I am a highly motivated, enthusiastic and very ambitious individual who has
progressed from the lower levels of his trade to reach the highest post that can be
attained within my profession (Lieutenant Colonel). I am a strong team player and a
leader with a proven track record of meeting performance targets, project
management and increasing operational proficiency. I have the ability to assess
problems logically and produce measured and effective solutions meeting target
deadlines often working under difficult, demanding and stressful conditions.
Career History
I bring over 37 years’ experience in the fields of Electronic Warfare (EW), Signals
Intelligence (SIGINT) and Intelligence Surveillance and Reconnaissance (ISR). I
have undertaken a number of roles throughout my career ranging from leading
tactical Electronic Warfare units in numerous military operations through to working
at the highest levels of the Ministry of Defence (MOD), Defence Intelligence (DI),
developing strategy and providing policy direction on EW and SIGINT to UK forces. I
have also spent a number of years working within MOD on a variety of multi million
pound military projects liaising closely with commercial companies to ensure that
military projects are delivered effectively and within budget. More recently I have
worked on loan service in the United Arab Emirates (UAE) providing specialist advice
to military staff on developing their strategic EW operation and also acting as the
project focal point for commercial companies bidding for several projects worth in
excess of £450M. In addition I have significantly increased the military intelligence
relationship between the UK and the UAE.

Responsibilities:
Provide subject matter expert advice on Electronic Warfare (EW) and Signals
Intelligence (SIGINT) to the UAE Commander of Electronic Warfare
Command and his staff to ensure that they meet their strategic goals.
Act as the UK primary military interface to facilitate and further develop the
exchange of military intelligence between the United Kingdom and the United
Arab Emirates.
Provide advice to EW Command on the development and management of
EW and SIGINT operations including improvements on technical practices
and procedures.
Provide expert advice to EW Command and participating in the development
of a variety of EW projects, including a project to establish a UAE Land

2. Based Tactical EW Company, an Electronic Warfare Operations Centre, and
an enhancement to the current strategic operation which will be delivered at
a cost of over £450M. Included in this work was the writing of the User
Requirement Documents and participation in the down selection process of a
large number of commercial companies bidding for the contracts.
Conduct research to identify training opportunities within UK Government
and Commercial companies to enable EW Command staff to develop their
professional skills to improve the UAE operation.

Responsibilities:
Managing an organisation of 50 military personnel in their provision of 24/7
mission support in the fields of EW and SIGINT to UK globally deployed
military operations.
Developing the relationship with other UK and international intelligence
agencies to improve the support and products delivered to military customers.
Providing bi-monthly performance reports to the Senior Officer board within
the Ministry of Defence to ensure that the organisation is developing at the
directed rate of change, and also highlighting any performance deficiency
issues.
Produce a strategic roadmap for the Ministry of Defence identifying targets
and goals to ensure that the organisation reaches full operational capability
within 3 years.
Provide the leadership for all improvements and technical development of the
highly complex communication and intelligence systems utilised within the
organisation to strive to improve the units overall performance.
Provide career management of 50 military personnel including identifying
training opportunities required to enhance their military and professional

Responsibilities:
Develop and deliver UK military policy, concept and doctrine for EW and
SIGINT in close consultation with the National SIGINT Agency.
Report to the UK Information Commissioner on a bi-annual basis on any
inadvertent interception activity conducted by UK military EW units during
exercises or training within the UK to comply with the Regulation of
Investigatory Powers Act 2000.
Act as a member of the project board responsible for the successful delivery
of a £60M land based EW capability for use in Afghanistan.
Provide subject matter expert advice to the project team for the £635M
project to deliver three SIGINT aircraft to the Royal Air Force.

Responsibilities:
Act as the deputy to the Commander of the unit with 350 personnel under
command.
Act as a member of the committee responsible for securing £20M of Defence
budget to deliver a new UK military EW database.
Manage existing Memorandum of Understanding agreements with numerous
countries to facilitate the exchange of EW data.
Manage a travel & subsistence annual budget of £500K by presenting
monthly budget reports to senior management highlighting expenditure and
future forecasts. An incremental reduction in spending was achieved each
year.
Provide career advice to senior management for the 50 Army personnel
working within the organisation.
Manage the customer focussed element of the unit responding to daily
external tasking and delivery of EW products to military customers within UK
and deployed overseas.

Provide the focal point within MOD for the National Signals Intelligence
Agency to plan, organise and deploy military EW units on a variety of UK

their deployment.

Act as the MOD staff office for all static UK military SIGINT operational sites.

Lead military project manager, working closely with an integrated civil service
projects team, responsible for the delivery of new capability and for the
development and management of infrastructure to maintain current and future
operational requirements.
Responsible for maintaining 24/7 business continuity and emergency
contingency planning.

leaders to ensure near real time support to UK and coalition forces on
deployed operations.
