments with the
exception of Moba and Ise/Orun achieved above 50% of their recurrent budget
for the year 2018. See Table 3.1 for full details.
3.4 CAPITAL BUDGET PERFORMANCE
From the records gotten, it is observed that Ado Local Government
estimated N1.54b but spent N1.26b which is 82.18% performance, Ekiti
South/West Local Government estimated N1.63b but spent N1.23b which is
75% performance, Ise/Orun Local Government estimated N27m but spent
N16m which is 59.54% performance and Emure Local Government estimated
N520m but spent N295m which is 56.58% performance. Every other Local
Government achieved less than 50% of their capital budget for the year 2018.

SECTION FOUR: INFRASTRUCTURE AND PUBLIC UTILITIES
This section discusses the distribution of infrastructure and public utilities
such as Roads, Water sources, Electricity etc among Local Governments in
Ekiti State in 2018.
4.1 ROAD NETWORK

The table above shows the summary of roads construction in all the sixteen
Local Governments in the State by category in the year under review. It is
worthy to note that existing road covered about 839.71km or 85.05%, while
additional 12km or 1.22% were newly constructed. This makes a total of
987.34km road network across all the sixteen (16) Local Governments in the
State. Total rehabilitated roads amounted to 135.63km or 13.74% (both tarred
and un-tarred) during the year.

4.2 VILLAGES CONNECTED BY ELECTRICITY, 2018
Out of the 81 villages/towns served with electricity as at 2018, the State
Government (Electricity Board) sponsored 18 or 22.22% towns/villages, Local
Government sponsored 37 or 45.68% towns/villages, PHCN sponsored 22 or
27.16% towns/villages while 4 or 4.94% towns/villages were sponsored by
other institutions not specified. There was no record of community sponsored
electricity as displayed in the table below and the chart that followed.

The table above shows that out of 806 communities being served water in
2018, a total of 443 or 54.96% got served with hand dug well, 195 or 24.19%
were served with Bore hole, 79 or 9.80% used spring/stream as their source of
water supply, 56 communities or 6.95% were served with pipe borne water.

SECTION FIVE
SELF HELP/COMMUNITY DEVELOPED FACILITIES
This section discusses the self-help/community developed facilities
executed and enterprises in different Local Governments of Ekiti State for the
year 2018.
Record gathered indicated that there were 13,196 community developed
facilities in various communities in Ekiti State such as Pharmacy shops, Motor
parks, Open stalls, Saw mills, Bakery, Town halls, etc. See details in the table
below

SECTION SIX: HOTELS AND TOURIST CENTRES
6.1 HOTELS
Hotels and Tourist Centres are places where people can visit for
relaxation, playing and amusements. They equally provide
lodging/accommodation facilities etc. Hotels and Tourist Centres also serve as
sources of revenue for the government.
There were 138 functional and 3 non-functional hotels in Ekiti State in 2018.
Ado Local Government had the highest number of 41 hotels and Ilejemeje had
the least with just 1 hotel. The functionality was presented in the table below
with graphical illustration,

6.2 TOURIST CENTRES
There were 29 functional and 4 non functional Tourist centres in Ekiti State in
the year 2018. Oye Local Government had the highest number of 8 Tourist
centres; followed by Efon Alaaye with 6 tourist centres. Ijero Local government
had 5 tourist centers while Ado Local government had 3. Ekiti West,
Irepodun/Ifelodun and Ikere Local Governments had 2 Tourist centres each;
Gbonyin Local government had the least with 1 tourist centre. The summary of
information on the functionality of the Tourist Centres is presented in the table
below and illustrated graphically for further information;

SECTION SEVEN: TRADITIONAL INSTITUTION AND POLITICAL
STRUCTURE
7.1 TRADITIONAL INSTITUTION
This section of the publication focuses on the traditional settings and
political structure in the Local Government areas of Ekiti State for year 2018.
Specifically, record on traditional rulers received shows that there were 32 Obas
in first class which represented 25.60% of the total traditional rulers, there were
35 (28.00%) in second class and 58 or 46.40% in the third class giving a total of
125 traditional rulers through the state. This is presented in the table and pie
chart below;

7.3 POLITICAL STRUCTURES
The number of Local Government political appointees classified by
gender and local government is presented in table and displayed graphically on
the bar chart below. Record shows that 24 or 12.69% were females and 172 or
87.31% were males in a total of 197 recorded in the year 2018.

