a huge memorial to
honour the blackbuck
‘killed’ by Bollywood
actor Salman Khan 24
years ago.
The people of this vil-
lage consider deer as
their identity and say it
is necessary for deer to
survive.
A grand monument
and an animal rescue
centre are being con-
structed at the same
place where the deer
was found dead. The
memorial will be built
in Kankani village at
around 7 bigha land (a
small portion of land).
A huge 3-feet statue
of black deer weighing
800 kg will be erected at
the site made of cement
and iron bars, and a res-
cue centre will also be
built for the treatment
of animals and birds.
The statue of the deer
is ready to be placed at
the temple in Kakani
village. The local people
built the entire temple
by collecting money
from the residents of
the Kankani village.
A local sculptor
Shankar Chauhan has
prepared it in 15 days at
Siwanchi Gate of Jodh-
pur. He said it took a lot
of hard work.

our in his native village

Kota (FIB): Two men
were killed after their
motorbike slipped and
a vehicle coming from
behind ran over them
near Shambhupura village
under the Kunhari police
station here. Another
occupant of the bike was
injured in the incident that
took place when on Friday
night a stray cattle came
in front of the motorcycle.
The dead were identified
as Hariom Kahar (27),
a resident of Sorsan in
Baran district, and Monu
Kahar (22) of Kaithun
town in Kota district.

sister were killed while
two others sustained in-
juries when they were
hit by a speeding car in
Udaipur’s Bekariya
area. Police informed
that the deceased has
been identified as
Husaram, 26 and her
sister Sumani, 12, a res-
ident of Pikla village in
Udaipur. “Both the de-
ceased were heading
towards Bekariya
school on motorcycle
and the two injured
were on foot when a car
ran over them near Pil-
ka road cut under Beka-
ria Police Station area.
Husaram and Sumani
died on the spot, while
two other people, Seva
Ram and Aqeel were
grievously injured,” po-
lice said. “The deceased
bodies and injured
were taken to Bekariya
Community Health
Centre after the inci-
dent. Seva Ram and
Aqeel were later re-
ferred to Udaipur for
further treatment,” po-
lice added. An FIR has
been registered against
unknown persons for
the mishap.

Jaipur: A 34-year-old
woman was allegedly
raped in an inebriated
state in Jaipur’s Kard-
hani area, police said
on Saturday. The ac-
cused had been identi-
fied and booked.
“The victim and ac-
cused were known to
each other from quite
some time. On June 27,
the accused came to the
victims' home. The ac-
cused mixed sedatives
in her cold drink and
then raped her in an in-
ebriated state,” police
said. “The accused even
threatened the victim to
not to disclose about
this incident to anyone.
However, the woman
narrated the incident to
her family members, fol-
lowing which, an FIR
was filed against the ac-
cused,” police said.

Jaipur: The Malviya Nagar Police on Saturday
arrested a man for allegedly attempting to rape
a four-year-old minor girl. Police informed the
victim was playing outside her house when the
accused, identified as Pappu, came and tried to
rape her. “The accused who works at a private
college in Malviya Nagar, allegedly attempted
rape on the victim. When the girl resisted and
shouted, the accused fled from the spot but
was held later,” police said.

harmful, but it is nec-
essary to drink the
milk after boiling it,”

Jaipur (PTI): The spiritual head of Ajmer dargah on Sat-
urday said it will create a sense of patriotism among the
people and also send a strong message
of unity to the world. Deewan Zainul
Abedin Ali Khan called upon every
Indian to celebrate the Independence Day
together. Tiranga is a symbol of national
pride for every Indian. The tricolour has
to be waved so much that if someone
looks at the earth from space, he should happen to see
our country wrapped in the tricolour, Khan said.
Jaipur: Secretary Jitendra Upadhyay approved the file
of ministers authorized to hoist the flag on August 15.
Minister Zahida Khan will hoist the flag in Dholpur, Arjun
Singh Bamnia in Dungarpur, Ashok Chandna in Bundi,
Bhanwar Singh Bhati in Hanumangarh, Rajendra Yadav in
Rajsamand, Sukhram Bishnoi in Jalore, Subhash Garg in
Jodhpur and Mahendra Chaudhary in Nagaur. CM Ashok
Gehlot gave a chance to the ministers to hoist the flag on
Independence Day. Senior ministers Shanti Dhariwal and
BD Kalla will hoist the flag in the home district. Subhash
Garg will hoist the flag in CM’s home district, Jodhpur.

