cant development, the
Bar Council of India
(BCI) has decided to
permit foreign lawyers
and law firms to prac-
tise in areas such as for-
eign law, international
legal issues and arbitra-
tion matters, which it
said will be mutually
beneficial for lawyers
from India and abroad.
With that objective,
apex bar body has noti-
fied Bar Council of In-
dia Rules for Registra-
tion, Regulation of For-
eign Lawyers, Foreign
Law Firms in India, 2022.
The objects of the
rules notified said the
law practice in India
will be opened for “for-
eign lawyers in the field
of practice of foreign
law; diverse interna-
tional legal issues in
non-litigious matters
and in int’l arbitration
cases would go a long
way in helping legal
profession/domain
grow in India to benefit
of lawyers in India too.”

Oppn parties on Wednesday urged ED to initiate an in-
vestigation into Adani Group over allegations of corrupt
practices, including money laundering through shell com-
panies. In a letter to ED Director SK Mishra, parties told
probe agency that “it cannot turn around and abdicate its
jurisdiction”. Cong, CPI, CPI-M, JDU, SS, RJD, DMK, JMM,
AAP, IUML, VCK, Kerala Cong  others signed the letter.
The impasse in Parl over Rahul’s comments on Indian
democracy at Cambridge university, Adani-Hin-
denburg row and Oppn allegations of misuse of probe
agencies is likely to continue through 2nd half of budget

PHED Minister Dr Mahesh Joshi on Wednesday in-
formed the House that a separate engineer has been
appointed in the department for water quality control and
continuous testing is done on complaints
related to water quality. Joshi was reply-
ing to supplementary questions during
the Question Hour. He said that under the
Jal Jeevan Mission, out of 230 villages in
Bharatpur’s Nagar assembly constituency,
the tender was canceled in 158 villages af-
ter the plan was canceled by the Finance department. He
said that work will be done in the remaining 72 villages
of this area through the Jal Jeevan Mission.

Corporation. The MLA coming from Sanganer was the
mayor then,” said Khan. Lahoty objected to this and
said that Khan was not standing at Ramganj Chaupar.
“One should not talk in such a novice manner. Making
allegations on the basis of the decision taken before
my tenure. If you are making allegations then give an
affidavit, standing and saying anything will not work,”
Lahoty said. Deputy Leader of Opposition Rajendra
Rathore said that if there is no preparation for them,
unrestrained allegations should not be made.

Health Minister Parsadi Lal Meena assured the House
on Wednesday that encroachment would be removed
from the land marked for the construction of four sub-
health centers and one health and wellness
center in Peepalda assembly constitu-
ency and action would be taken for the
construction of the building. He said that
the dept will write a letter to the District
Collector Kota to take action to remove
the encroachment. In a reply to another
question, Meena, who is also the Excise Minister, said on
Wednesday that a letter has been written to the PWD that
whenever the announcement is made regarding the State
Highway, it should be informed to the Excise Department
on time, so that action can be taken to remove illegal
liquor shops by the Excise Dept as per rules. Meena
said that at present illegal liquor shops are not operating
against the rules on SH 78 from Kathumar to Dausa. He
said that according to the SC order, liquor shops cannot
be opened at a distance of less than 220 meters on NHs,
SHs, yet action will be taken, if a complaint is received.

woman was found on
the hill located in the
Hadipura area of Amer
in the city
. On receiving
the information, the po-
lice reached the spot.
Prima facie, the police
have expressed the pos-
sibility of throwing the
body after killing the
woman.
Kamal, a local resi-
dent who went for a
walk on the hill, saw the
body of the woman ly-
ing in the middle of the
bushes and informed
the police about it. It
seemed that an attempt
was made to eliminate
the identity by pouring
chemicals on the face.
The police saw the body
and estimated that it
could be two-three days
old and the age is
around 40 years.
Govt school principal held
for molesting girl students

headmaster of a gov-
ernment school here
was arrested on Tues-
day for “inappropriate-
ly touching” girl stu-
dents, police said.
The accused, Bhag-
wan Singh Rajput (56),
was suspended by the
state education depart-
ment on Saturday after
a police case was regis-
tered against him.
The arrest came fol-
lowing recording of
statements of four of
his victims before a
magistrate, police said.
According to police,
the students and their
parents had lodged a

had stated that the

Sikar: In a major breakthrough, Sikar police have
caught Shakti Singh, a notorious criminal and ac-
complice of gangsters Lawrence Bishnoi and Rohit
Godara. He was involved in the murder of Raju
Thehat in Sikar. Six illegal firearms including four
pistols and one 12-bore gun, 104 live cartridges,
and six magazines were recovered from the pos-
session of the accused. SP Sikar Karan Sharma
said that the accused is being interrogated to ascer-
tain the source of arms. Shakti Singh had arranged
vehicles and arms to the assailants.Several cases
are registered against Shakti Singh in Sikar, Churu,

