CENTRE SHOULD INCREASE ECONOMIC
AND POLICY COOPERATION: GEHLOT
Jaipur: In order to
strengthen the spirit of
cooperative federalism,
Chief Minister Ashok
Gehlot has urged the
Center to increase the

reasons, the fiscal posi-
tion of all the states of
the country has been
adversely affected. “At
the same time, the need
to increase the scope of
social security is being
felt more. In such a situ-
ation, the central gov-
ernment should pro-
vide more cooperation
to the states for the
smooth conduct of ac-
tivities related to eco-
nomic and social devel-

ing various pending is-

THE SUGGESTION
Answers of 8,704 questions of
MLAs are pending in the
Vidhan Sabha as the departments
have not sent answers to 6,752
questionsofthecurrent16thVidhan
Sabha. At the same time, answers of
1,050 questions of 13th Assembly
& 902 questions of 14th Assembly
are also awaited from the
departments.
REASON OF DELAY
The list of questions is so
long that the Questions and
Perspectives Committee
is currently discussing the
confusion and controversies
regarding the questions of
the 14th Assembly. But the
member legislators of the
committee have now made
up their mind to summon the
heads of departments who do
not respond in the Assembly.
The CS has asked all
the departments to
answer the
outstanding questions by
August 16. The officers of the
departments whose more
questions are pending, will be
called in the Vidhan Sabha
and their answers will be
sought.
—Bijendra Singh Ola, Committee chairman
Hundreds of questions of the
14th Assembly are yet to be

questions of the 15th Vidhan Sabha
are not being discussed at all. The
committee chairman has been asked
to summon the officers, so that the

a series of disputes, the major
ones being against Cairns En-
ergy Plc and Vodafone Group
Plc. In the Cairns’ dispute the
government seized and sold
its shares in its earlier India
unit, confiscated dividend
due and withheld tax refunds.
CairnsEnergyhadopposed

went to the Permanent Court

no mood to pay the taxes ret-

, the government
insisted that any settlement
had to be within the existing
tax laws. Although its case
appeared to be weak, the gov-
ernment challenged the
“highly flawed award”.
In Vodafone’s case an in-