Jodhpur: A school bus
driver was arrested in
Jodhpur on Friday for
allegedly driving the
bus rashly in an inebri-
ated state. Police in-
formeddriver,Shrawan,
got drunk and was
about to knock a few ve-
hicles on the road when
a police head constable
forcibly stopped bus.
“Around 15 students
were sitting in the bus
when the bus stopped at
Panch Batti Chouraha
in Jodhpur. The stu-
dents studying in Lucky
International School
left for their homes af-
ter the school got over.
The bus driver was
driving the bus rashly,
following which, the
teachers and students
inside the bus started
shouting,” police said.
“When the bus
stopped at Panch Batti
Chouraha, head consta-
ble Hira Lal signalled
and stopped the bus.
The parents were in-
formed and the driver
was arrested from the
spot,” added police.
“The school was also
seized. An FIR has been
registered at Airport
Police Station,” police
said.

Jaipur: The Directo-
rate of Bikaner has re-
leased a list of 432 Ma-
hatma Gandhi schools
to be upgraded from
Hindi to English. The
first list has 212 schools
in rural areas, 71
schools are in urban ar-
eas. In the second list,
149 schools have been
converted from Hindi to
English.
Reacting to this, BJP
spokesperson and MLA
Ramlal Sharma raised
questions about the
schools opened in
Jaipur district. He said,
“This is a plan to give
the benefit of transfers
to the loved ones in the
name of school. Truth
will be out in physical
verification of these
schools. There is no
classroom for children
to sit in schools. Schools
have been opened to ac-

Over a month and a half into the new academic session,
Govt school students are yet to receive the promised milk
powder as part of their mid-day meal. As part of the notifica-
tion, State Government’s mid-day meal commissionerate on
June 27 had announced that over 1.25 lakh students would
benefit from the scheme. The state government had also
entered into an agreement with the Dairy Federation which
was to provide the milk powder for the scheme at the rate of
Rs 400 a kg. However, it seems the scheme is restricted to
bureaucratic files as nothing has happened on the ground.

This was great and mov-
ing English, but 80% Indians
did not understand it. Nehru
also disregarded the fact
that half of the world was
wide awake. A majority of
the members of the Constit-
uent Assembly present in
the Central Hall of Parlia-
ment understood English.
The applause was thunder-
ous. That speech of Nehru
lives in our hearts and
minds.
India of 2022 is spectacu-
larly different from the India
of 1947. There is one vital ele-
ment that has remained ac-
tive, unchanged- Democracy
.
That miracle has been en-
dowed to the nation by the
people of India, not by its
elite. The Indian Freedom
Movement under the unique
leadership of Mahatma Gan-
dhi was one among the his-
torical and unforgettable
events of the 20th century.
India’s freedom movement
inspired other countries un-
der British, French, Dutch,
Portuguese and Spain’s im-
perial/colonial rule.
In 1947 Africa had three
independent countries,
South of Sahara, Ethiopia,
South Africa- dedicated to
perpetual white rule, even
though three fourth of the
population was non-white.
The third was Liberia. Sev-
eral African leaders admired
Gandhiji, Kenneth Kaunda
of Zambia, Kwame Nkrumah
of Ghana, Chief Lithuli of
South Africa. Ahmed Kath-
rada, a colleague of Mandela,
all mention Gandhiji in their
memoirs. Kathrada spent 27
years in jail with Mandela.
He writes, “My own views on
multiculturalism are best
summed up in a passage by
Gandhiji: I want the culture
of all lands to be blown about
my house as freely as possi-
ble. But I refuse to blown off
my feet by any
.”
Kwame Nkrumah of Gha-
na led the freedom struggle
in his colonised country by
following Gandhian meth-
ods, “I described Positive Ac-
tion as the legitimate and
constitutional means….
Non-cooperation based on
the principle of absolute
non-violence as used by Gan-
dhi in India.” Lech Walesa,
the Polish leader of the
movement called, “Solidari-
ty” and future President
mentions Gandhiji several
times in his Autobiography;
“The Struggle and the Tri-
umph”. I met him in Warsaw
and in New Delhi, when he
paid a state visit to India.
How do I see the future of
India. Unlike the chronic
pessimists and congenital
grumblers, I am confident of
a brighter future for our
country. India will become a
world power, working in a
balanced way for the estab-
lishment of World peace and
goodwill. Poverty will be-
come a memory and so will
joblessness. It goes to the
credit of the Modi Govern-
ment that not a single seri-
ous communal riot has oc-
curred in the past decade.
I do not have time for
those of our country men
and women who rush to the
United States. After com-
pleting their education a
majority accept the status
of second class citizens.