monly known as Quad, the
nuclear-powered submarine
deal between the US, UK and
Australia is a new irritant for
China in the Indo-Pacific re-
gion. Reacting to the deal
China warned that the three
countries were treading a
“path of error and danger”.
The nuclear subs are being
sold under a different tripar-
tite security pact between the
Australia, UK and the US
(AUKUS). The pact envis-
aged, among other things, as-
sisting Australia in acquir-
ing nuclear submarines to
counter China’s hegemonic
designs in the region. When
signed in September 2021 the
pact was described as “a pow-
erful statement about the pri-
ority of the Indo-Pacific”.
Of particular interest in
AUKUS is the provision of
‘assisting’ Australia to ac-
quire the Virginia-class at-
tack submarines for which
that country will be spending
an astronomical $368 billion
over the next three decades.
To add to the bitterness of
the deal is the possibility that
these are going to second
hand submarines.
China sees AUKUS as a
threat and an illegal act of
nuclear proliferation. The
plan, China has reportedly
said, “constitutes serious nu-
clear proliferation risks, un-
dermines international non-
proliferation system, fuels
arms races, and hurts peace
and stability”. The Ameri-
cans note the Chinese build-
up and have sought informa-
tion from Beijing about its
intentions. The deal has up-
set France which was plan-
ning to supply its own sub-
marines but the arrange-
ment was abruptly cancelled
by Australia.

has been imposed by the Kol-
kata Police, supporters of the
Students’ Federation of In-
dia (SFI) recently marched to
the West Bengal Assembly
demanding student union
elections in colleges and uni-
versities of the state.
The student bodies affili-
ated to the Left parties in the
state have begun forcing the
government to hold students’
union elections across col-
leges and universities, which
have been in a “spot” since
2013. Earlier, when the SFI
had begun marches as part
of the Vidhan Sabha Abhi-
yan from Sealdah and How-
rah to the West Assembly,
several of the outfit’s activ-
ists were detained.
The activists went all the
way in order to meet Assem-
bly Speaker Biman Banerjee
and West Bengal education
minister, Bratya Basu, to
hand over a memorandum
for student union polls in the
state’s colleges and universi-
ties. Students Federation of
India (SFI) state committee
member Subhajit Sarkar
said the SFI members also
gathered at Sealdah station
to join the main rally near
Bowbazar crossing.
However, some of the rally-
ists were stopped before pro-
ceeding towards the Bow-
bazar area as they got down
from the train in Sealdah sta-
tion by policemen deployed
at the spot, SFI leader
Anandarupa Dhar alleged.
“They have lifted some of our
comrades in prison vans as
they alighted from the train
in the most undemocratic
manner. But we are deter-
mined to take out the rally.
This is our right,” she added.
The rally was taken out to
“Save the education sector
from the fascist forces like
BJP at Centre and TMC in
state are bent on privatisa-
tion of education system ig-
noring the interest of poor
students, immediate holding
of student union polls in
state-run and state-aided
higher educational institu-
tions and to stop the rolling
out of New Education Policy,
2020 draft which is aided by
the ruling TMC in Bengal,”
Sarkar alleged.
Plagued by a number of al-
legations, raids and arrests
of important leaders by the
central agencies, and pro-
tests by many sections of the
people on the eve of the state-
wide panchayat elections, the
TMC government in West
Bengal now faces the wrath
of college students over non-
execution of polls for almost
a decade.
Outfits such as the Student
Federation of India (SFI) of
the CPI(M) and All India
Democratic Students’ Organ-
isation (AIDSO) of the
SUCI(C), have been holding
protests, demanding student
union elections, across uni-
versities, colleges and the
streets of Kolkata. Last Fri-
day, the SFI organised a
march to the state Legislative
Assembly on the demand.
However, the state educa-
tion minister, Bratya Basu,
has clarified that these col-
lege elections won’t be held
before the three-tier pan-
chayat polls, expected to be
held in May. “We will hold
student union elections. But
since panchayat elections are
also due soon, we have to give
priority to the latter. I’m
hopeful that we can hold stu-
dent union elections after the
panchayat polls are over,”
Basu said.
Basu also added that stu-
dent elections across campus-
es in the state will be held on
separate days. “Elections in
colleges and universities in
north Bengal, south Bengal
and other belts will be held on
different days, though I
haven’t yet spoken to Chief
Minister Mamata Banerjee
about this,” said Basu. In July
last year, he had said the state
government was very keen on
conducting elections across
colleges and universities in a
“free and fair” manner, and
expressed hope that the stu-
dents’outfitsof allOpposition
parties would participate.
However, there is no re-
ported clarity over the fact
when the students’ polls will
be held. In fact, all eyes are
now on the rural or the pan-
chayat elections which actu-
ally means a lot for the ruling
party and before the Lok
Sabha it is definitely a show
of strength. Politically, the
rural elections will mean a
lot for the ruling TMC more
so when the Congress-Left
combine grabbed the Sagar-
dighi bypoll seat recently
.
It may be mentioned that
till 2010, students’ polls were
being held in West Bengal on
a regular basis. Till 2013, stu-
dents’ polls were being held
regularly, however, since
then the polls schedule has
been affected.
In February 2013, violence

