• First draft developed by GSP and ITPS Pillar 3 Chairs, IUSS
representative (also ITPS) (Liesl, Brajendra and Rainer)
• Based mostly on 7 regional implementation plans
• Also guided by revised WSC, SWSR and VGSSM
• Pillar 3 Working Group inputs request and review:
• 2-13 April (2 weeks)
• Low response
• Added note on title page to say the plan may be adjusted if
considered necessary

Pillar 3 PoA Recommendations
1. Compile evidence of return on investment in soil
research, stressing importance of soil functions
2. Encourage inter- and transdisciplinary research and
development (R&D) of SSM practices and systems
3. Capitilize on existing R&D research initiatives and
outputs, identify regional and local priorities
4. Foster synergy and engagement between research
and end-user communities, and donors

1. Develop a global soil research internet platform
• Develop and provide an inventory of global, regional and
national:
• soil research partners,
• soil research facilities and infrastructure,
• soil research programs;
• soil related research gaps.
• Share all products developed through research activities
on this platform for easy access to all stakeholders

2. Assess existing soil R&D initiatives, identify global
research priorities
• Develop inventory of existing soil research initiatives,
facilities, infrastructure, outputs
• Identify global and regional R&D priorities based on national
needs/priorities
• Consider global targets of SDGs, UNCCD, UNFCCC and CBD
• Consider priorities identified through all GSP networks, e.g.
INSII, GLOSOLAN, GLOSIS, INBS, etc.

3. Encourage inter- and transdisciplinary R&D
• Develop regional soil research platforms through regional soil
partnerships / enhance existing regional platforms
• Facilitate coordination of soil R&D and policy support
• Ensure collaboration with other disciplines
• Develop research project proposals
• Launch targeted R&D programs

4. Highlight return on investment in soil R&D
• Identify indicators to assess economic cost of soil degradation
and value of its rehabilitation
• Linked to ITPS study on benefits of SSM
• Develop region-specific models to assess costs and benefits
• Convey results to decision makers
• Assess national investment in soil R&D and return on
investment
• Are governments investing in research?

5. Develop active collaboration between research
bodies, and other stakeholders
• Identify key stakeholders and potential donors to address
research priorities
• Promote multi-stakeholder discussions to share knowledge
for launching joint projects
• Organize global symposia (like GSOC17, GSOP17, etc)
• Develop soil and land use management maps
• Ensure diffusion of research outputs to various stakeholders
• Provide policy support to government

Specifically, such research should focus on identified gaps, priorities and synergies with related productive, environmental and social development actions, incorporating evidence of return on investment in soil research. Furthermore, soil research should encourage inter- and transdisciplinary R&D, capitalize on existing R&D initiatives and foster synergy and engagement between research and end-user communities and donors.