RUSHDIE WOUNDED
Salman Rushdie is among

Children” is a classic. He
was grievously wounded by

him an early recovery.

again. A draft pre-
pared by a group of
seers who met recently men-
tions two important points
which propose Varanasi as the
capital of Hindu Rashtra. The
other is the magnanimity to-
wards Muslims and Christians
by allowing them to stay like
commoners but without the
right to franchise! Hindus,
Sikhs, Jains and Buddhists will
have the right to franchise. The
Dharma Sansad’s draft will be
taken up for approval at its
meeting in the Sangam City,
Prayagraj, during the Magh
Mela. A new constitution is also
being proposed for the Hindu
Rashtra, the idea of which was
mooted last year, which will
have a parliament of religions.
The draft proposals make the
future of politicians and the
idea of India look bleak. The
proposals may end up hurting
the sentiments of minorities but
that’s not relevant for the group
bent on changing the nation’s
profile. One should not expect
the proposals to be amended.

back from China after
the outbreak of COV-
ID-19 may now soon get
a chance to resume
their education as the
first batch comprising
many such youngsters
could soon leave for
the neighbouring
country, Chinese Am-
bassador Sun Weidong
said Saturday.
The governments of
both countries are
working in tandem to
ensure that the stu-
dents can complete
their education.
“China welcomes In-

in China in the near
future. Concerned de-
partments of both
countries are working
together,” said Wei-
dong, Chinese Ambas-
sador to India.
Indian medical stu-

visa restrictions, have
been awaiting a return

CommonwealthGames.
Modi on Saturday
hosted the Indian con-
tingent at his residence
to felicitate the players
here. The Indian ath-
letes produced a sensa-
tional show in Birming-
ham, claiming 61 med-
als, including 22 gold,
16 silver and 23 bronze.
“The real assessment
of this performance
can’t be made with just
number of medals, our
athletes competed neck-
to-neck. There may
have been a difference
of 1s or 1cm but we will
make that up I am con-
fident of that,” Modi
said during his speech.
“It is just a start and
we are not going to just
sit quietly, golden pe-
riod of Indian sports is
knocking on the

responsibility of mak-
ing a sporting system

sports. In hockey we
trying to get our legacy
back,” Modi said.
“Since last time, we
have won medals in
four new sports, from
lawn bowls to athletics,

been spectacular. This

increase youth’s inter-

The Indian team also
won a silver in women’s
T20 cricket which was
introduced for the first
time at the CWG.