ADDICTIVE LAZINESS
n the year 2020, Covid ripped
across the world resulting in
death, illness, burnout, isola-
tion, and economic turmoil.
As if one onslaught was not
enough, it came back with a
volley of new variants in
2021. Sudden lockdowns
were announced and the
world came to a standstill.
The world said- “Jaan hai to
Jahan hai.” We spent every-
thing in the name of Covid
and consequently, lazi-
ness became a habit. The
post covid laziness is as ad-
dictive as smoking, alcohol
or drugs. When people are
made to work after six
months, it’s a tough call and
bound to have withdrawal
symptoms.
PEND IT
All work was pending till the
covid goes. Everyone said
let’s deal with this once in a
lifetime problem and do the
routine work later. When you
find people around you fall-
ing like ninepins, it’s very
difficult to work for a bright
future. The gloom leads to
everything as life itself is so
uncertain. The uncertainty
of life leads to fears and
hence the lack of desire to
work with full gusto and sin-
cerity. Procrastination soon
became a habit. Languishing
became the norm and it grew
like an addiction.
BLURRING WORK-
LIFE BALANCE
Initially, when the lockdown
happened, everyone was very
euphoric about the ‘Work
from Home’ concept. It gave
the working class a sense of
freedom from office. Soon
everyone realized that they
are neither here nor there.
The work life balance got
blurred out. The manage-
ment expects you to be avail-
able online 24x7. At the same
time, the wife feels that you
are at home and yet not avail-
able. Sandwiched between
the two enhanced expecta-
tions from Boss and Biwi, the
poor middle class employee
got sorted out. The blurred
work life balance resulted in
poor motivation, decreased
efficiency, frustration and
psycho-social disorders.
STUDENTS
WITHOUT SCHOOL
The students never had it so
good. No schools for the last
two sessions and then 99% of
them passed, scoring above
90%, without exams. This
lethargy which has set in the
systemwillbeverydifficultto
overcome once schools open.
Students will find it difficult
to get up early, get ready to
leave by 06:30 AM, attend
school the whole day, do the
homework and study hard to
pass exams with such high
expectations. It will take con-
siderable time and effort to
get over this lethargy
.
SOCIAL DISTANCING
BY CHOICE
The world had already started
social distancing and becom-
ing more and more self ori-
ented. They found Covid as a
God sent excuse for their anti-
social behaviour. People have
started moving away from the
basicsocietalnormsof obliga-
tory attendance at funerals,
cremations, mournings, wed-
dings and other social gather-
ings. In covid times, Hand-
shake and jaadu ki jhappi
(warmhugs)asgreetingshave
changed over to greet-
ings from a distance, with Na-
maste. Let’s hope and pray
that this exceptional behavior
isnotadoptedas‘newnormal’,
as a matter of convenience.
DISTURBED ROUTINE
During the Covid lockdowns,
most of the people were lan-
guishing around without a de-
fined routine. They were just
getting bored, frustrated and
addictive to laziness. In the
Covid related forced lock-
downs, phone, social media
andbrowsingtheinternethave
been major time consumers,
pulling down everybody into
hours of idleness. “The less I
do, the less I want to do.” The
laziness tightened the grip
over idle mind, like addiction.
CASUAL DRESSING
Dressing up has taken the
biggest hit in the Covid era.
Since, there is nowhere to go,
everyone is very tempted to
stay in casuals. The formal
dressing has taken a long
leave. The wedding lehengas
and haute-couture have been
neatly packed into box-
es. The bundgalas and sher-
wanis are equally confined to
life sentences, with suspen-
sion of all official events and
celebrations. I am certain
that when normalcy is re-
stored post covid, most of us
will also require a new ward-
robe and refresher course in
formal dressing.
BLAME COVID
FOR ALL ILLS
A large number of Govt offi-
cials and those deputed to
deal with public grievances
started shirking their re-
sponsibilities in the name of
Covid. Entry into all Govt of-
fices is strictly restrict-
ed. The routine business of
governance became the big-
gest casualty. In the hospi-
tals also, patients with all
other ailments were relegat-
ed in priority to Covid pa-
tients and many of them suc-
cumbed to such neglect, but
who cares. Covid was found
to be the new punching bag to
be blamed for all delays, ills,
faults and incompetencies.
CONCLUSION
Covid has brought unprece-
dented difficult times, no
doubt. However, the forced
lockdown and idleness has
also taken its toll on our ef-
ficiency and desire to work
hard. It has brought in slug-
gishness in work, boredom,
procrastination and a habit
of languishing. Those who
got addicted to laziness are
praying for a third wave and
lockdowns once again. Let’s
not get addicted to laziness,
trying to beat Covid. It will
take a great amount of con-
certed effort to shed the slug-
gishness and resume life
with full gusto and energy,
leaving COVID behind.

