West EurAsia FMD Control-Roadmap 2025, 4th Annual Regional Progress Review

2. Outlook achievement the WestEurasia Roadmap
• The West Eurasia Roadmap has made good progress
along the four years:
-better awareness of the FMD risks
-progress in many countries
-identifying "new epidemic events" at an earlier point
-countries increasingly use PCP as tool in identification of
gaps and for FMD control
-training for capacity building for diagnosis and
epidemiology skill to understand the disease
-many project and support carried out by EUFMD
-developing the Guidelines for assesment of Stages in the
PCP

PRACTICAL EPIDEMIOLOGY FOR PROGRESSIVE
CONTROL (PeP-C)
Turkey has been glad to host the PEPc
training course
Held in Istanbul, at Pendik Institute; Four weeks
duration
Experts from Armenia, Azerbaijan, Egypt,
Georgia, Iran and Turkey
A great opportunity to learn together, gaining
experiences on epidemiology and create a
network that can favour of FMD control

PRACTICAL EPIDEMIOLOGY FOR PROGRESSIVE
CONTROL (PeP-C)
Course was on “Epidemiology Approach”:
Theoretical epidemiology
Surveillance; Data collection, Data entry/validation
Data analysis (transforming data to information)
Outbreak investigation including field study
Analysis disease socio-economic impact
Risk assessment and Gap analysis including write a useful report
EPIDEMIOLOGY IS ONE MAIN GAP IN THE REGION TO
IDENTIFY CLEARLY THE SITUATION
It would be very useful this type of training to other countries:
West Eurasia needs all countries to have trained epidemiologist to apply their
experiences to their national FMD control

EARLY DETECTION / WELNET FMD
Turkey is concerned that virus typing is not fast enough in
the region to identify upcoming treat!
WELNET activity plan for 2012 including proposal on early
detection was not funded
It needs a strong commitment by all members of the
roadmap to achieve this critical goal
We are all should act a practical way for the future:
There are some good labs in the region-/But maybe there is no good
collaboration!
Lets act together, like PEPc has achieved
6. Early Detection activities provided by ŞAP Institute
ŞAP Institute provided some advanced facilities;
samples were received from Iraq on November
Results for serotyping and sequencing including detail report were
provided a few days
This is a good example to speed up early detection;
allowing CVOs valuable and in time information so that they
learn upcoming risk and act in time
This is good initiative; needs extent all the region and
regular base
We are all at under the same risk from FMD-we need
WELNET to function better
So WELNET must be supported in the next two years;
Turkey should follow this!

Vaccination Policy in the region: Vaccine sufficiency
• Our region like many other countries suffers this critical
problem:
– We have: vaccine doses used in region are less then 200 m, but 450
milion FMD susceptible animals in region!
Lets discuss:
How to get resources for campaigns
Which species and where to apply vaccination
WE SHOULD INITIATE WORKING ON COST/BENEFIT ANALYSIS TO FIND
ANSWER;
VACCINATION STRATEGY-MODEL- DECISION SUPPORT TOOLS-BUDGET-STAFF ECT.
FOR EXAMPLE; What is role sheep on disease dynamic? need vaccinate sheep?
This should be one of prorities for our next action plan as WE
Turkey call the EC and EuFMD to help fund more activities
relevant to FMD managers

Region
Expertise for disease control
I think we have expertise in the WE region
But, we could not benefit from them actively and
organized-they are scattered!
We need a good organization and network to utilize
available expertise
– Otherwise information is passed down in the field, and data are still insufficiently
used for implementation of measures (timeliness, scientific analyses, risk management) !-
NEEDS use favour of creative control strategies
Lets create a expertise network and training group;
To develop training materials to adapt to each country
To share experiences, tools and information
10. Outlook gaps on the control of FMD/Role of International
Support
• Virus circulation at regional level has been formulated large epidemics despite
vaccinations in all countries
• There are gaps in preventive measures,
• Insufficient dynamic control strategies
• Limited control of international animal movements
• Insufficient outbreak investigation, not reach individual outbreaks and
sampling/Serotyping
LETS THINK ABOUT IT!
FMD IS OUR PROBLEM TREATING OUR POPULATION AND LOSE
ECONOMIC
Do not forget our national responsibilities!
11. Outlook gaps on the control of FMD/Role of
International Support
– At regional level, need for :
o to reduce risk of animal movements
• Risk /Socio-Economic analysis, involving stakeholder
• sharing of data on vaccination, serological surveys and FMDV at
suitable scale
• improved human resources for epidemiology, risk assessment &
management
– Need for greater regional collaboration-
– DO WE HAVE REGIONAL OWNERSHIP?!
– Countries should manage their own risks with own resources
International support to the region has played a vital role in promoting
reviews of national strategies
Therefore, Welcomes the initiative of FAO and OIE and other international
organization in order to invite national FMD project proposal, AND follow
up principle of Bangkok Workshop for more financial support