Bill against forced
conversion passed
Shimla (PTI): The
Himachal Pradesh As-
sembly passed a bill on
Saturday amending an
existing law against a
change of religion
through force or allure-
ment to forbid any
“mass conversion” and
enhance the maximum
punishment for the
crime to 10 years im-
prisonment.
The Himachal
Pradesh Freedom of Re-
ligion (Amendment)
Bill, 2022, was passed
unanimously with a
voice vote. The bill in-
serts the reference to
“mass conversion”,
which is described as
two or more people con-
verting at the same
time, in the 2019 law.
The Jai Ram Thakur-
led government had in-
troduced the bill on Fri-
day. It is a more strin-
gent version of The
Himachal Pradesh
Freedom of Religion
Act, 2019, which came
into force barely 18
months ago.
The 2019 Act was no-
tified on December 21,
2020, 15 months after it
was passed in the state
assembly. The 2019 ver-
sion had in turn re-
placed a 2006 law, which
prescribed lesser pun-
ishments. The amend-
ment bill proposes to
increase the punish-
ment for forced conver-
sions to a maximum of
10 years from a maxi-
mum of seven years.
It stipulates that the
complaints made under
the Act will be investi-
gated by a police officer
not below the rank of a
sub-inspector.

Boat capsize:
11 bodies
fished out
Banda: A total of eight
bodies were fished out
from the Kishanpur
ghat on Saturday push-
ing the death toll to 11

capsize in Banda, po-
lice said. Earlier today
six bodies were recov-
ered and two more
were retrieved a short
time later, police said.

hoisting Pakistan’s national flag at his house, police
said on Saturday. ASP Ritesh Kumar Singh, “The flag
was hoisted at a house in Vedupar Mustaquil village
under the Tariya Sujan police station area on Friday.”
He added that the flag was removed as soon as police
got informationt. “The arrested accused is Salman
(21). A case has been registered against Salman and
his aunt Shahnaz (22), who made the flag” he added.

Lumpy disease: Over
2K cattle died in Pun

More than 2,100 cattle
have died while over
60,000 have been affect-
ed by lumpy skin dis-
ease so far in Punjab, an
official said on Satur-
day
. The Punjab govern-
ment has intensified
efforts to check the
spread of the disease
and has administered
goat pox vaccine to
more than 1.45 lakh cat-
tle, the official said.
Chief Minister Bhag-
want Mann has formed
a three-member group
of ministers to monitor
and control the spread
of the disease.
Lumpy skin disease
infects cows and buffa-
loes mainly through
vectors like blood-feed-
ing insects. It leads to
the formation of nodes
on the animal’s skin or
hide that look like
lumps, fever, runny
nose, reduced milk
yield and difficulty in

C-19: ADVISORY TO CONTAIN SPREAD ISSUED
Chandigarh: Amid a sudden rise in
COVID-19 cases, the Punjab government
on Saturday issued an advisory to officials
directing them ensure wearing of appropri-
ate masks in all educational institutions,
government and private offices, malls and
other public places. The advisory was is-
sued by the Punjab government’s Depart-
ment of Home Affairs to all the divisional
commissioners and the deputy commis-
sioners in the state, all the zonal IGPs,
Commissioners of Police, DIGs and SSPs
in the state and all civil surgeons. In its
advisory, the state government said that it
has been observed that many people are
not following COVID appropriate behav-
iour, especially wearing of masks. It also
noted that the number of COVID positive
cases, positivity rate and hospitalisation
are showing an upward trend.