and said it suspects
some lobbies have been

the bench said, adding
that this cannot be al-

The bench said it may

New Delhi: In the past
17 years of his active
political life, Rahul
Gandhi gave great re-
sponsibility to many
new leaders and
brought forward many
old leaders. Some of
these people are still
working for the party
and are Rahul’s trusted
aides, although there
are those too who have
been marginalised and
many have left the par-
ty
.
However, Rahul, in
view of 2024 general
elections, has become
increasingly active and
is forming his own bri-
gade within the grand-
old party. Word is that
Rahul is working on a
plan to bring back the
old leaders and give
them new responsibili-
ty again. Informed
sources in Congress say
that election strategist
Prashant Kishor has
also advised him about
this and it is on his ad-
vice, that preparations
are being made to bring
back some leaders from
their political ‘vanvasa’
while several other ‘ac-
tive’ leaders would be
given a makeover and
re-established.
Then there are those
too who have returned
to the party’s fold, like
former Jharkhand state
president Ajay Kumar.
However, he is not going
to get any big responsi-
bility immediately.
There are some leaders
who have left the party,
whose return is not pos-
sible immediately, such
as Jyotiraditya Scindia
in Madhya Pradesh and
Ashok Chaudhary in
Bihar.
Similarly in Hary-
ana, it is being said that
Ashok Tanwar, who
was the state president
of Haryana, may re-
turn. Although Bhupin-
der Singh Hooda, who is
already a little miffed
with the high com-
mand, may get one
more chance to up the
ante, but preparations
are being made in the
party for Tanwar’s
comeback.
According to in-
formed sources, Sachin
Pilot and Milind Deora
can get a big responsi-
bility. The duo had ex-
pressed their displeas-
ure with the Congress
high command in dif-
ferent ways, but their
previous actions would
be forgotten and both of
them will be given pref-
erence. In fact, there is
a perception in Rahul
camp that the old lead-
ers who have left the
party, have done so as a
result of party’s inter-
nal politics between
leaders including har-
assment from the old
leaders, and therefore
there is no problem in
bringing them back.

Jaipur: It is said that
evolution is the key
force behind survival
and those who do not
evolve, perish. And it
seemsthattheCongress
party has finally under-
stood the meaning of
the saying as it looks to
‘rise’ back to its old glo-
ry days. However, for
that the party has to un-
dergo a metamorphosis
andhighlyplacedsourc-
esinthegrand-old-party
reveal that there is like-
ly to be some changes in
the national organiza-
tion of the Congress
party
.Andinterestingly
,
the changes will be in
line with its arch
rival - BJP
.
Word is that Con-
gress will form a parlia-
mentaryboardthatwill
be sect above the Con-
gress Working Commit-
tee (CWC), the premier
decision making body
in the party till now.
However,whenwillthis
change happen, no one
can say because deci-
sions are not made eas-
ily in Congress and if
they are made, then
they are more difficult
to implement.
But informed party
leaders say that these
changes will be imple-
mented along with the
long overdue organiza-
tion elections, which
Congress leaders have
been postponing the
election of the party’s
national president for
thelasttwoyearsonthe
pretext of corona pan-
demic and other issues.
However, whenever
the organization’s elec-
tionsareheldandwhen-
ever the party gets a
new president, it is cer-
tain that this time the
structure of the organi-
zation will be changed.
There is a provision
for the formation of a
parliamentary board in
the Congress organiza-
tion, which consists of
selected members and
it is similar in nature to
the parliamentary
board of BJP. The
board has the right to
decide every case or is-
sue and if a parliamen-
tary board is formed in
Congress, then it is be-
lieved that decisions
will be taken soon since
the CWC is a large
body which does not
meet regularly. There-
fore, a parliamentary
board will be formed
and any decision taken
in it will be put before
CWC and approved in
due course.
The idea to expedite
the decision making
process has been the
brain child of election
strategist Prashant
Kishor and around 9
leaders will be included
in the body and these
nine members are ex-
officio members of the
Central Election Com-
mittee of the party
.
However, the Con-
gress Parliamentary
Board is also elected.
Themembersof theEx-
ecutive Committee
elect the nine members
of the Parliamentary
Board. Last year, when
23 Congress leaders
wroteletterstotheCon-
gress President for the
organization elections,
the working committee
was reshuffled and re-
gardless of the rebel
leaders, Sonia Gandhi
nominated some lead-
ers of her choice in-
stead of holding elec-
tionstotheworking
committee.
Therefore, there
should not be any
problem in con-
ductingelections
to the Parliamen-
tary Board but it is also
beingsaidthatPrashant
Kishor wants to keep
the decision making
committeeevensmaller.
That is, there should be
a committee of four or
five people, who should
take quick decisions on
any issue. Now it re-
mains to be what deci-
sion does the party take
and how is it imple-
mented, and most im-
portantly
...when?
Center should...
without the coopera-
tion of the central gov-
ernment,” he said.
The Chief Minister
said that in view of the
peculiar geographical
conditions of the state,
the Central Govern-
ment should provide
central assistance to the
state in the ratio of 90:10
instead of 50:50. “Till
the year 2013, under the
National Drinking Wa-
ter Program, central as-
sistance was provided
to the desert areas in the
ratio of 90:10. Later it
has been reduced to
60:40 and now 50:50.
With limited surface re-
sources in the state, vil-
lages and dhanis are lo-
cated far and wide. Due
to this, the cost of drink-
ing water schemes is
much higher as com-
pared to other states,”
Gehlot said. CM said
Eastern Rajasthan Ca-
nal Project should be
declared a national pro-
ject to provide irriga-
tion and drinking water
to 13 districts of the
eastern region of Ra-
jasthan. With this ambi-
tious project of about
Rs 37,247 crore, drink-
ing water requirements
of Jhalawar, Baran,