The Election Commis-
sion of India (ECI) has
cited its lack of jurisdic-
tion during non-election
periods and limited
powers to de-register
parties for not being
able to act against caste-
based rallies outside of
the Model Code of Con-
duct, in a counter affida-
vitfiledintheAllahabad
High Court last month.
Hearing a petition
filed by Lucknow-based
advocate Moti Lal Ya-
dav in 2013, the Luc-
know Bench of the High
Court had asked the
Commission in Janu-
ary to submit its re-
sponse to the plea that
the ECI should bar po-
litical parties that hold
meetings on caste and
religious lines from
elections. The petition-
er had also asked that
ECI deregister such
parties.
The ECI affidavit,
filed by the Uttar
Pradesh Joint Chief
Electoral Officer on be-
half of the poll panel
on February 16, stated
that the Commission
does not have the pow-
er to act against rallies
along caste lines that
occur outside of the
MCC period, which is
from the announce-
ment of an election till
its completion.
The ECI “has no ju-
risdiction to restrict the
convening of meetings
and rallies on caste
lines by political par-
ties during a non-elec-
tion period and to ban
them from contesting
the subsequent elec-
tion,” the affidavit said.

day directed the residents of the JJ cluster in
Yamuna floodplains to vacate their jhuggis within
three days. The High court also directed the Delhi
Development Authority (DDA) to go ahead with

Viral woes: Cases rising
due to H3N2, Covid,  H1N1
A majority of H1N1 cases are from Tamil Nadu (545), Maharashtra (170)

India is currently wit-
nessing a surge in viral
infections caused by
H3N2, Covid-19 and
swine flu. Real-time sur-
veillance by the Inte-
grated Disease Surveil-
lance Programme
(IDSP) shows that 955
cases of H1N1, also re-
ferred to as swine flu,
have been reported by
states till February 28.
A majority of H1N1
cases are reported from
Tamil Nadu (545), Ma-
harashtra (170), Gujarat
(170), Kerala (42) and
Punjab (28), the health
ministry said.
It added that the ID-
SP-IHIP (integrated
health information
platform) data from
health facilities indi-
cates that during the
month of January, 3.97
lakh cases of acute res-
piratory illness/influ-
enza (ARI/ILI)-like ill-
ness were reported that
increased to 4.36 lakh
during February. “In
the first nine days of
March, 1.33 lakh ARI/
ILI cases were report-
ed,” said an official.
Be it swine flu, Influ-
enza A subtype H3N2 or
Covid-19, all are spread
mainly through virus
droplets. Wearing a
mask can help reduce
the risk of infection
caused by them, said
another senior doctor.

they said. One laptop and

the accused in the crime

months. With the extension,

boy was rescued nearly
24 hours after he fell into
a borewell in Madhya
Pradesh’s Vidisha district
but he could not survive, an
official said today. “Doctors
declared him dead after
examination,” Vidisha Col-
lector Uma Shankar Bhar-
gava told reporters. Madhya

kin of the boy, the collector
said. The child was rushed

SpiceJet pilots getting grounded. While having gu-

the two had kept a cup of beverage over the flight

could have affected safety. Once the picture of this
celebration at 37,000 feet when the aircraft was

passed away at a hos-
pital on Wednesday
morning due to mul-
tiple organ failure,
his younger brother
Ganesh Khakhar
said. He was 71.

ted to MM Hospital
in Borivali in subur-
ban Mumbai on
Tuesday morn-
ing following
respiratory
issues.
“He was
admitted to the in-
tensive care unit of
MM Hospital. Slowly
and gradually
, he suf-
fered multiple or-
gans failure, he was
unconscious and
then he collapsed. He
passed away at 4.30
am today,” Ganesh
Khakhar told PTI on

Opium plants worth `22L seized
in Barmer; third raid in a week

Barmer: Taking ac-
tion against the illegal
farming and marketing
of drugs, Barmer Po-
lice on Wednesday
seized 3,126 illegally
cultivated plants of
opium worth Rs 22
lakh. In a week, this is
the third incident in
which Barmer police
has carried out the raid
against illegal cultiva-
tion of opium.
On Wednesday
Bhakhsar police in Bar-
mer raided a farm in
Deedawa village where
Bhuraram Jat (46) was
involved in the illegal
farming of opium. Dur-
ing the raid police re-
covered 2,154 plants of
opium. Later police ar-
rested Bhuraram and
booked him under the
NDPS act. Police also
uprooted the opium
plants and seized them.
The market cost of the
seized consignment is
approx 15 lakhs, police
claimed.
In another incident
Bhakhsar police raided
a farm in Panoriya vil-
lage where they seized
972 plants of opium. Po-
lice arrested the farmer
Bhagaram Jat (32), who
wasdoingtheillegalcul-
tivationof opium.Police
arrested the Jat and
bookedhimunderNDPS
act. Police claimed that
the market cost of the
972 opium plants is ap-
prox 7 lakhs. The plants
were uprooted by the po-
lice and seized.