been appointed as the
new Chief Election
Commissioner of Raj.
He will remain on the
post till 16 Sept 2025, till
the time he turns 65
years of age. 1985 batch
IAS Madhukar Gupta
retired with the senior-
ity of ACS on 30 Sept
2020 and post retire-
ment, he was leading a
retired life.
But when on Satur-
day the order for his ap-
pointment was issued,
the entire state bureau-
cracy became sur-
prised, because several
names were in the con-
tention for the post af-
ter Prem Singh Mehra
reitred as CEC in 2 July
2022. No one had any in-
clination of Madhukar
being appointed to this
important position.
Had any of the offi-
cials whose name was
in the contention being
appointed to the post,
they would have served
for five years, but mad-
hukar's term, as men-
tioned before, will be a
little over three years.
According to highly
placed sources, Madhu-
kar has been appointed
on the recommendation
of a senior Cong leader
from Punjab who is
close to 10, Janpath.
Soni and his wife — Ra-
jasthan cadre IAS Kiran
Soni Gupta — are na-
tives of Punjab and this
connection is the main
factor of this appoint-
ment. Notably, Madhu-
kar, throughout his ser-
vice period, has never
been in the 'main
stream'.
Similarly
, his wife too
did not get 'patronage'
from any govt. Prior to
her retirement in June
2020, she served as the
DG of JKK in Jaipur
and at that time too she
had used this 'Punjab
connection' to get an ex-
tension, although the
effort did not bear fruit.
However, this time
around, the husband
has been successful.

has been appointed as
the new state Chief
Election Commissioner
in Rajasthan. Governor
Kalraj Mishra issued an
order in this regard, ac-
cording to a Raj Bhavan
spokesperson.
Gupta, who has
served on important
posts in the state and
centre, has been ap-
pointed for a term of
five years or till the age
of 65 years, whichever
is earlier. It may be not-
ed that PS Mehra re-
cently completed ten-
ure as the state election
commissioner.
Talking about his pri-
orities, Gupta said that
conducting pending
panchayat, local body
elections peacefully
will be his priorities.
The commission is lag-
ging behind in innova-
tion and there is a need
to develop a system like
the election depart-
ment. Gupta may join
on Monday
.

coming together
recently in Bihar to
form government, the
opposition parties re-
ceived a ‘fresh lease of
life’. Tejashwi Yadav
came to Delhi with a list
of potential ministers
of RJD quota and met
his father Lalu Yadav
for the final seal of con-
sent. Although he met
Sonia-Rahul and
Yechury also. It is said
that Lalu, who is not in
the best of health, had a
long talk with Nitish on
the phone and word is
that Lalu said that ‘Now
the time has come for
RJD and JDU to merge
and that Nitish should

‘road’ BJP general sec-
retary organization
Sunil Bansal took was

when the grapevine
was that Bansal would
be removed from UP
and it was also claimed

Shah. Bansal pleaded
with Shah and present-

said that Shah talked to

However, Santosh pro-
posed that Bansal be
made the party’s vice-
president. But on this
Bansal did not agree
and said, ‘Vice Presi-
dency is given to a poli-
tician who is on the
threshold of retire-
ment. I have to contest
the assembly elections
from Rajasthan, also
become a minister in
the state.’ After this
Shah used his veto
to give Bansal a
position in the
party as national
general secretary
of the party while
also handing him
the charge of Telan-
gana, West Bengal
and Odisha. In-
terestingly,
this move has also sent
a message to his loyal-
ists as well.

Bengal Chief Minis-
ter Mamata Banerjee
returned to Kolkata af-

er has to bear the damages,
apart from this, such pub-
lished research is of no use
in the academic field.
The tradition of printing
research papers without
quality is increasing nowa-
days. Dr Narula has dissem-
inated information to people
through webinars in higher
educational institutions
across the country to iden-
tify ‘clone, fake and periodic
journals’ so that the re-
search work of the research-
ers can be published in bet-
ter quality research jour-
nals.
FRAUD BY FAKE
ONLINE JOURNALS
According to Dr Narula,
nowadays the trend of on-
line journals has increased a
lot. The researcher is guar-
anteed to get the publication
in these journals within a
day or two, due to which
fraud has started hap-
pening. Research-
ers waste their
money and time
by falling prey to
such fake jour-
nals. After publi-
cation, when the
researcher claims
for promotion, it is
found that the
journal was
cloned. The
most important
thing is that
nowadays peo-
ple are being
cheated by mak-
ing a clone of the
Scopus website. In
such a situation,
many times the ID
page of the clone
journal does not
open even after
searching on the Sco-
pus website. There are
people from many fake
agencies on such websites,
with whom they have noth-
ing to do.