miscreants had ransacked a dhaba on NH 48 and
opened fire following a tiff over a petty issue. The as-
sailants had asked the dhaba owner to cook food for
them. On his refusal, they turned violent and opened
fire. Luckily, no one was injured.

Jaipur: Chief Minis-
ter Ashok Gehlot, on
Friday, interacted
with the girl students
of colleges studying in
different districts of
the state to promote
girl child education in
Rajasthan. He said
that the state govern-
ment would be able to
improve its upcoming
schemes based on the
suggestions received
from the ground. At
the same time, he has
directed the officials
that special education
and proper coaching
should be arranged for
the students, especial-
ly the girls, to move
ahead in their careers
according to their
wishes and aspira-
tions.
Gehlot was inter-
acting with the benefi-
ciary girl students
who received scooty
during the launch cer-
emony of Kalibai Bhil
Medhavi Chhatra
Scooty Scheme organ-
ized via video confer-
ence from Chief Min-
ister’s Residence on
Friday. Gehlot dis-
cussed with the girl
students about their
studies, family status,
career goals and took
feedback on the
schemes launched to
promote girl child edu-
cation. He directed the
officers of the Higher
Education Depart-
ment, district collec-
tors and college prin-
cipals to ensure that
the benefits of all the
schemes launched for
the students reach the
needy and eligible stu-
dents.
During the interac-
tion, the girl students
expressed their grati-
tude to the Chief Min-
ister for the Scooty
scheme and said that
getting Scooty has
boosted their confi-
dence, as it will help
them to go to college
or coaching for their
further studies. Many
girl students told that
they have also taken
advantage of the state
government’s free cy-
cle scheme in the past.
Earlier in his ad-
dress, the Chief Minis-
ter said that education
creates the ability to
fight. “The society
which focuses on edu-
cation moves ahead in
the race of develop-
ment. He said that to
take Rajasthan on the
pathof rapidprogress,
the state government
has increased oppor-
tunities for education
in the state. In order to
provide college facili-
ty at nearest place to
the youth, 123 new col-
leges have been
opened in the last
about 3 years, out of
which 32 are women’s
colleges. The govern-
ment has planned to
open colleges at each
sub-divisional head-
quarters,” he said.
Gehlot said that to-
day free coaching is
being provided to the
students of govern-
ment educational in-
stitutions for the prep-
aration of competitive
examinations.
The CM said that
the brave Kalibai Bhil,
who sacrificed her life
to awaken the glory of
education in tribal
area, is a source of in-
spiration for the
youth. The tribal girl
and her guruji Nanab-
hai Bhil understood
the importance of ed-
ucation at a time
when, under the Brit-
ish rule, not everyone
was allowed to study.
Guruji Nanabhai and
Kalibai refused to
obey the government
order to close their
school and sacrificed
their lives in the strug-
gle against British op-
pression.
“Despite this, a
large population of
girls is still deprived
of education. It is the
duty of family soci-
ety to stop discrimi-
nating between boy
girl and give equal op-
portunities to the girl
child to progress,” the
Chief Minister said.
To make our dreams come true,
we do not need just an idea, but
also the courage to change the
present and leap into the future.

