 Es una ubicación dentro del DMQ que
 permita a los habitantes permanecer en él
 durante y después de un evento sísmico
 fuerte, de manera temporal y garantizando
 su seguridad física. De preferencia, dicho
 sitio   debería    ser   abierto,   amplio,
 estratégicamente ubicado dentro de la
 mancha urbana. Este sitio debe ser capaz
 de recibir a las personas luego de eventos
 desastrosos de diversos orígenes.
