9. Children & Families Bill
Parliamentary process started in September 2012 with the aim of becoming law
by 2014.
A new 0-25 multi-agency integrated assessment framework for disabled
children, children with special educational needs, supported by a single
Education, Health and Care Plan.
Parents and young people will have the option of a new personal budget
(Education, Health and Social Care direct payments).
New duty to create and publish a local offer of services.
New mandate on CCGs to jointly commission services for disabled children,
children with SEN and their families with the local authority.

4 new indicators in the NHS outcomes framework:
1. Time from first NHS presentation to diagnosis or start of treatment.
2. Integrated care – developing a new composite measure.
3. Effective transition from children’s to adult services.
4. Age appropriate services – with particular reference to teenagers.