Udaipur: A 25-year-old
man has been arrested
for allegedly killing his
wife after an argument
in Udaipur, police said
on Wednesday, adding
he also attempted
suicide. The incident
took place under Savina
police station area on
Monday night but came
to light on Tuesday
evening when the
landlord informed police
that the couple did not
come out of the room
since the previous night.
The accused Babulal
Suthar kept sleeping in
the same room in which
the body of his wife was
lying in a pool of blood,
police said. Police broke
open the door and
found Babulal lying on a
bed while his wife Sonu
(22) was lying uncon-
scious with head injury.

Certificate. This status
was given to Jaipur
Junction some time
back by the FSSAI.
Ajmer and Alwar got
the new status after
about eight months as
per the rules of food
security. The two rail-
way stations are now
Eat Right Certificate
compliant. Chief Pub-

vices were set in NWR.
There will be manda-
tory availability of
food licenses of FSSAI
with all FBOs.
According to the pre-
audit checklist at the
stations, the deficien-
cies were rectified. As
per him, both the rail-
way stations have got
this status for the next
two years. Earlier, the
Jaipur railway station
was given the ‘Eat Right
Station’ certificate from
Food Safety and Stand-
ards Authority of India
(FSSAI). With this certi-
fication, it became the
first such station in Ra-
jasthan and north west-
ern railway
.
This certification is
awarded by FSSAI to
those railway stations
that set benchmarks in
providing safe and
wholesome food to pas-
sengers either through
restaurants, food ki-
osks, fixed or moving
stalls. The station has
been awarded this cer-
tificate after an FSSAI-
empanelled third-party
audit agency gave it a
rating of 5 stars.

broke out at Heerapura
Power House on Ajmer
Road in Jaipur on
Wednesday evening.
Within no time, the
fire engulfed the entire
440KWGridSubStation
(GSS). Following the in-
cident, more than 10 fire
tenders from VKI, Man-
sarovar, Malviya Nagar,
Jhotwara and 22 Go-
down area reached the
spot and it took three
hours to get control over
the fire.
Chief Fire Officer
(CFO) Rajendra Nagar
informed that people
alerted the fire control
room at 6:57pm about
the fire.
“Initially, the grass
of the GSS premises
caught fire, but it
spreaded to other parts
of the grid station
within no time. There
were power cables
spread over the power
house and electricity
supply to Jaipur takes
place from this station.
From here electricity is
supplied to Chambal
Power House, Nala
Power House, Ram
Mandir Power House
and Sanganer Power
House. The reason be-
hind the fire incident is
yet to be ascertained,”

action by the cyber po-
lice, a fake call centre
was busted and eight
people were arrested in
Rajsamand on Wednes-
day
. An eMitra operator
was also cheated in the
name of online trading.
The police have ar-
rested eight accused in-
cluding the call centre
mastermind. According
to the police, he has
committed frauds worth
more than Rs 1 crore
across the country
.
About 20 mobiles were
seized from the posses-
sion of the accused. The
call centre was operated
from Dewas in Madhya
Pradesh (MP).

Joshi, a few months
ago, eMitra director of
Rajnagar, Manish Ku-
mar (26) received a link
and login ID password
on WhatsApp. After
opening the link, Rs 2.10
lakh were deducted

matter, an official con-
tinued working as the
Director of Gaupalan
Department without the
posting order for nine
months. During this, he
issued administrative
and financial approvals
worth crores of rupees.
Later the Depart-
ment of Personnel
(DoP) issued a post fac-
to approval order. Inter-
estingly, he is still work-
ing post-retirement.
Dr Lal Singh, who
was the Additional Di-
rector in the Gaupalan
Department, started
working as the Director
after the post fell vacant
due to the transfer of
Khajan Singh in July
2021. In the transfer list,
no official was made the
new director of the
Gaupalan Department.
Khajan Singh handed
over the charge to Ad-
ditional Director Dr Lal
Singh on July 28, 2021.
After this, Singh is-
sued an order on August
12, 2021 saying that he
had taken over the post
of Director in compli-
ance with State Govern-
ment order number
4/2021 whereas the or-
der did not mention an-
ything about giving him
charge of the director.
He further wrote that
all letters should be sent
to him by name. By this,
he became the director
of the department with-
out any valid order.