Out of the 177 political wards in the State, Ado Local Government had
the highest number of 13 wards, followed by Ekiti East, Ijero, Ikole and Oye
with 12 wards each while Ekiti S/W, Ekiti West, Ido/Osi, Ikere,
Irepodun/Ifelodun and Moba Local Government have 11 wards each; and Efon
Alaaye, Emure, Gbonyin, Ilejemeje and Ise/Orun Local Governments have 10
wards each.
There were 207 number of polling units in Ado Local Governments
which was the highest, followed by Oye with 190 wards and Ekiti S/W Local
Government with 188 polling units. Ikere had 87 polling units which was the
least number among Local Government Areas of the State.
The table below shows the list of Local Government Chairmen for the
year 2018 in which all of them were males except for Ikole Local government.

PRODUCTS
8.1 AGRIC PRODUCTS
In this section, major foods, cash crops and other products found in each
Local Government were presented. The table of analysis showed that yam,
cassava and maize were predominant in all the local Government of Ekiti State;
Kolanut could be found in Ado-Ekiti, Ekiti West, Emure, Ijero, Ikere, Ilejemeje,
Irepodun/Ifelodun, Moba and Oye Local Governments.

Record also indicated that Cocoa and Oil palm is dominant in virtually all
the Local Governments.
8.2 HANDCRAFTS
The people of various Local Governments in the State are blessed with
handcrafts most of which are shown in the table below. Blacksmith is
predominant in Ise/Orun, Gbonyin, Ikere, Irepodun/Ifelodun and Moba Loca
Governments as Mat Weaving can be found in Moba, Ekiti South-West, Ekiti
West, Ikere and Ijero Local Government.

SECTION NINE: PUBLIC HEALTH
9.1 HEALTH FACILITIES
From the record gotten, a total of 306 health facilities are currently available in
Ekiti state in the year 2018. Of this 306 health facilities, 233 (76.14%) are
owned by the government while the remaining 73 (23.86%) are owned by
private individuals or corporation. This is displayed in the table and graph
below;

9.2 HEALTH WORKERS
For the year 2018, a total of 3,186 health workers were recorded of which 379
(11.90%) are males and 2,807 (88.10%) are females. It can therefore be said
categorically that the health sector have more female workers than male.

This publication, which is the seventh (7th ) in the series is divided into nine sections covering Population and Land Mass, Personnel Records, Public Finance, Infrastructure and Public Utilities, Self Help/Community Development Projects, Hotels and Tourist centres, Traditional Institution and Political Structure, Agricultural and other major products, as well asPublic health of each Local Government in Ekiti State for the year 2018. The data set and information on the inter-relationship of basic socio- economic indicators affecting development at the various Local Government levels were assessed. Some diagrammatic illustrations in form of graphs and charts were used for easy illustration and appreciation of the varied results. Digest of Local Government Statistics 2018 Ekiti State Bureau of Statistics 5 SECTION ONE: POPULATION AND LAND MASS 1.1 POPULATION This section displays the population and land mass of each Local Government in Ekiti State. The 2006 population census which was conducted in the month of March/April of the year was used as the base year. Projection was done for 2017, 2018, 2019 and 2020. The total population of Ekiti which was 2,398,957 in 2006 rose to 3,438,537 in 2017 and further to 3,550,350 in 2018. In all the years, Ado Local Government has the highest population with 501,858(14.14%) for 2018 followed by Ijero Local Government with 324,360 (9.14%) and Ekiti West with 262,561(7.40%) while Ilejemeje has the least population figure with 63,534 (1.79%) people for the year 2018. Specifically, population of Ado Local Government takes as large as 14.14% of the State’s Population It is worthy to note that except for Ikere and Efon Local Governments, the male population is higher than their female counterpart in all the Local Governments. Thus, the record revealed that there were more males in Ekiti State than the females. This is shown in table 1.2. 1.2 LAND MASS The total land mass in Ekiti is 5805.843km2 from which Ikole Local Government has the highest with 874.94km2 which is about 15.07% of the State Land Mass followed by Oye Local Government with 661.91km2 . Ado Local Government occupies 345.25km2 as the 9th largest land mass, while Ilejemeje Local Government has 96.96km2 as the smallest land mass in Ekiti State. This is presented in a bar chart shown below.