It’s easy to underestimate yourself,

I wish to pursue something rather
unrealistic. I dream of becoming

T he passing of the Taxation Laws Amendment Bill 2021 by the Lok Sabha to junk the provision for retrospective tax is a positive step towards making India investment friendly . Through a provision in the Finance Act of 2012 the Income-TaxActwasamended to make offshore transactions involving Indian assets, even those that were executed be- fore the amendment was passed by the Congress-led UPA government. This led to a series of disputes, the major ones being against Cairns En- ergy Plc and Vodafone Group Plc. In the Cairns’ dispute the government seized and sold its shares in its earlier India unit, confiscated dividend due and withheld tax refunds. CairnsEnergyhadopposed the demand for tax payment with retrospective effect and went to the Permanent Court of Arbitration at The Hague. The arbitration court passed about Rs 8000 crore award in favour of Cairns, which filed casesinseveralotherinterna- tional courts. Cairns was in no mood to pay the taxes ret- rospectively , the government insisted that any settlement had to be within the existing tax laws. Although its case appeared to be weak, the gov- ernment challenged the “highly flawed award”. In Vodafone’s case an in- ternational tribunal ruled against the government’s de- mand for Rs 22,100 crore in back taxes. The government challenged the order in the Singapore High Court. Voda- fone, the British telecom gi- ant, acquired an Indian tele- com entity in 2007. Finance Minister Nirmala Sitharaman called the change in the income-tax law “a matter of prolonged litiga- tion”, which it indeed turned out to be. Scrapping of the law will bring relief to for- eign investors. A REGRESSIVE TAX LAW IS SCRAPPED Through a provision in the Finance Act of 2012 the Income-Tax Act was amended to make offshore transactions involving Indian assets, even those that were executed before the amendment was passed by the Congress-led UPA government T Promoted by First India News International Pvt. Ltd. ADDICTIVE LAZINESS n the year 2020, Covid ripped across the world resulting in death, illness, burnout, isola- tion, and economic turmoil. As if one onslaught was not enough, it came back with a volley of new variants in 2021. Sudden lockdowns were announced and the world came to a standstill. The world said- “Jaan hai to Jahan hai.” We spent every- thing in the name of Covid and consequently, lazi- ness became a habit. The post covid laziness is as ad- dictive as smoking, alcohol or drugs. When people are made to work after six months, it’s a tough call and bound to have withdrawal symptoms. PEND IT All work was pending till the covid goes. Everyone said let’s deal with this once in a lifetime problem and do the routine work later. When you find people around you fall- ing like ninepins, it’s very difficult to work for a bright future. The gloom leads to everything as life itself is so uncertain. The uncertainty of life leads to fears and hence the lack of desire to work with full gusto and sin- cerity. Procrastination soon became a habit. Languishing became the norm and it grew like an addiction. BLURRING WORK- LIFE BALANCE Initially, when the lockdown happened, everyone was very euphoric about the ‘Work from Home’ concept. It gave the working class a sense of freedom from office. Soon everyone realized that they are neither here nor there. The work life balance got blurred out. The manage- ment expects you to be avail- able online 24x7. At the same time, the wife feels that you are at home and yet not avail- able. Sandwiched between the two enhanced expecta- tions from Boss and Biwi, the poor middle class employee got sorted out. The blurred work life balance resulted in poor motivation, decreased efficiency, frustration and psycho-social disorders. STUDENTS WITHOUT SCHOOL The students never had it so good. No schools for the last two sessions and then 99% of them passed, scoring above 90%, without exams. This lethargy which has set in the systemwillbeverydifficultto overcome once schools open. Students will find it difficult to get up early, get ready to leave by 06:30 AM, attend school the whole day, do the homework and study hard to pass exams with such high expectations. It will take con- siderable time and effort to get over this lethargy . SOCIAL DISTANCING BY CHOICE The world had