Jaipur: The State gov-
ernment is taking im-
portant decisions to
empower girl students
and encourage them to
pursue higher educa-
tion. Now scooties will
be distributed to 30,000
meritorious girl stu-
dents of the State.
Chief Minister Ashok
Gehlot has approved
the proposal to in-
crease the number of
scooters from 20,000 to
30,000.
In the Kalibai Bhil
Girl Scooty Yojana and
Devnarayan Scooty Yo-
jana, meritorious girl
students will now also
get an option to take
electric scooty. Female
students can take the
option while applying
online. Under the
scheme, if all the girl
students apply for e-
scooties, the State Gov-
ernment will spend Rs
390 crore.
It is noteworthy that
in the Budget of the
year 2023-24, the Chief
Minister announced to
increase the number of
scooties to be given to
meritorious girls from
20,000 to 30, 000.

COM MD, RN Kumawat
has directed the DIS-
COM officials to coordi-
nate with various gov-
ernment departments
for the recovery of dues
against electricity bills.
Power DISCOMs are
already facing financial
crisis and dues on gov-
ernment department
against electricity bills
amounting to Rs 1,900
crore, are making the
situation worse.
In such a situation,
Jaipur DISCOM MD
has directed the field of-
ficers to coordinate
with the departments
for recovery of out-
standing amounts.
Jaipur DISCOM has to
recover nearly Rs 1,000
crore from government
departments.
For this, the DISCOM
has started strictness so
that the maximum re-
covery can be made in
15 days of the current
fiscal year.
Government depart-
ments give last priority
to pay electricity bills.
In the reports of Janu-
ary month of all three
DISCOMs, the outstand-
ing amount has reached
Rs 1,900 crore and maxi-
mum of it, Rs 1,267
crore, is due on various
UITs.
Apart from this, the
departments which
have not paid electrici-
ty bills are PHED, Po-
lice and other depart-
ments.

prisingly, the meeting
is being called at the
Commissioner level in-

Heritage Commission-

to city MLAs request-
ing to grant permission
for holding a general
body meeting.
A letter has been
written by the Commis-
sioner to MLA Pratap
Singh Khachariyawas,
Dr Mahesh Joshi, Amin
Kagzi, Rafeek Khan,
and Dr Satish Poonia.
Recently, a signed pro-
posal of more than 35
BJP councillors was
given to the Commis-
sioner. After this, the
Commissioner called
the meeting using his
privilege. This meet-
ing, proposed on March
22, is being called after
the proposal submitted
by the councillors.
It is noteworthy that
if this meeting takes
place, then there will be
a second meeting of
this board. Earlier in
February 2021, the first
meeting of the Board
was held.

his visit to New Delhi.

duction and coal supply

for additional coal sup-
ply to the State.
Bhati also requested
the Union Minister to
include a new head in
the RDSS scheme of the
Centre for the electrifi-
cation of hamlets,
which have not been
electrified so far.
Bhati said that coop-
eration of Centre is
needed to increase pow-
er generation in Ra-
jasthan. “There is a
need to make electricity
system more robust and
provide electricity to
every village so that de-
prived residents in ru-
ral areas can be benefit-
ted,” the MoS said.

Jaipur: The two pre-
mier organisations of
the State engaged in re-
cruitment, Rajasthan
Public Service Commis-
sion (RPSC) and Staff
Selection Board (SSB),
are currently battling
with ‘vacancy’ of their
members. As a result,
after examinations, the
interviews are not be-
ing conducted at the de-
sired pace.
Such is the situation
that even after an-
nouncement of result
of RAS and Sub-Inspec-
tor examinations, the
interview boards are
not being formed in ab-
sence of members. In
both the organisations,
it is needful for a mem-
ber to sit in the Selec-
tion Board and this
member is the Chair-
man of this Committee.
As of now, four mem-
bers are working, along
with the Chairman, in
RPSC, whereas, the post
of three members is ly-
ing vacant. Sanjay
Shotriya is currently
serving as RPSC Chair-
man, while Sangeeta
Arya, Manju Sharma,
Jaswant Rathi and Bab-
ulal Katara are mem-
bers. The members
were appointed by the
current state govern-
ment on October 15,
2022 while the Chair-
man was appointed on
February 15, 2022. Their
tenure is of six years or
till 62 years of age.
One condition preva-
lent on it is that out of
the seven- member
strength, half can be
those officials, who
have served for ten
years in State or Centre.
The three new appoint-
ments have been done
with this condition and
thus, about a dozen IAS,
IPS and RAS are lobby-
ing for this position.
Meanwhile, there
should be four mem-
bers in Staff Selection
Board (SSB). The Ge-
hlot government has ap-
pointed retired IPS
Hariprasad Sharma as
Chairman and Profes-
sors of Jodhpur Univer-
sity - Ram Singh Meena
and Irfan Mehra, as
members in January
2022. Now, the post of
two members is lying
vacant.
The SSB is responsi-
ble for holding several
examinations including
teacher recruitment.
Till now, interview of
about 600 candidates for
SI has been conducted
and 2,400 candidates are
still to be interviewed.
As a result of the five
posts of members in
both the organisations
being vacant, these or-
ganisations are not able
to give a favourable re-
sult. Most of the diffi-
culty and mental ten-
sion is being faced by
those youths , who have
cleared the examina-
tion, but are awaiting
the interview call.
It is believed that ap-
pointment of new mem-
bers will be done, in any
case, by the current gov-
ernment. However, only
seven months are left
before the election code
of conduct is enforced
and thus, the govern-
ment needs to speed up
the selection process.
On the other hand,
members in both the or-
ganisations are facing
difficulties due to ex-
cess work load and once
new appointments are
made, they will get
some relief.