The people of this vil- lage consider deer as their identity and say it is necessary for deer to survive. A grand monument and an animal rescue centre are being con- structed at the same place where the deer was found dead. The memorial will be built in Kankani village at around 7 bigha land (a small portion of land). A huge 3-feet statue of black deer weighing 800 kg will be erected at the site made of cement and iron bars, and a res- cue centre will also be built for the treatment of animals and birds. Police informed the dead bodies were badly charred and were identified by their clothes. District Collector Arvind Poswal in- spected the incident spot and ordered an inquiry into the mat- ter. “The deceased has been identified as Su- mit (29), a native of Bihar and Rajkumar (55), resident of Nim- bahera in Chittorgarh. Eleven employees pre- sent at the scene were burnt due to acid leak- age after lightning struck the tank at Hin- dustan Zinc’s hydro plant,” said Additional Superintendent of Po- lice Kailash Singh Sandhu. Ahmed Kath- rada, a colleague of Mandela, all mention Gandhiji in their memoirs. Kathrada spent 27 years in jail with Mandela. He writes, “My own views on multiculturalism are best summed up in a passage by Gandhiji: I want the culture of all lands to be blown about my house as freely as possi- ble. But I refuse to blown off my feet by any .” Kwame Nkrumah of Gha- na led the freedom struggle in his colonised country by following Gandhian meth- ods, “I described Positive Ac- tion as the legitimate and constitutional means…. Non-cooperation based on the principle of absolute non-violence as used by Gan- dhi in India.” Lech Walesa, the Polish leader of the movement called, “Solidari- ty” and future President mentions Gandhiji several times in his Autobiography; “The Struggle and the Tri- umph”. I met him in Warsaw and in New Delhi, when he paid a state visit to India. How do I see the future of India. Unlike the chronic pessimists and congenital grumblers, I am confident of a brighter future for our country. India will become a world power, working in a balanced way for the estab- lishment of World peace and goodwill. Poverty will be- come a memory and so will joblessness. Bill against forced conversion passed Shimla (PTI): The Himachal Pradesh As- sembly passed a bill on Saturday amending an existing law against a change of religion through force or allure- ment to forbid any “mass conversion” and enhance the maximum punishment for the crime to 10 years im- prisonment. The Himachal Pradesh Freedom of Re- ligion (Amendment) Bill, 2022, was passed unanimously with a voice vote. The bill in- serts the reference to “mass conversion”, which is described as two or more people con- verting at the same time, in the 2019 law. The Jai Ram Thakur- led government had in- troduced the bill on Fri- day. It is a more strin- gent version of The Himachal Pradesh Freedom of Religion Act, 2019, which came into force barely 18 months ago. The 2019 Act was no- tified on December 21, 2020, 15 months after it was passed in the state assembly. The 2019 ver- sion had in turn re- placed a 2006 law, which prescribed lesser pun- ishments. The amend- ment bill proposes to increase the punish- ment for forced conver- sions to a maximum of 10 years from a maxi- mum of seven years. It stipulates that the complaints made under the Act will be investi- gated by a police officer not below the rank of a sub-inspector. Dr Narula has dissem- inated information to people through webinars in higher educational institutions across the country to iden- tify ‘clone, fake and periodic journals’ so that the re- search work of the research- ers can be published in bet- ter quality research jour- nals. FRAUD BY FAKE ONLINE JOURNALS According to Dr Narula, nowadays the trend of on- line journals has increased a lot. The researcher is guar- anteed to get the publication in these journals within a day or two, due to which fraud has started hap- pening. Research- ers waste their money and time by falling prey to such fake jour- nals. After publi- cation, when the researcher claims for promotion, it is found that the journal was cloned. The most important thing is that nowadays peo- ple are being cheated by mak- ing a clone of the Scopus website. In such a situation, many times the ID page of the clone journal does not open even after searching on the Sco- pus website.