already started social distancing and becom- ing more and more self ori- ented. They found Covid as a God sent excuse for their anti- social behaviour. People have started moving away from the basicsocietalnormsof obliga- tory attendance at funerals, cremations, mournings, wed- dings and other social gather- ings. In covid times, Hand- shake and jaadu ki jhappi (warmhugs)asgreetingshave changed over to greet- ings from a distance, with Na- maste. Let’s hope and pray that this exceptional behavior isnotadoptedas‘newnormal’, as a matter of convenience. DISTURBED ROUTINE During the Covid lockdowns, most of the people were lan- guishing around without a de- fined routine. They were just getting bored, frustrated and addictive to laziness. In the Covid related forced lock- downs, phone, social media andbrowsingtheinternethave been major time consumers, pulling down everybody into hours of idleness. “The less I do, the less I want to do.” The laziness tightened the grip over idle mind, like addiction. CASUAL DRESSING Dressing up has taken the biggest hit in the Covid era. Since, there is nowhere to go, everyone is very tempted to stay in casuals. The formal dressing has taken a long leave. The wedding lehengas and haute-couture have been neatly packed into box- es. The bundgalas and sher- wanis are equally confined to life sentences, with suspen- sion of all official events and celebrations. I am certain that when normalcy is re- stored post covid, most of us will also require a new ward- robe and refresher course in formal dressing. BLAME COVID FOR ALL ILLS A large number of Govt offi- cials and those deputed to deal with public grievances started shirking their re- sponsibilities in the name of Covid. Entry into all Govt of- fices is strictly restrict- ed. The routine business of governance became the big- gest casualty. In the hospi- tals also, patients with all other ailments were relegat- ed in priority to Covid pa- tients and many of them suc- cumbed to such neglect, but who cares. Covid was found to be the new punching bag to be blamed for all delays, ills, faults and incompetencies. CONCLUSION Covid has brought unprece- dented difficult times, no doubt. However, the forced lockdown and idleness has also taken its toll on our ef- ficiency and desire to work hard. It has brought in slug- gishness in work, boredom, procrastination and a habit of languishing. Those who got addicted to laziness are praying for a third wave and lockdowns once again. Let’s not get addicted to laziness, trying to beat Covid. It will take a great amount of con- certed effort to shed the slug- gishness and resume life with full gusto and energy, leaving COVID behind. THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL POST COVID LAZINESS: AN ADDICTION Sudden lockdowns were announced and the world came to a standstill. The world said- “Jaan hai to Jahan hai.” We spent everything in the name of Covid and consequently, laziness became a habit. The post covid laziness is as addictive as smoking, alcohol or drugs. When people are made to work after six months, it’s a tough call and bound to have withdrawal symptoms I In covid times, Handshake and jaadu ki jhappi (warm hugs) as greetings have changed over to greetings from a distance, with Namaste. Let’s hope and pray that this exceptional behavior is not adopted as ‘new normal’, as a matter of convenience. SC seeks Centre’s clear stand on vacancies in tribunals New Delhi: Terming non-filling of vacancies at various tribunals a very sorry state of af- fairs, Supreme Court Friday asked Centre to apprise it within ten days about steps taken and said it suspects some lobbies have been working in this regard. We must know a clear stand on continuation of tribunals or closing of tribunals. It appears that bureaucracy does not want these tribu- nals, said a bench com- prising Chief Justice N V Ramana and Justice Surya Kant. SC was ready with all details of pending va- cancies, provided by the apex court’s registry in 15 quasi-judicial bodies such as Debt Recovery Tribunals (DRTs), DRAT, Securities Ap- pellate Tribunal, TD- SAT, NCLT and NCLAT. There are 19 vacant positions of presiding officers or the chair- man in these tribunals and besides them, 110 and 111 posts of judicial and technical members respectively are vacant, the bench said, adding that this cannot be al- lowed to continue. The bench