Jaipur: New regional offices of Public Works Department
will be opened in Narayanpur (Alwar), Taranagar (Churu),
Basedi (Dholpur), Phagi (Jaipur) and Mandrail
(Karauli) in the State. Chief Minister Ashok
Gehlot has approved 30 new posts for opening
and running the office. The new posts include
5 posts each of Superintending Engineer, As-
sistant Engineer, Assistant Administrative Officer
and Senior Assistant and 10 posts of Junior
Assistant. Necessary funds for running these new
regional offices have also been sanctioned.
With this decision of Chief Minister Ashok
Gehlot, the work done by the Public Works
Department can be monitored regularly and
in a timely manner. It is noteworthy that in
the budget of the year 2023-24, it
was announced by the Chief Minis-
ter that various new section offices
would be opened.
Jaipur: Anganwadi Centres in the State will be provided
necessary equipment for regular physical examination
and nutrition of children. Chief Minister Ashok Gehlot
has sanctioned 73.84 crore rupees for this. Various
equipment including infantometer, stadiometer and
weight measuring machine will be purchased for
Anganwadi centres. In this way, malnourished
children can be monitored. Also children can be
protected from health related diseases. Gas cylin-
ders, water regulators and pipes, gas stoves
and cooking utensils will also be provided
at the Anganwadi or Mini Anganwadi
Centres with the sanctioned amount.
This approval will enable children to
get proper and fresh supplementary
nutrition. It is noteworthy that an
announcement was made in this
regard by CM Gehlot in the budget
for the year 2023-24.

chief guest during the pro-
gram. Show Patron JD Ma-
heshwari along with the
show’s founder Gaurav
Gaur, directors Ajit Soni,
PN Dhudhi, Ankur Jain,
Ronnie Sharma and Nakul
Vijay were also present dur-
ing the show.
The show was inaugurat-
ed by the Label Sarte which
has created a summer west-
ern wear collection keeping
the spring season in the
mind. In which colour
blocking, colour

designs were
highlighted. The

this sequence
was Nupur
Jhankal who
rocked the ramp
in the unique col-
lection.
Bannadi Jaipur
then showcased the

wear fusion. In

Mona Gautam pre-
sented the use of dif-
ferent luxury fabrics
with Indian colours on
the ramp. In the next
sequence, Mukesh
Dubey from Lucknow
displayed his heritage
collection, whose showstop-
per was Deepti Singh and
OTT actress Tania Chatter-
jee. Gowns and jackets made
of fabrics like flat chiffon,
satin base and organza were
showcased by Itisha Jain.
Inspired by Indo western de-
signs, these cocktail gowns
were designed looking at
partywear and daily wear,

wal as the showstopper.
In the next round, Delhi’s
Sayesha Rajput’s collection
was exhibited by showstop-
per Rutvi Tiwari. Sanjay
Mittal was the showstopper
for the men’s collection of
Delhi-based designer Vippin