Digest of Local Government Statistics 2018 Ekiti State Bureau of Statistics 6 Fig. A1 1.3 DISTANCE OF LOCAL GOVERMENT HEADQUARTERS TO THE STATE CAPITAL The distance in kilometer from the Local Government headquarter to the State capital shows that Ekiti East (Omuo) is the farthest with 64.65km followed by Ikole Local Government with 49.85km, Efon Alaaye was the third farthest with 47.00km while Ikere and Ekiti S/W(Ilawe) were the closest towns to the State capital (Ado – Ekiti) with 13km each. Digest of Local Government Statistics 2018 Ekiti State Bureau of Statistics 7 SECTION TWO: PERSONNEL RECORDS 2.1 PERSONNEL DISTRIBUTION BY AGE This section contains the information about the staff of the 16 Local Government Councils in Ekiti State for the year 2018. Out of 15,646 staff in the Local Government service, 109 or 0.7% represented people below age 20 years, 278 or 1.78% were between the age 20-24 years, 706 or 4.51% were between 25-29 years, 2,180 or 13.93% were between 30-34 years, 3,098 or 19.80% were staff between 35-39 years, 3,664 or 23.42% were between 40-44 years old, 2,960 or 18.92% were between 45-49 years of age, 1,779 or 11.37% were between 50-54years, 792 or 5.06% were between 55-59 years, 60 years and above were just 80 or 0.51%. There were 5,620 non- graduates and above, school certificate level which also represented 35.92% of the Local Government staff. Those with school certificate and below were 6,093 represented 38.94%. (i.e year 2018) From record gotten, all the sixteen (16) Local Governments got their highest revenue from the Federal allocation with N38.72b or 76.69% of the total revenue with the exception of Efon-Alaaye, Ekiti West and Ijero local Government. Vat was N3.79b or 7.51% followed by FAAC Augumentation of N3.55b or 7.03% while IGR amounted to N261.65m or 0.52%, statutory allocation was N118.1m and others were N4.05b or 8.01%. See Table 3.3 for more information. Fig. C1 3.2 BUDGETARY PERFORMANCE IN EKITI STATE Records collected on budget performance in respect of sectors displays that the Economic sector got N5.95b (47.27%), followed by social sector with N2.9b (23.06%), General Administration had N2.58b (20.47%), Environmental sector accounted for N1.16b (9.18%) and others had N2.81m or (0.02%).

Digest of Local Government Statistics 2018 Ekiti State Bureau of Statistics 1 3 3.3 RECURRENT BUDGET PERFORMANCE Ikole Local Government projected N1.58b but eventually spent N1.88b, representing 119.2% performance, Ado Local Government estimated N2.31b but spent N2.59b i.e 111.8% of the budgeted amount and Ekiti West Local Government also estimated N1.63b but spent N1.66b thereby achieving 101.9% of its recurrent budget for the year. All other Local Governments with the exception of Moba and Ise/Orun achieved above 50% of their recurrent budget for the year 2018. See Table 3.1 for full details. 3.4 CAPITAL BUDGET PERFORMANCE From the records gotten, it is observed that Ado Local Government estimated N1.54b but spent N1.26b which is 82.18% performance, Ekiti South/West Local Government estimated N1.63b but spent N1.23b which is 75% performance, Ise/Orun Local Government estimated N27m but spent N16m which is 59.54% performance and Emure Local Government estimated N520m but spent N295m which is 56.58% performance. Every other Local Government achieved less than 50% of their capital budget for the year 2018. See Table 3.1 for more details. Fig. C2

Total rehabilitated roads amounted to 135.63km or 13.74% (both tarred and un-tarred) during the year.

There were 138 functional and 3 non-functional hotels in Ekiti State in 2018. Ado Local Government had the highest number of 41 hotels and Ilejemeje had the least with just 1 hotel. Specifically, record on traditional rulers received shows that there were 32 Obas in first class which represented 25.60% of the total traditional rulers, there were 35 (28.00%) in second class and 58 or 46.40% in the third class giving a total of 125 traditional rulers through the state.