said it may summon the top offi- cials to give reasons for not appointing peoples in these quasi-judicial bodies. We expect in a week’s time you will take a call and apprise us. Otherwise we are very serious, we are go- ing to force the top offic- ers to appear and give reasons. Please do not invite such a situation, the bench observed. SC, in a hearing con- ducted through video conferencing, also is- sued a notice on a PIL filed by lawyer and ac- tivist Amit Sahni seek- ing constitution of Na- tional and Regional GST Tribunal. —PTI Anita Hada New Delhi: In the past 17 years of his active political life, Rahul Gandhi gave great re- sponsibility to many new leaders and brought forward many old leaders. Some of these people are still working for the party and are Rahul’s trusted aides, although there are those too who have been marginalised and many have left the par- ty . However, Rahul, in view of 2024 general elections, has become increasingly active and is forming his own bri- gade within the grand- old party. Word is that Rahul is working on a plan to bring back the old leaders and give them new responsibili- ty again. Informed sources in Congress say that election strategist Prashant Kishor has also advised him about this and it is on his ad- vice, that preparations are being made to bring back some leaders from their political ‘vanvasa’ while several other ‘ac- tive’ leaders would be given a makeover and re-established. Then there are those too who have returned to the party’s fold, like former Jharkhand state president Ajay Kumar. However, he is not going to get any big responsi- bility immediately. There are some leaders who have left the party, whose return is not pos- sible immediately, such as Jyotiraditya Scindia in Madhya Pradesh and Ashok Chaudhary in Bihar. Similarly in Hary- ana, it is being said that Ashok Tanwar, who was the state president of Haryana, may re- turn. Although Bhupin- der Singh Hooda, who is already a little miffed with the high com- mand, may get one more chance to up the ante, but preparations are being made in the party for Tanwar’s comeback. And it seemsthattheCongress party has finally under- stood the meaning of the saying as it looks to ‘rise’ back to its old glo- ry days. However, for that the party has to un- dergo a metamorphosis andhighlyplacedsourc- esinthegrand-old-party reveal that there is like- ly to be some changes in the national organiza- tion of the Congress party .Andinterestingly , the changes will be in line with its arch rival - BJP . Word is that Con- gress will form a parlia- mentaryboardthatwill be sect above the Con- gress Working Commit- tee (CWC), the premier decision making body in the party till now. However, whenwillthis change happen, no one can say because deci- sions are not made eas- ily in Congress and if they are made, then they are more difficult to implement. But informed party leaders say that these changes will be imple- mented along with the long overdue organiza- tion elections, which Congress leaders have been postponing the election of the party’s national president for thelasttwoyearsonthe pretext of corona pan- demic and other issues. However, whenever the organization’s elec- tionsareheldandwhen- ever the party gets a new president, it is cer- tain that this time the structure of the organi- zation will be changed. There is a provision for the formation of a parliamentary board in the Congress organiza- tion, which consists of selected members and it is similar in nature to the parliamentary board of BJP. The board has the right to decide every case or is- sue and if a parliamen- tary board is formed in Congress, then it is be- lieved that decisions will be taken soon since the CWC is a large body which does not meet regularly. There- fore, a parliamentary board will be formed and any decision taken in it will be put before CWC and approved in due course. The idea to expedite the decision making process has been the brain child of election strategist Prashant Kishor and around 9 leaders will be included in the body and these nine members are ex- officio members of the Central Election Com- mittee of the party . However, the Con- gress Parliamentary Board is also elected. Themembersof theEx- ecutive Committee elect the nine members of the Parliamentary Board. Last year, when 23 Congress leaders wroteletterstotheCon- gress President for the