The nuclear subs are being sold under a different tripar- tite security pact between the Australia, UK and the US (AUKUS). The pact envis- aged, among other things, as- sisting Australia in acquir- ing nuclear submarines to counter China’s hegemonic designs in the region. When signed in September 2021 the pact was described as “a pow- erful statement about the pri- ority of the Indo-Pacific”. Of particular interest in AUKUS is the provision of ‘assisting’ Australia to ac- quire the Virginia-class at- tack submarines for which that country will be spending an astronomical $368 billion over the next three decades. To add to the bitterness of the deal is the possibility that these are going to second hand submarines. China sees AUKUS as a threat and an illegal act of nuclear proliferation. The plan, China has reportedly said, “constitutes serious nu- clear proliferation risks, un- dermines international non- proliferation system, fuels arms races, and hurts peace and stability”. The student bodies affili- ated to the Left parties in the state have begun forcing the government to hold students’ union elections across col- leges and universities, which have been in a “spot” since 2013. Earlier, when the SFI had begun marches as part of the Vidhan Sabha Abhi- yan from Sealdah and How- rah to the West Assembly, several of the outfit’s activ- ists were detained. The activists went all the way in order to meet Assem- bly Speaker Biman Banerjee and West Bengal education minister, Bratya Basu, to hand over a memorandum for student union polls in the state’s colleges and universi- ties. Students Federation of India (SFI) state committee member Subhajit Sarkar said the SFI members also gathered at Sealdah station to join the main rally near Bowbazar crossing. However, some of the rally- ists were stopped before pro- ceeding towards the Bow- bazar area as they got down from the train in Sealdah sta- tion by policemen deployed at the spot, SFI leader Anandarupa Dhar alleged. “They have lifted some of our comrades in prison vans as they alighted from the train in the most undemocratic manner. But we are deter- mined to take out the rally. This is our right,” she added. The rally was taken out to “Save the education sector from the fascist forces like BJP at Centre and TMC in state are bent on privatisa- tion of education system ig- noring the interest of poor students, immediate holding of student union polls in state-run and state-aided higher educational institu- tions and to stop the rolling out of New Education Policy, 2020 draft which is aided by the ruling TMC in Bengal,” Sarkar alleged. Plagued by a number of al- legations, raids and arrests of important leaders by the central agencies, and pro- tests by many sections of the people on the eve of the state- wide panchayat elections, the TMC government in West Bengal now faces the wrath of college students over non- execution of polls for almost a decade. Outfits such as the Student Federation of India (SFI) of the CPI(M) and All India Democratic Students’ Organ- isation (AIDSO) of the SUCI(C), have been holding protests, demanding student union elections, across uni- versities, colleges and the streets of Kolkata. Last Fri- day, the SFI organised a march to the state Legislative Assembly on the demand. However, the state educa- tion minister, Bratya Basu, has clarified that these col- lege elections won’t be held before the three-tier pan- chayat polls, expected to be held in May. “We will hold student union elections. But since panchayat elections are also due soon, we have to give priority to the latter. I’m hopeful that we can hold stu- dent union elections after the panchayat polls are over,” Basu said. Basu also added that stu- dent elections across campus- es in the state will be held on separate days. “Elections in colleges and universities in north Bengal, south Bengal and other belts will be held on different days, though I haven’t yet spoken to Chief Minister Mamata Banerjee about this,” said Basu. In July last year, he had said the state government was very keen on conducting elections across colleges and universities in a “free and fair” manner, and expressed hope that the stu- dents’outfitsof allOpposition parties would participate. However, there is no re- ported clarity over the fact when the students’ polls will be held. In fact, all eyes are now on the rural or the pan- chayat elections which actu- ally means a lot for the ruling party and before the Lok Sabha it is definitely a show of strength. Politically, the rural elections will mean a lot for the ruling TMC more so when the Congress-Left combine grabbed the Sagar- dighi bypoll seat recently . It may be mentioned that till 2010, students’ polls were being held in West Bengal on a regular basis. Till 2013, stu- dents’ polls were being held regularly, however, since then the polls schedule has been affected. In February 2013, violence triggered over college elec- tions at Garden Reach in Kol- kata, in which one policeman was shot dead. After this, the West Bengal government an- nounced a state-wide suspen- sionof collegeunionelections for six months. Then, the ir- regularities started. After 2016, no election was conduct- edinuniversitiesandcolleges of the state. In 2019, student elections were reintroduced, beginning with four stand- alone universities. But this processgotinterruptedbythe Covid pandemic. Hearing a petition filed by Lucknow-based advocate Moti Lal Ya- dav in 2013, the Luc- know Bench of the High Court had asked the Commission in Janu- ary to submit its re- sponse to the plea that the ECI should bar po- litical parties that hold meetings on caste and religious lines from elections. The petition- er had also asked that ECI deregister such parties. The ECI affidavit, filed by the Uttar Pradesh Joint Chief Electoral Officer on be- half of the poll panel on February 16, stated that the Commission does not have the pow- er to act against rallies along caste lines that occur outside of the MCC period, which is from the announce- ment of an election till its completion. The ECI “has no ju- risdiction to restrict the convening of meetings and rallies on caste lines by political par- ties during a non-elec- tion period and to ban them from contesting the subsequent elec- tion,” the affidavit said. In a week, this