organization elections, the working committee was reshuffled and re- gardless of the rebel leaders, Sonia Gandhi nominated some lead- ers of her choice in- stead of holding elec- tionstotheworking committee. Therefore, there should not be any problem in con- ductingelections to the Parliamen- tary Board but it is also beingsaidthatPrashant Kishor wants to keep the decision making committeeevensmaller. That is, there should be a committee of four or five people, who should take quick decisions on any issue. Now it re- mains to be what deci- sion does the party take and how is it imple- mented, and most im- portantly ...when? Center should... without the coopera- tion of the central gov- ernment,” he said. The Chief Minister said that in view of the peculiar geographical conditions of the state, the Central Govern- ment should provide central assistance to the state in the ratio of 90:10 instead of 50:50. “Till the year 2013, under the National Drinking Wa- ter Program, central as- sistance was provided to the desert areas in the ratio of 90:10. Later it has been reduced to 60:40 and now 50:50. With limited surface re- sources in the state, vil- lages and dhanis are lo- cated far and wide. Due to this, the cost of drink- ing water schemes is much higher as com- pared to other states,” Gehlot said. CM said Eastern Rajasthan Ca- nal Project should be declared a national pro- ject to provide irriga- tion and drinking water to 13 districts of the eastern region of Ra- jasthan. With this ambi- tious project of about Rs 37,247 crore, drink- ing water requirements of Jhalawar, Baran, Kota, Bundi, Sawai Madhopur,Ajmer,Tonk, Jaipur, Dausa, Karauli, Alwar, Bharatpur and Dholpur will be met by the year 2051 and 2 lakh hectares of new area can be irrigated. Gehlot dis- cussed with the girl students about their studies, family status, career goals and took feedback on the schemes launched to promote girl child edu- cation. He directed the officers of the Higher Education Depart- ment, district collec- tors and college prin- cipals to ensure that the benefits of all the schemes launched for the students reach the needy and eligible stu- dents. During the interac- tion, the girl students expressed their grati- tude to the Chief Min- ister for the Scooty scheme and said that getting Scooty has boosted their confi- dence, as it will help them to go to college or coaching for their further studies. Many girl students told that they have also taken advantage of the state government’s free cy- cle scheme in the past. Earlier in his ad- dress, the Chief Minis- ter said that education creates the ability to fight. “The society which focuses on edu- cation moves ahead in the race of develop- ment. He said that to take Rajasthan on the pathof rapidprogress, the state government has increased oppor- tunities for education in the state. In order to provide college facili- ty at nearest place to the youth, 123 new col- leges have been opened in the last about 3 years, out of which 32 are women’s colleges. The govern- ment has planned to open colleges at each sub-divisional head- quarters,” he said. Gehlot said that to- day free coaching is being provided to the students of govern- ment educational in- stitutions for the prep- aration of competitive examinations. The CM said that the brave Kalibai Bhil, who sacrificed her life to awaken the glory of education in tribal area, is a source of in- spiration for the youth. The tribal girl and her guruji Nanab- hai Bhil understood the importance of ed- ucation at a time when, under the Brit- ish rule, not everyone was allowed to study. Guruji Nanabhai and Kalibai refused to obey the government order to close their school and sacrificed their lives in the strug- gle against British op- pression. “Despite this, a large population of girls is still deprived of education. It is the duty of family soci- ety to stop discrimi- nating between boy girl and give equal op- portunities to the girl child to progress,” the Chief Minister said. To make our dreams come true, we do not need just an idea, but also the courage to change the present and leap into the future. —Jagdeesh Chandra, CEO Editor-in-Chief, First India JAIPUR | SATURDAY, AUGUST 7, 2021 www.firstindia.co.in I www.firstindia.co.in/epaper/ I twitter.com/thefirstindia I facebook.com/thefirstindia I instagram.com/thefirstindia 08 2NDFRONT POSTAL REG NO.