is the third incident in which Barmer police has carried out the raid against illegal cultiva- tion of opium. On Wednesday Bhakhsar police in Bar- mer raided a farm in Deedawa village where Bhuraram Jat (46) was involved in the illegal farming of opium. Dur- ing the raid police re- covered 2,154 plants of opium. Later police ar- rested Bhuraram and booked him under the NDPS act. Police also uprooted the opium plants and seized them. The market cost of the seized consignment is approx 15 lakhs, police claimed. In another incident Bhakhsar police raided a farm in Panoriya vil- lage where they seized 972 plants of opium. Po- lice arrested the farmer Bhagaram Jat (32), who wasdoingtheillegalcul- tivationof opium.Police arrested the Jat and bookedhimunderNDPS act. Udaipur: A 25-year-old man has been arrested for allegedly killing his wife after an argument in Udaipur, police said on Wednesday, adding he also attempted suicide. The incident took place under Savina police station area on Monday night but came to light on Tuesday evening when the landlord informed police that the couple did not come out of the room since the previous night. The accused Babulal Suthar kept sleeping in the same room in which the body of his wife was lying in a pool of blood, police said. Police broke open the door and found Babulal lying on a bed while his wife Sonu (22) was lying uncon- scious with head injury. Now scooties will be distributed to 30,000 meritorious girl stu- dents of the State. Chief Minister Ashok Gehlot has approved the proposal to in- crease the number of scooters from 20,000 to 30,000. In the Kalibai Bhil Girl Scooty Yojana and Devnarayan Scooty Yo- jana, meritorious girl students will now also get an option to take electric scooty. Female students can take the option while applying online. Under the scheme, if all the girl students apply for e- scooties, the State Gov- ernment will spend Rs 390 crore. It is noteworthy that in the Budget of the year 2023-24, the Chief Minister announced to increase the number of scooties to be given to meritorious girls from 20,000 to 30, 000. Vikas Sharma Jaipur: Jaipur DIS- COM MD, RN Kumawat has directed the DIS- COM officials to coordi- nate with various gov- ernment departments for the recovery of dues against electricity bills. Power DISCOMs are already facing financial crisis and dues on gov- ernment department against electricity bills amounting to Rs 1,900 crore, are making the situation worse. In such a situation, Jaipur DISCOM MD has directed the field of- ficers to coordinate with the departments for recovery of out- standing amounts. Jaipur DISCOM has to recover nearly Rs 1,000 crore from government departments. For this, the DISCOM has started strictness so that the maximum re- covery can be made in 15 days of the current fiscal year. Government depart- ments give last priority to pay electricity bills. In the reports of Janu- ary month of all three DISCOMs, the outstand- ing amount has reached Rs 1,900 crore and maxi- mum of it, Rs 1,267 crore, is due on various UITs. Apart from this, the departments which have not paid electrici- ty bills are PHED, Po- lice and other depart- ments. First India Bureau Jaipur: The General Body Meeting (GBM) of Jaipur Municipal Corporation (Heritage) can be held soon. As a result, after examinations, the interviews are not be- ing conducted at the de- sired pace. Such is the situation that even after an- nouncement of result of RAS and Sub-Inspec- tor examinations, the interview boards are not being formed in ab- sence of members. In both the organisations, it is needful for a mem- ber to sit in the Selec- tion Board and this member is the Chair- man of this Committee. As of now, four mem- bers are working, along with the Chairman, in RPSC, whereas, the post of three members is ly- ing vacant. Sanjay Shotriya is currently serving as RPSC Chair- man, while Sangeeta Arya, Manju Sharma, Jaswant Rathi and Bab- ulal Katara are mem- bers. The members were appointed by the current state govern- ment on October 15, 2022 while the Chair- man was appointed on February 15, 2022. Their tenure is of six years or till 62 years of age. One condition preva- lent on it is that out of the seven- member strength, half can be those officials, who have served for ten years in State or Centre. The three new appoint- ments have been done with this condition and thus, about a dozen IAS, IPS and RAS are lobby- ing for this position. Meanwhile, there should be four mem- bers in Staff Selection Board (SSB). The Ge- hlot government has ap- pointed retired IPS Hariprasad Sharma as Chairman and Profes- sors of Jodhpur Univer- sity - Ram Singh Meena and Irfan Mehra, as members in January 2022. Now, the post of two members is lying vacant. The SSB is responsi- ble for holding several examinations including teacher recruitment. Till now, interview of about 600 candidates for SI has been conducted and 2,400 candidates are still to be interviewed. As a result of the five posts of members in both the organisations being vacant, these or- ganisations are not able to give a favourable re- sult. Most of the diffi- culty and mental ten- sion is being faced by those youths , who have cleared the examina- tion, but are awaiting the interview call. It is believed that ap- pointment of new mem- bers will be done, in any case, by the current gov- ernment. However, only seven months are left before the election code of conduct is enforced and thus, the govern- ment needs to speed up the selection process. Jaipur: Anganwadi Centres in the State will be provided necessary equipment for regular physical examination and nutrition of children. Chief Minister Ashok Gehlot has sanctioned 73.84 crore rupees for this. Various equipment including infantometer, stadiometer and weight measuring machine will be purchased for Anganwadi centres. In this way, malnourished children can be monitored. Also children can be protected from health related diseases. Gas cylin- ders, water regulators and pipes, gas stoves and cooking utensils will also be provided at the Anganwadi or Mini Anganwadi Centres with the sanctioned amount. This approval will enable children to get proper and fresh supplementary nutrition. It is noteworthy that an announcement was made in this regard by CM Gehlot in the budget for the year 2023-24.
